The related federal contract opportunity provides additional context. The requirement is for the National Cancer Institute's Center for Cancer Genomics to acquire genomic characterization services through Genomic Characterization Centers. The existing work is currently supported by subcontracts under the Frederick National Laboratory for Cancer Research. The solicitation will support firm fixed price task orders over five years. The estimated number of IDIQ contracts to be awarded is ten across pools for DNA, RNA, and protein characterization. The NAICS code is 541990 and the size standard is $15 million. ADDITIONAL BUSINESS PROPOSAL INSTRUCTIONS

NCI GENOMIC CHARACTERIZATION CENTERS

I. Fixed Price

A budget is not required for the Base Indefinite Delivery Indefinite Quantity (IDIQ) Statement of Work (SOW). However, offerors shall prepare a separate budget for each Task Order SOW the offeror is proposing on. Offerors do not have to propose on all task orders but may. Task Orders will be funded using a fixed unit price mechanism on a per-sample basis. Therefore, the offeror shall provide a detailed proposal of their fully-loaded (including all direct costs, indirect costs and any applicable fixed-fee) per-unit prices using the applicable pricing table(s) below. The per-unit fixed price shall meet the required turnaround timeline specified in the applicable Task Area Statement of Work. The per-unit price shall provide characterization that meets all specific quality metrics in the task descriptions below. The per-unit price shall apply to any volume capacity, except where noted. Offerors shall indicate if per-unit prices are planned to increase or decrease over the period of performance.

II. Budget Narrative

In addition to completing the applicable pricing table(s), offerors shall submit a Budget Narrative addressing the areas below:

A. Production Capacity

CCG does not guarantee a minimum number of cases to be awarded in any task orders; the case quantities to be priced in the task orders are for evaluation purposes only. Offerors must be able to process at least the Minimum Case Capacity listed in the Pricing Table sections below, where applicable. Offerors shall indicate “N/A” for any protocols they are not proposing on.

B. Failure Rate

CCG will pay one fixed unit price per sample/case, as applicable. CCG will not pay multiple times for the same protocol to be run on the same case (for example, a failed case needing to be re-sequenced).

III. Pricing Tables

A. Pricing Table – Task Area 1: Genome Characterization Center for DNA Sequencing

The table below lists the sequencing protocols for which offerors should propose per-sample fixed unit pricing. Offerors shall provide a per sample fixed unit price for all protocols for which they are submitting a proposal. Offers are not required to submit a proposal for all task areas or all protocols within a task area. Indicate “NA” in the pricing table for any protocols not being proposed. Number of Cases is provided for each protocol as an example, commensurate with the work described in the Task Area Statement of Work. For some protocols, the Number of Cases is 0 because this protocol is not required in the Task Area Statement of Work included in the RFP. However, all protocols listed in the pricing tables are required on the Base Contract for future potential task orders. To calculate Total Cost, add the cost of the Tumor Sample Fixed Unit Price to the cost of the Normal Sample Fixed Unit Price, if applicable, and multiply by the Fixed Per-Unit Price. As a reminder, the Tumor and Normal Sample Fixed Unit Prices and the Total Cost shall include all allowable and allocable costs the offeror shall incur in performing the applicable work.

B. Pricing Table – Task Area 2: Genome Characterization Center for RNA Sequencing

The table below lists the sequencing protocols for which offerors should propose per-sample fixed unit pricing. Provide a per sample fixed unit price for all protocols listed in the table below. Number of Cases is provided for each protocol as an example, commensurate with the work described in the Task Area Statement of Work. For some protocols, the Number of Cases is 0 because this protocol is not required in the Task Area Statement of Work included in the RFP. However, all protocols listed in the pricing tables are required on the Base Contract for future potential task orders. To calculate Total Cost, add the cost of the Tumor Sample Fixed Unit Price to the cost of the Normal Sample Fixed Unit Price if applicable. As a reminder, the Tumor and Normal Sample Fixed Unit Prices and the Total Cost shall include all allowable and allocable costs the offeror shall incur in performing the applicable work.

The table below lists the sequencing protocols for which offerors should propose per-sample fixed unit pricing. Provide a per sample fixed unit price for all protocols listed in the table below. Number of Cases is provided for each protocol as an example, commensurate with the work described in the Task Area Statement of Work. For some protocols, the Number of Cases is 0 because this protocol is not required in the Task Area Statement of Work included in the RFP. However, all protocols listed in the pricing tables are required on the Base Contract for future potential task orders. To calculate Total Cost, add the cost of the Tumor Sample Fixed Unit Price to the cost of the Normal Sample Fixed Unit Price if applicable. IV. Kickoff Meeting

Offerors shall treat the Kickoff Meeting as a task order and provide a fully loaded labor-hours budget by labor category for a one-hour conference call for all staff working on the CCG program and one to two hours of preparation time for each resource. Preparation time will be used to assist in scheduling the meeting, securing a meeting venue for the offeror’s staff, and compiling questions or other topics for discussion with CCG. Discussion may include contract administration and information and clarification on the IDIQ contract mechanism. As the Kickoff Task Order will be separate from any task order for genomic characterization, specific technical project details will not be discussed. The Kickoff Task Order will satisfy the minimum guarantee on the contract.
