1. Question: Can you please confirm if helipad and elevator are required for this project?
Answer: Yes, a helipad (C2.4) and elevator (C2.3.2.1) are required.
2. Question: It (C2.3.2.1) states that the Contractor shall provide float/on and float off capability from the elevator for launch and recovery using a removal boat cradle system which will provide maintenance space for swapping out engines, out drives, and other minor repairs. I would believe that the cradle would be integrated to the elevator and the crane would pick up the cradle (with the boat secure on it) and deliver it to the deck? Please Confirm.
Answer: A float on/ float off capability to a cradle positioned on the elevator is required. A maintenance crane must be available to then remove engines, out drives etc. from the boat secured to the cradle. The Government will not specify how the contractor shall meet the requirement.
3. Question: Could we get a specification and drawings of the cradles?
Answer: The offeror will provide the cradles to meet the specifications of the watercraft listed in the SOW.
4. Question: On Page 17 of the Solicitation it says 6 small boats. On the Attachment A - GFP, it says 1 ea 40' boat, 3 Zodiacs, 4 PWCs (jet skis) and then 2 more 40' Boats (for 3 total 40' boats) and 2 more Zodiac's (for a total of 5 Zodiacs). The elevator is only for the 12m/40' small boats, correct?
Answer: C2.3.2.1 The elevator will need to accommodate (2) 41’ x 9’ craft.
5. Question: The Zodiacs and Jet Ski's will be deployed by Davits (or other A Frames already on the vessel)
Answer: C2.3.2 The contractor shall provide four boat davits or cranes for launch and recovery.
The elevator will also be utilized for launch and recovery.
6. Question: Could we get a schematic of the 12 meter RIB (or 40') small boat? Will there be 4 point lifting eyes for crane deployment to cradle?
Answer: Schematics of 40’ vessel will be provided after award. There are 4 point lifting eyes for crane/davit deployment.
7. Question: Can we confirm the 12 meter RIB has water jets and not outboard engines?
Answer: 12 M RHIB will be water jets, however the 40’ boats have outdrives and props.
8. Question: Will the vessel be at a stop when the 12 meter RIB is engaging on to the elevator or will the vessel be moving at the 2 knot speed?
Answer: Paragraph C2.3.2.1 has been revised, as per amendment 0002.
9. Question: If engaging the elevator is done at a stop, can the elevator be transverse to the bow (across it) or Longitudinal (in line)? Is there a preference?
Answer: C2.3.2.1 The contractor shall provide a stern elevator that will accommodate (2) 41’ x 9’ craft with a minimum of 5’ of clearance from aft end of elevator to aft extremity of craft.
Elevator must be in line (longitudinal) to the bow to allow for recovery of boats while underway.
10. Question: Are the EO / IO cameras FLIR?
Answer: No. The Cameras are low light
11. Question: How many EO / IO cameras will get installed?
Answer: 3
12. Question: What are the locations of the EO / IO cameras?
Answer: Situated as to monitor davit and elevator operations
13. Question: What type of wire is required for the EO / IO cameras?
Answer: AS SPECIFIED BY THE OEM
14. Question: Do any of the wire runs require any special security conduit?
Answer: No
15. Question: Will the government supply the EO / IO cameras?
Answer: Contractor supplied as per RFP
16. Question: Does the client want the EO / IO cameras to record to the vessel NVR?
Answer: No. Will terminate to the Operations Center only
17. Question: C1.8.3 Is the Communications Room required to be configured on the 01 level or can if rather be configured on the Foscle level?
Answer: Anywhere
18. Question: C1.10.1 Are the 6 weapon mounts in addition to the two (2) platforms on the stern of the vessel?
Answer: we have a requirement for 6 weapons stations with 360 degree coverage
19: Question: C1.14 Are the number of 2 man and 4 man staterooms a hard requirements?
Answer: Yes
20. Question: C1.14 Are each required to have a private head and shower or can 2 rooms share?
Answer: Each 4-man and 2-man room must have a private head and shower.
21. Question: C1:14 Are the room dimensions hard requirements or are rooms that comply with ILO requirements acceptable?
Answer: International Labor Organization Standards do not apply; Section C-1.14 provides minimum requirements.
22. Question: C1.16 Sections states two (2) ISU boxes and four (4) 12.5m x 3m craft while the GFE states 4 x ISU boxes and 3 x 41’ boats. Which is correct?
Answer: space for 4 x 41’ boats and 4 x ISU boxes, accordingly Attachment A – GFP List has been updated.
23. Question: C2.3.1.1 Please specify if the cradles are used for the RHIBS or small craft.
Answer: both
24. Question: C2.3.1.2 Will the two (2) jet skis stowed on the forward side of the elevator have to have the capability to be launched in the elevator?
Answer: Yes IAW the SOW, section C2.3.1.2 has been updated acoordngly.
25. Question: C2.3.2 Are the four (4) boat davits/cranes with a 30,000 pounds man rating in addition to the 30,000 pounds man rated crane specified in section C2.6?
Answer: yes
26. Question: Please specify the number of boats stowed/launch as the RRP and GFE do not correlate.
Answer: boat storage up to 6 x 41’ craft. One per davit and two on the elevator.
27. Question: C2.4 Will the two shelters specified be GFE?
Answer: Yes
28. Question: C1.8.1 requires multiple power outlets/strips. What is the required number in the operations room?
Answer: a) Laptop workstations= 15 Laptops + 60 screens (min. 5 plugs per desk) + two printers = 80 plugs. b.) GFE Shredder = 1 220vac plug. c.) Bulkhead Data Displays, five (5) 55" TV Screens plus outlet strip for presentation laptop (on 18" shelf). = 6 plugs; Total Plugs: 86 110vac plugs in locations noted. One (1) 220vac plug for shredder. Accordingly, section C1.8.1 has been revised accordingly.
29. Question: C1.8.1 states that the contractor shall ensure adequate cooling with a maximum temperature of 80 degrees F. What is heat rejection of GFE laptops, screens, printers, shredder, 55” TV screens?
Answer: Most electronic equipment is new; Offerors should assume typical heat rejection and apply industry standards or averages.
30. Question: C1.8.1 What is operations room maximum occupancy to estimate cooling capacity requirements.
Answer: 20
31. Question: C1.8.2 requires multiple power outlets/strips. What is the required number in the conference room?
Answer: C-1.8.2 is “Reserved” per Amendment 0001.
32. Question: C1.8.2 Contractor shall ensure adequate cooling with a maximum temperature of 80 degrees F. What is heat rejection of GFE laptops, screens, printers, shredder, 55” TV screens?
Answer: see answer to question # 30
33. Question: C1.8.2 indicates 55” TV screens or greater. What is maximum size that should be accommodated?
Answer: C-1.8.2 is “Reserved” per Amendment 0002, use 70” for TV screen planning purposes.
34. Question: C1.8.3 What is Comms Room GFE server racks heat rejection?
Answer: see answer to question # 30
35. Question: C1.8.3 Are there any other heat loads expected in this room?
Answer: no
36. Question: C1.8.3 What is max required occupancy?
Answer: 3 people
37. C1.8 For government working space cooling, what is the 85% geographical operating region’s ambient temperature?
Answer: The contractor shall ensure all heating, ventilation, and air conditioning (HVAC) systems for all Government living spaces shall be designed in accordance with Society of Naval Architects and Marine Engineers (SNAME) Technical and Research Bulletin 4-16, except that the design shall be based on 105 degrees F ambient air and 95 degrees F sea water temperature.
38. Question: C1.10.2 indicates ordnance storage doors are to swing freely. What is door width?
Answer: Doors are typically 36” – 38” depending on specific RSL designs.
39. Question: C1.10.2 does the ordnance storage door has to be double or single?
Answer: I door configuration can be either single or double; opening distance is 36’ - 38” as stated above.
40. Question: C1.10.2 does the ordnance storage access to be single access or multiple access?
Answer: Single access (one side).
41. Question: C1.10.2 do the doors freely open 90 degrees, 180 degrees, or 270 degrees?
Answer: 180 degrees
42. Question: C1.10.2 indicates ordnance storage are to be restrained to the deck with sufficient restraint. What is RSL max loaded weight?
Answer: 20,000lbs
43. Question: What is duration of the 28.8 GPM potable or fresh water supply to RSLs as required by C1.10.2 and is this included in the daily potable water requirements in C1.20?
Answer: Continually and no it does not count for potable water requirements in C1.20
44. Question: C1.10.3 what is dimensions and weight of government-supplied FLIR to be installed on the top of the forward wheelhouse?
Answer: 3’ High 2’ wide and 200lbs
45. Question: C1.20 requires 2,760 gallons per day of potable water for 44 personnel. However the minimum of 40 GPD per person is only 1,760 gallons per day. Please clarify.
Answer: We want minimum of 2,760 gallons per day for 44 personnel and wash down of embarked gear. The other 1,000 GPD is for wash down of embarked gear per the RFP paragraph C1.20.
46. Question: C2.1.2 requires the contractor to provide sufficient rigging equipment for sponsor operations. Please provide lifting eye details on sponsor equipment to be handled.
Answer: will be provided upon contract award
47. Question: What is the height of the removable boat cradle in C2.3.1.1?
Answer: 4’ high
48. Question: What is the minimum/maximum pressure for the low pressure air lines called for in C2.3.1.3?
Answer: 90 and 125psi
49. Question: C2.6 requires the crane be capable of lifting suspended items to a height that provides sufficient clearance from the crane hook to the gunwales all the way to the helideck. Do lifted items require a spreader bar and if so, what is required height clearance from item lifting lugs to spreader bar?
Answer: No Spreader bar required.
50. Question: C2.6 what is item distance from lifting lugs to bottom of item?
Answer: Provided upon contract award.
51. Question: The dimensions of staterooms as mentioned in section C1.14. Can staterooms which do not meet required room dimensions but have adequate area (150ft²/210ft²) be considered for Charterer use?
Answer: yes.
52. Question: C1.14 can the area of dedicated heads be included in the total stateroom area?
Answer: no. See SOW
53. Question: C1.14 is there a tolerance for the stateroom area?
Answer: No. Area given in SOW are Minimum.
54. Question: The requirement for a helipad as mentioned in C2.4. Is there a preferred location for the helipad?
Answer: No
55. Question: C2.4 can the helipad be located on the bow of the vessel above the wheelhouse?
Answer: yes, as long as it meets all SOW requirements (ie Crane access, etc.)
56. Question: Is a reception area necessary for helipad?
Answer: No
57. Question: Does the helipad control station (C1.8.5) need line-of-sight to helipad?
Answer: yes
58. Question: The requirement for small boat cradle stowage mentioned in C2.3.1. Confirm the number of cradles to be on-board.
Answer: 6
59. Question: Will the cradle(s) be GFE?
Answer: no. See SOW
60. Question: The requirement for a man-rated crane in section C1.2. Should the crane be man-rated at 30,000lbs or can it have the ability to lift 30,000lbs but a de-rated man-rating?
Answer: IAW SOW an ABS classed 30,000 lbs man-rated crane is required
61. Question: Can the sponsor provide the AutoCAD of drawings of the (2) desks required in C1.8 for inclusion in the bids?
Answer: This was listed in error, there are no AutoCAD drawings available.
62. Question: Are the antennas listed in Attachment A and in C1.8.5 intended to be the same?
Answer: Antennas in C1.8.5 and Attachment A are the same GFE
63. Question: Can the sponsor provide Document COMSCINST 5530.3A?
Answer: COMSCINST 5530.3F shall be provided to the awardee..
64. Question: C1.10.3 assumes stacks are arranged forward. Must a vessel have stacks forward to be considered technically acceptable? “C1.10.3 Forward Looking Infrared (FLIR) Camera.
The Contractor shall install a Government furnished FLIR camera on the top of the forward wheelhouse. The Contractor shall provide the necessary cable runs and pedestal mount to support the installation. The Contractor shall fabricate an approximately 6-feet tall mast mount on the portside of the catwalk between the exhaust stacks and run cable from mount down into the operations center as well as run video cable from the operations center to the bridge.”
Answer: Stacks can be located anywhere, as long as the remainder of the requirements are met.
65. Question: C2.3.2 requires quantity (2) outlets at the launch and recovery systems. Does this mean (2) at each davit/crane, or total of (2) for all davits/cranes?
Answer: two at each davit
66. Question: Is the Fresh water supply in C2.3.2 required per launch system, or (1) supply servicing all?
Answer: one supply that can service all davits is acceptable.
67. Question: For the davit or launch system in C2.3.2, what is the vertical dimension from keel of craft to apex of lift slings? What is the arrangement of the craft lifting lugs and what is the max height of the craft above the lifting lugs?
Answer: information will be provided upon contract award
68. Question: Are the shelters mentioned in C2.4 provided by the sponsor
Answer: Yes, see Question 27
69. Question: Are the 8,000 gallons of diesel required by C2.5 the same as the 8,000 gallons of diesel required by C2.3.2?
Answer: same 8,000 gallon requirement.
70. Question: For AFFF foam required in C2.5.3 required (1) for each of (3) stations, or (1) total for all stations?
Answer: AFFF is required to service all fueling stations
71. Question: Company A notes the requirement for a helipad as mentioned in C2.4. Please confirm the 25,000lbs helideck capacity and the 30' x 30'dimension?
Answer: Confirmed
72. Question: Company A notes the requirement for small boat cradle stowage mentioned in C2.3.1. Will the Cradles be GFE?
Answer: NO, same as Question 59.
73. Question: Company A notes the requirement for a stern elevator for craft launch and recovery in section C2.3.2.1. What is the required depth for launching the craft?
Answer: Elevator must go to 15' below the waterline
74. Question: Company A notes the requirement for a small boat refueling as mentioned in section C2.5 and C2.5.2. Please confirm the need for 3 x fueling stations (C2.5.2) in addition to the 2 x 4,000 gallon Bryant Fuel Systems for small boat refueling.
Answer: Confirmed
75. Question: Would it be possible to get the weights and centers of all GFE?
