1. Question: Can you please confirm if helipad and elevator are required for this project?
Answer: Yes, a helipad (C2.4) and elevator (C2.3.2.1) are required.
2. Question: It (C2.3.2.1) states that the Contractor shall provide float/on and float off capability from the elevator for launch and recovery using a removal boat cradle system which will provide maintenance space for swapping out engines, out drives, and other minor repairs. I would believe that the cradle would be integrated to the elevator and the crane would pick up the cradle (with the boat secure on it) and deliver it to the deck? Please Confirm.
Answer: A float on/ float off capability to a cradle positioned on the elevator is required. A maintenance crane must be available to then remove engines, out drives etc. from the boat secured to the cradle.
3. Question: Could we get a specification and drawings of the cradles?
Answer: The offeror will provide the cradles to meet the specifications of the watercraft listed in the SOW.
4. Question: On Page 17 of the Solicitation it says 6 small boats. On the Attachment A - GFP, it says 1 ea 40' boat, 3 Zodiacs, 4 PWCs (jet skis) and then 2 more 40' Boats (for 3 total 40' boats) and 2 more Zodiac's (for a total of 5 Zodiacs). The elevator is only for the 12m/40' small boats, correct?
Answer: C2.3.2.1 The elevator will need to accommodate (2) 41’ x 9’ craft.
5. Question: The Zodiacs and Jet Ski's will be deployed by Davits (or other A Frames already on the vessel)
Answer: C2.3.2 The contractor shall provide four boat davits or cranes for launch and recover. The elevator will also be utilized for launch and recovery.
6. Question: Could we get a schematic of the 12 meter RIB (or 40') small boat? Will there be 4 point lifting eyes for crane deployment to cradle?
Answer: Schematics of 40’ vessel will be provided after award. There are 4 point lifting eyes for crane/davit deployment.
7. Question: Can we confirm the 12 meter RIB has water jets and not outboard engines?
Answer: 12 M RHIB will be water jets, however the 40’ boats have outdrives and props.
8. Question: Will the vessel be at a stop when the 12 meter RIB is engaging on to the elevator or will the vessel be moving at the 2 knot speed?
Answer: Paragraph C2.3.2.1 has been revised.
9. Question: If engaging the elevator is done at a stop, can the elevator be transverse to the bow (across it) or Longitudinal (in line)? Is there a preference?
Answer: C2.3.2.1 The contractor shall provide a stern elevator that will accommodate (2) 41’ x 9’ craft with a minimum of 5’ of clearance from aft end of elevator to aft extremity of craft. Elevator must be in line (longitudinal) to the bow to allow for recovery of boats while underway.
10. Question: Are the EO / IO cameras FLIR?
Answer: No. The Cameras are low light
11. Question: How many EO / IO cameras will get installed?
Answer: 3
12. Question: What are the locations of the EO / IO cameras?
Answer: Situated as to monitor davit and elevator operations
13. Question: What type of wire is required for the EO / IO cameras?
Answer: AS SPECIFIED BY THE OEM
14. Question: Do any of the wire runs require any special security conduit?
Answer: No
15. Question: Will the government supply the EO / IO cameras?
Answer: Contractor supplied as per RFP
16: Question: Does the client want the EO / IO cameras to record to the vessel NVR?
Answer: No. Will terminate to the Operations Center only
