FOR THE CONTRACTOR

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government's right to use the data shall be governed by the pertinent provisions of the contract.

total_draft: 1 total_reg: 3 total_repro: 0 remarks: Summary: The contractor shall research and develop quarterly and annually an Unclassified Casualty Report (CASREP) Analysis utilizing data (numbers) from the Daily CASREP Report identified in PWS 6.1 CDRL 021 of this contract. The analysis shall be on major system failures that N6 supports. Reporting shall be on a quarterly and annual basis in line with the fiscal years (OCT-SEPT). The contractor shall keep abreast of the latest changes to any directives, Memorandums, SOPs and written correspondence IRT executing this CDRL and keep the government informed of these changes.

Content: The format shall be in a MS Power Point format and will display trending analysis of the highest 5 major system failures in a line or bar graph. The data for this analysis shall come from the Daily CASREP Report and MSC Message Traffic reported in the NMCI SIPRNet Public Folders message traffic. Analysis of possible trending data should be discussed to include possible extenuating circumstances, causes, average downtime, logistic delays or any pertinent information the contractor feels necessary for the government to provide informed solutions. Adherence to classification requirements must be followed. No analysis shall include specific ships' name, hull numbers or any identification which would associate a CASREP or combination of CASREPs to an individual ship.

Due: Quarterly CASREP Analysis shall be due the last working day of December, March, June, September for any given FY. Annual CASREP Analysis shall be due the last working day of October for any given FY.

Media requirements: Quarterly and Annual CASREP Analysis shall be completed using MS Office products (current) using the contractor provided format as approved by the government.

This report shall include any and all CASREP Messages reported on N6 equipment/systems identified in paragraph 3 of this contract. Additionally, SATCOM, Communication (Digital and RF), Navigation and Command and Control Systems shall be included as directed by the government. MSC TPOC will identify addition/reduction of systems on a periodic basis. The Daily CASREP Report will be Unclassified and contain ONLY information which has been directed by MSC Security and is included below. Daily CASREP Report will be distributed each MSC working day and shall include all previous CASREPs not previously reported (i.e. Monday Daily CASREP Report will contain CASREPs from Friday, Saturday and Sunday). N6 Daily CASREP Reports will be distributed utilizing NMCI NIPRNet Microsoft Outlook E-Mail. The contractor shall keep abreast of the latest changes to any directives, Memorandums, SOPs and written correspondence IRT executing this CDRL and keep the government informed of these changes.

Content: The format shall be in a MS Outlook format and contain the following information ONLY: Ship's Name (abbreviated i.e. USNS Richard E Byrd would be BYRD), CASREP Number (5 digit number), System identified in the Subject Line, Casualty Type (CASREP, CASREP UPDATE, CASCOR, CASCAN), CASREP Category (i.e. C2, C3 , C4). Guidance is identified in OPERATIONAL REPORTS NWP 1-03-1 Chapter 4, formally NWP 10-1-10. An example of a single entry would be; BYRD, 16023, AN/UYK-7, CASCOR, C2.

Due: Daily CASREP Report will be distributed each MSC working day by 08:00 ED/ST or as directed by the government and shall include all previous CASREPs not reported (i.e. Monday Daily CASREP Report will contain CASREPs from Friday, Saturday and Sunday).

Format: NMCI, Digitally Signed, MS Outlook. Each CASREP reporting will be on an individual line and will be completed using the contractor provided format.

Summary: Incident Reporting shall use the command’s trouble ticket system (currently BMC Remedy) to document actions taken to resolve issues and conduct trend analysis of the trouble ticket system to determine systemic issues with MSC C4 capabilities.

Content: Incident Reports shall provide a comprehensive review and analysis of Key Performance Indicator (KPI) to measure actual performance of trouble tickets against targets Service Level Agreement (SLA). Reports should provide historical reports to include daily data and summary reports for weekly data reports. This report will be used as KPI to monitor critical business areas. Incident Reports on trouble tickets shall be provided daily to N6 key personnel identified by the COR/TPOC.

Format: The IR shall be provided using contractor provided format with Government concurrence.

Media Requirements: The IR shall be presented in electronic format compatible with Microsoft Word Version 2010 (or current).
