Is the Phase In and Phase Out Plan synonymous with Transition Plan?Yes, the Government changed the CDRL verbiage to read CDRL_A012_ "Transition (Phase In) Plan, CDRL_A013_Transition (Phase Out) Plan.
2Section 14.1 of the PWSStates, “At the kick-off meeting, the Contractor shall present its plan of action (Transition Plan) to ensure the smooth transition of services from the predecessor Contractor to the Contractor with no degradation of services.” Is this the same thing as the Transition Plan mentioned in Section 5 of the PWS? Again, Transition Plan is not listed as a CDRL.Yes the Transition plan noted in Section 14.1 is the same as the Transition plan referenced in Section 5 of the PWS. We changed the verbiage for CDRL_A012 Transition (Phase In) Plan, and CDRL_A013_Transition (Phase Out) Plan.
3Section 5.6 of the PWSstates, “The contractor shall prepare a cybersecurity workforce (CSWF) report semi-annually that describes the current CSWF level for each contract team member, certification status, and number of hours of training completed for the calendar year. The report shall be updated and delivered upon staff replacement as well.” Should this report be listed as a CDRL?Yes, the Government has included CDRL 0008.
4Section 5.9 of the PWSStates, “A status report of all travelers shall be provided within 30 days of award and verified on a semiannual basis.” Should this be listed as a CDRL? Can the government provide more specifics as to what should be included in the status report of all travelers?Section 5.9 of the PWS has been revised and this terminology has been removed
5CDRLsThe Configuration Management (CM) Plan is listed as CDRL 010, but Configuration Management is not mentioned in the PWS. The PWS talks about the Data Management Process in Section 5.8. Is Data Management and Configuration Management synonymous? When is CDRL 010 due?CDRL 010 updated to reflect Data Management Plan (DMP). *** Section 5.10 of PWS updated to reflect new CDRL name of "Data Management Plan". ***
6Instructions to VendorsThe government has outlined specific page count requirements in the RFP in the “Package Submission” section. Specifically, for Volume I: Technical, page count is set at 45. Will the government please consider allowing for 2 additional pages for an Introductory section?The page limit for Volume I will remain at 45 pages.
7Instructions to VendorsThe government has outlined specific page count requirements in the RFP in the “Package Submission” section. Specifically, for Volume I: Technical, page count is set at 45, and each subfactor is allocated a specific page count within that 45. Will the government please consider allowing responders to choose how to allocate the page count within Volume 1, rather than having hard requirements for the three subfactors?The Government has removed the individual page requirement for each section within Volume I. The total page limit will remain as 45 pages.
8PricingCan the government confirm that the fully burdened hourly rates proposed for each labor category on the Price Proposal Spreadsheet will be ceiling /not-to exceed values that will be utilized in preparing FFP price proposals at the Task Order level?The assumption is correct.
9Section 10.1 of the PWSSection 10.1 specifies an initial inventory reconciliation be conducted within 90 days of contract award. Does this refer to all MSC N6 assets, including those on the ships, or is this the GFE provided to the contractor? If the former, which includes all ships, does this inventory need to be a physical inspection of all assets?This refers to shipboard assets. Initial inventory reconciliation will be conducted within 90 days of contract award using sampling methodology. Initial inventory sample size shall be between 5-10%. *** Section 10.1 of the PWS updated to reflect the new verbiage. ***
10Section 21. Performance StandardsThe RFP states that the contractor must “Maintain an installation version tracking database with at least 85% accuracy for all applications listed in 4.2.1.2” There is no section 4.2.1.2; to which applications does this performance standard refer?This performance standard refers to Section 3 of the PWS. Section 21 has been updated to reflect the change.
11Section 5.9Travel states that “The trip report, completed in Microsoft Word, shall include…applicable receipts.” CDRL 011 makes no mention of providing receipts, and logistical constraints such as not receiving timely receipts from foreign hotels or rental car agencies may prevent the team from being able to provide receipts within 5 days. Can the requirement to provide receipts be removed from the RFP?Section 5.9 of the PWS has been revised to exclude the receipts for individual trip reports. Receipts will be required for at a minimum bi-annual travel audits per section 5.9.4.
12Section 5.6Information Assurance / Cybersecurity states that all staff must be certified according to directive 8140.01, however, CDRL 008 states that the staff must certified according to directive 8570.01. Which one is applicable to this contract?The contractor shall ensure all staff comply with the certification requirements identified in Department of Defense (DoD) 8570.01-M, December 19, 2005 (Change 4, 11/10/2015). Information Assurance / Cybersecurity section has been updated to reflect the required certification.
13Section 16.2Personnel Security states that all personnel in support of the contract shall be required to maintain a Secret clearance, however, the current N64 contract staff contains several individuals who were designated as not requiring a clearance. Should this requirement be amended?No, Many of the positions fall under the realm of Privileged User (administrative) Access and require a position of trust be assigned requiring a minimum of Secret clearance.
14No direct mention is made of the Afloat Application Technical Support work currently being performed by the MSC N64 Afloat contract staff (12 FTEs). Is it MSC’s intention for that work to be accomplished by the Business Systems contract staff?The support is not within the scope of this PWS.
1552.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS - Submission PackageThe instructions state the following, "…All Offeror documentation, such as foldouts, charts, figures, tables, is included in the page limits. Resumes are not included in the page limit…" For ease of organization and evaluation, will the Government exclude not only resumes from page limitation, but also the following, Title Page, Table of Content and Section Tabs?The Government has included "Title/Introductory Page, Table of Content and Section Tabs" to the 52.212-1 Addendum.
16PricingBased on the RFP and the numerous performance locations worldwide, would you please provide the anticipated place of performance (city, state) for each labor category and whether it is Contractor Site or Government Site within the attached Attachment 2 (Price Proposal Spreadsheet)? Not having this specific information makes the pricing exercise difficult given the prevailing wage differences between geographic locations as well as the overhead differences that may exist based on whether our team is to propose onsite or offsite labor rates.The Government has provided all performance locations and has included the "Staffing Plan" as part of the technical evaluation factors in order to have offerors propose innovation on the subject matter. The information provided below is only in regards to available Government seating and not necessarily the number of people required to complete the scope of work.

Question 16, 24 and 26 are related. Our current data indicates the OCONUS seats listed below. *** Section 13 of the PWS updated to reflect the following:

• Sasebo, Japan – 1 personnel (Govt site)

• Sembawang, Singapore – 2 personnel (Govt site)

• Manama, Bahrain – 3 personnel (Govt site)

• Santa Rita, Guam – 3 personnel (Govt site)

• Souda Bay, Greece – 1 personnel (teleworking in Souda Bay)

• Diego Garcia – 2 personnel (Govt site) ***

17Due Date ExtensionBased on blocks 6 and 8 the Draft RFP SF 1449 having reflected a 45 day proposal turnaround time period, will the government please consider extending the proposal due date to July 16, 2018? Given the size and scope of the response, this additional two weeks will provide offerors ample time to formulate their highest quality response while aligning the turnaround with the planned response timeline conveyed within the Draft solicitation.The Government has extended the solicitation closing date and time to 17 July 2018 at 4:30 pm ET.
18Volume II Past Performance RequirementsThe solicitation states "For each of the contracts the Offeror describes in a Reference Information Sheet (Attachment 4), the Offeror is requested to provide a Past Performance Questionnaire (Attachment 3) to a reference at the organization that awarded or managed the contract." Given many government customers have stated in the past that they are only permitted to provide feedback on contractor services through the formal CPARS/PPIRS assessment channels, will the government consider allowing offerors to provide current CPARS assessments in lieu of Past Performance Questionnaires where possible? If so, will the government permit these assessments being provided as an attachment to the Volume II response while not counting them toward the Volume II page limitation?Offerors are not required to provide the assessments as attachments. Reference 52.212-1 (ADDENDUM) Volume II, where it states "evaluation of other sources of information. Other sources of information for past performance may include, but are not limited to, Past Performance Information Retrieval System (PPIRS) reports, the Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Report System (ESRS), other databases, questionnaires and interviews."
19Paragraph 5.61. Information Assurance / Cybersecurity states, “The contractor shall comply with the latest MSC Information Assurance/Cybersecurity Policy. Current policy is detailed in MSC Instruction COMSCINST 5239.3. Compliance with this directive is mandatory during the execution of this PWS. “It continues, “The contractor shall ensure all staff comply with the certification requirements identified in Department of Defense (DoD) Directive 8140.01, Cyberspace Workforce Management and SECNAVINST 5239.20A DON Cyber IT and CSWF Management and Qualification.“ 1.1. Is MSC Instruction COMSCINST 5239.3A dated 14 October 2003 the current version?Yes, that is the current COMSCINST. Further, the cybersecurity requirement is governed by DoD 8570.01-M and SECNAVINST 5239.20A. The contract language is still governed by the most current DFAR and has not been updated to DoD 8140 requirements. DoD Acquisition Regulations System (DFARS) 48 CFR Parts 239 and 252 RIN 0750-AF52, Supplement; Information Assurance Contractor Training and Certification (DFARS Case 2006-D023), 22 January 2007 remains the authoritative source of qualification and credentialing requirements.

If specific certifications are required, will the Government please indicate which certifications are required for which labor categories, and if all staff in the labor category are required to hold the certification, or only a certain number of staff at which specific locations, roles or positions?See answer to question 21
23Paragraph 12 Training2. “Provide instructor-led classroom training at facilities in the Hampton Roads and San Diego commuting areas.” 2.1 Is the Contractor correct in assuming that all instructor-led classroom training facilities will be Government Facilities that the Contractor will provide the Instructor, training, set up and configuration of GFE already in place?This is not a correct assumption. Classroom training will not be occurring at Government Facilities. Facilities may be vendor owned or leased.
24Paragraph 13 Place of Performance3.list of locations for performance and travel, specifically, “Travel and/or support” and historical staffing at OCONUS bases but does not provide a breakdown of Primary support location and labor categories with estimated or historical hours for each, understanding this may vary in the future as missions evolve. This information is critical to properly staffing and pricing the approach and is currently only know to the incumbent(s) and provides an uneven playing field - 3.1. Will the Government provide the historical or estimated primary locations, number of staff, labor categories, and hours for each location to allow bidders to appropriately staff and price their solution?This is an ID/IQ contract with a total ceiling provided by the Government. For price evaluations, the Government has provided the labor categories and estimated number of hours to mitigate any incumbent advantage in regards to price. The Government is seeking ingenuity in performance of this contract, so we are also evaluating a staffing plan as part of the technical proposal.
25Paragraph 19.4.2 Inventory4.1 Will the Government provide a list of the current GFE held by the incumbent contractor, including locations?All GFE is stored in Government facilities and will be available for use. Exhibit C is provided with a current inventory
26Paragraph 13 and 22The locations listed in Paragraph 13 are all Government facilities, and Paragraph 22 Work Week also states, “All or a portion of the effort under this Contract will be performed on a Government installation.” 5.1. Noting Questions regarding Place of Performance, training and inventory, is there any requirement for Contractor site support at or near any listed location, or at any other location?The answer to this question will be included per the contractor approach under their staffing plan submission.
27Paragraph 20.1 Key Personnel, Paragraph 22 Work Week and Attachment 2, Pricing Proposal SheetThere are 4 Key Personnel positions listed, with explicit instructions that “The Contractor shall identify key personnel (one each) in the technical proposal.” With 4 Labor Categories/Positions listed. Paragraph 22 Work Week states, “This Contract does not allow for payment of overtime.” Attachment 2 Pricing Proposal Sheet provides an estimated level of effort for each of the 4 key positions as 2,725 hours per year. Determining the appropriate level of effort and staffing is critical to ensuring appropriate performance and pricing in the response. Conversely, high and continued level of uncompensated overtime will reduce the proposed cost per hour but may not provide optimal performance and retention over the life of the contract. 6.1. Allowing for 10 Federal Holidays and 10 vacation, sick, or training days per year, this information equates to the average Key Personnel work week (48 weeks/year) being estimated at 56.8 hours. 6.1 Is the expected level of effort for each position correct?The estimated hours included in attachment 2 are for price evaluation purposes and not the actual estimated level of effort for all tasks. The proposed rates will be included in the resulting contract as an estimating methodology for FFP task orders. The contractor will estimate their required effort at the task order level. Please note, task orders will not be FFP-LOE
28Paragraph 20.1 Key Personnel, Paragraph 22 Work Week and Attachment 2, Pricing Proposal SheetWhile Managers are often required to work long hours to provide adequate oversight and respond to critical actions and deadlines, more junior staff is not normally tasked with extended hours, although it can be occasionally expected, such as on travel or time critical projects to meet In-Port Availability or other requirements. 6.2 Other than the four key positions listed, are any other labor categories or positions estimated at substantially over (>10%) a 40-hour standard work week?Government does not establish amount of time. The government only requires a task be accomplished at the end of the period of performance. Amount of time used to complete this task is up to the contractor.
29Paragraph 20 Personnel Requirements, especially 20.2, Non-Key PersonnYears of experience required for each position is stated, however, no educational minimum or certification requirements are provided. 7.1. Will the Government allow formal education, (e.g. bachelor’s degree in computer science) and relevant certifications and training such as Technical Schools, COMPTIA Network + or Security+ training time, or similar, to be counted 1 for 1 as experience for each labor category?No, formal education will not be counted 1 for 1 as experience for each labor category. We are seeking a vendor/key personnel with demonstrated competency in the specific areas.
30Paragraph 20 Personnel Requirements, especially 20.2, Non-Key Personn7.2 Is the Program Manager, and/or any other Manager on this effort required to have a Project Management Institute Project Management Professional or other certification?The Program Manager position does not require said certification per the solicitation.

documents that will not count against the page limitation for any volume? This would be extremely helpful given the volume of acronyms being referenced and would assist the government with isolating specific regions of the

33Instructions to VendorsWill the government please confirm that the offeror's completed Representations and Certs are also to be
provided within Volume III?As stated in 52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS - Submission Package - Volume III - 2. Solicitation Documents - Section B; For Representations and Certifications, the Offeror must maintain a complete Online Representations and Certifications through the System for Award Management (SAM) at www.acquisition.gov. All other provisions required by the solicitation, but not included in SAM, are to be completed and submitted with the proposal. Items which are not applicable should be marked “N/A.”

Question: CDRL A031 is listed as a CDRL in PWS 10.12, but it is not included in the combined CDRL pdf file. The solicitation states that this is a Quarterly Inventory Report, but PWS 10.1 states that inventory is to be done at 90 days after contract award and then annually each subsequent contract year, which 19.2.4 also seems to confirm. Will the government please clarify and provide this CDRL?1) CDRL 001 will also be used as the "Follo-up" version. 2) The governmnent will not be providing a specific format for the SOP. CDRL 019 has been removed. 3) The requirement for quaterly inventory reports have been revised to annual. CDRL 031 has been removed.
37Extension/Task Order Type/Travel1. The government has not yet responded to questions submitted by the June 11 cut off and there are only two weeks remaining prior to the proposal due date. Will the government consider extending the due date until two weeks after these questions are answered?

2. Regarding Task Order execution, will the government be executing as a T&M effort or will the task orders be executed and invoiced as a true FFP effort.

3. Please clarify if the governments travel and or ODC dollars includes standard government Flat Rate Per Diem for Long Term TDY or some other form of compensation for living expenses for contractor FTEs stationed at OCONUS in section 13 Place of Performance.1. Please see response on row 18. 2. Task orders will be executed as FFP efforts 3. All travel is in accordance with Joint Travel Regulations.
