ANCHOR WINDLASS FOUNDATION MODIFICATIONS (T-ALT 326)

1.0 ABSTRACT

This item describes raising the Anchor Windlass foundation and associated equipment to accommodate the increased anchor shank size, install new anchor, install new design upgrade Anchor Windlass, and accomplish repairs to the Anchor Windlass system.

3.2.2 Quantities are considered to be estimate. The Contractor shall provide the exact quantities and additional material such as weld material, weld studs, fittings, fasteners, and clips which are not included in the Bill of Materials, in order to install a fully functional system which meets the requirements of this specification.

4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES

4.1 Government Furnished Equipment (GFE): None

4.2 Government Furnished Material (GFM):

4.2.1 Anchors, 2 Each: see Fig. 1 thru 3.

4.2.2 Bushing, 4003771; Qty. four (4) ea.

4.2.3 Bearing Shell, 4009818; Qty. one (1) ea.

4.2.4 Bearing Shell, 4009820; Qty. one (1) ea.

4.2.5 Spring Type, 4009823; Qty. four (4) ea.

4.3 Government Furnished Services (GFS): None

5.0 NOTES

5.1 The Contractor and all Subcontractors, regardless of tier, must consult the General Technical Requirements (GTRs) to determine applicability to this work item. In performance of this work item, the Contractor and all Subcontractors, regardless of tier, must comply with requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22 through 25, and 29.

5.2 The Contractor and all Subcontractors, regardless of tier, are advised to review other work items under this contract to determine their effect on the work required under this work item.

5.3 THE USNS T-AKE CLASS ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM.

5.4 All Welding shall be in accordance with ABS rules for building and classing steel ships.

5.5 All Electrical cables and components shall be installed in accordance with the IEEE STD 45 Latest Rev.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional

7.0 STATEMENT OF WORK REQUIRED

7.1 Arrangements/Outfitting:

7.1.1 Removals:

7.1.1.1 Existing U43RW type anchors will be removed in accordance with WI 0912.

7.1.1.2 Prior to any removals the Shipyard Ships Superintendent and Machinist Supervisor shall ensure alignment measurements are made for all ships structure and machinery to be removed. Permanent alignment markings shall be made on the deck and formally documented to verify the as delivered alignment and the as delivered (after installation) alignment agree and there are no abnormalities between the readings. The documented readings/locations shall be documented on a “For Information Only” condition Report.

7.1.1.3 Remove existing inclined ladder at centerline platform between anchor windlasses.

7.1.1.4 Temporarily remove the Port and Starboard anchor windlass mooring winch, motor and chain roller stopper assemblies, including existing sub-bases welded to the deck.

7.1.1.5 Disassembly of the anchor windlass from the mooring winch will be necessary to remove equipment from the vessel.

7.1.1.6 Remove planetary gears and sliding clutches from gear boxes of anchor windlasses.

7.1.2 Modifications/Relocations:

7.1.2.1 Modify/Extend pedestal heights for the four (4) fairlead rollers at Frame 6 and 13 by 330mm, and 100mm for the two (2) fairlead rollers at Frame 17, using 25mm plating half rolled and welded inserts to match existing pedestal diameters and continuous slope angle.

7.1.2.2 Modify/Extend Port and Starboard anchor chain pipe 330mm between the 01 level deck plating and the chain pipe chock by inserting 25mm plating half rolled and welded to an inside diameter of 585mm.

7.1.2.3 Modify/Extend platform height for the centerline platform between anchor windlasses an additional 330mm above the 01 level deck plating.

7.1.2.4 Tech Rep to ensure alignment of the Anchor Windlass foundation prior to welding and after welding.

7.1.2.5 Modify anchor windlass Gear boxes to accommodate new upgraded design.

7.1.2.6 Replace/upgrade Anchor Windlass Assembly with new upgraded design planetary gears and sliding clutches.

7.1.3 Installation:

7.1.3.1 Install New High Holding Power Anchors, model no. KHC-11025 (U49RW)(GFM). Installation of anchors and shackles shall be coordinated with WI 0912.

7.1.3.2 Install anchor windlass new planetary gears, sliding clutches, and associated equipment.

7.1.3.3 Reinstall Port and Starboard anchor windlass mooring winch assemblies and chain roller stopper assemblies and sub-bases to foundations installed in 7.2.1.

7.1.3.4 Reassembly of anchor windlass to mooring winch will be required once equipment has been returned onboard the vessel.

7.1.3.5 Install 330mm high steps/platforms in way of the raised Port and Starboard anchor windlass mooring winch, motor and chain roller stopper assemblies, using Figures 5, 6, and 8 as guidance.

7.1.3.6 Install a vertical ladder, hand grabs and lifelines to the modified platform in 7.1.2.3, in way of the inclined ladder removed in 7.1.1.3 using Figure 7 as guidance.

7.2 Structural

7.2.1 Installation:

7.2.1.1Tech Rep to align the Anchor Windlass foundation before the shipyard load the chain to confirm the chain and anchor are properly installed.

7.2.1.2 Install fourteen (14) each foundations at a height of 330mm for Port and Starboard anchor windlass mooring winch and chain roller stopper assemblies, using Piece No’s 3 through 5 identified in 3.2.1, using Figures 5 thru 15 as guidance.

7.2.1.3 Install an additional 22.5mm plating extension and end piece to the Port and Starboard welded shell bolster to increase its width by 200mm on the aft side to accommodate the larger anchor size.

7.2.1.3.1 A void will be fabricated due to the added width.

7.2.1.3.2 Accomplish an air test of the new void space at 1.5psi for 10 minutes. Provide secondary relief to ensure void is not over pressurized.

7.2.1.3.3 Preserve the new void space with penetrating marine preservative “Magnakote” manufactured by Drew Marine Division of Ashland Chemical Co or equal, applied in accordance with manufacturer’s instructions.

7.2.1.3.4 Preservation shall have the following characteristics:

-form a soft or semi-soft film, -is rust penetrating, -is not salt water soluble, -is non-polluting (will not produce a sheen on the water) and/or is self-oxidizing.

7.2.1.3.5 Install new threaded plugs on the top and bottom of new shell bolster void space.

7.2.1.3.6 Restore existing shell bolster void plug threads and install new plugs.

7.3 Mechanical/Fluids: None Additional

7.4 Electrical:

7.4.1 Prior to the start of all work the Contractor shall disconnect all electrical connections associated with both anchor windlasses.

7.4.2 Contractor shall loosen the existing cable trays and cables in the bosun locker, and install new cable trays and hangers where necessary to provide enough slack for reconnecting to the junction box and each Anchor Windlass Motors.

7.4.3 After the completion of all work and prior to all testing the Contractor shall reconnect all electrical connections.

7.4.4 In the presence of Ship’s Force and the MSCREP the Contractor shall demonstrate the proper operation of all anchor windlass equipment to ensure all electrical connects are correct.

7.5 Electronics: None Additional

7.6 Repairs:

7.6.1 TTS Marine shall renew both bushings from the pinion (Windlass) using material in reference 4.2.2. thru 4.2.5 W1 and W2 bushing from the pinion is corroded on the shaft.

7.6.2Calibrate load cells.
7.6.3The planetary gears/slide clutch for both anchor windlasses shall be dismantled and send to the manufacturer for evaluation of integrated planetary gears/sliding clutches. (The 150% overload cut off function of windlass is not reachable because the sliding clutch is slipping at 120% and it should slip at app. 170 %.). Provide condition report of findings and recommendations.
7.6.4Crate and ship removed Planetary Gear/ Slide Clutch assemblies to the following:

7.6.5Upon completion of evaluation and or repairs, TTS Marine, Inc. shall crate and ship Planetary Gear/Slide Clutch assemblies to the following:

7.7 Preparation of Drawings/Documentation:

7.7.1 Prepare and provide red-line mark-up of References 2.1.1 and 2.1.2.

7.7.2 Provide final “as-built” drawings to reflect the actual installation configurations for all efforts accomplished in accordance with this work item. “As-Built” to include any modifications to equipment and include part numbers to upgrades/modifications.

7.7.3 Provide two paper copies, an electronic copy in PDF, and an AutoCAD copy on CD.

7.7.4 Provide new class documents and certificates.

7.8 Inspection/Testing:

7.8.1 Inspection:

7.8.1.2 All work shall be inspected by the attending ABS Surveyor and TTS Marine tech rep.

7.8.1.3 TTS Marine tech rep shall verify alignment of the Anchor Windlass foundations before the shipyard load the chains to confirm the chains and anchors are properly installed and aligned.

7.8.2 Testing:

7.8.2.2 NDT-Dye Penetrant test new welds on all foundations, pedestals, and shell bolsters.

7.8.2.3 Operational Test of Anchor Windlasses.

7.8.2.4 TTS Marine tech rep shall attend ship’s dock trials and sea trials to ensure the operation of the Anchor Windlass is satisfactory and within ABS rules (retrieve 2 full shots of chain within a 6 minute window).

7.9 Painting:

7.9.1 Paint all new and/or modified surfaces to match surrounding surfaces.

7.10 Marking:

7.10.1 Install nameplates, notices, and markings for all new and/or modified systems.

7.11 Manufacturer’s Representative:

7.11.1 Provide service of Authorized TTS Marine Inc. OEM Technical Field Service Representative (OEM is KOCKS FRIEDRICH GMBH & CO.) to provide all parts, repairs, modifications, upgrades, alignments, and tests of both port and starboard Anchor Windlass assemblies.
