About this file

This is a Questions and Answers document for federal contract N0060426Q4102 related to Bi-Directional Amplifier (BDA) systems in the Red Hill Tunnel System.

The government seeks a contractor to provide a comprehensive report identifying reasons for communication dead spots within the tunnel system and recommending remediation strategies. The requirement encompasses a health assessment of all seven BDAs installed in 2023, with deliverables including actionable information, estimated costs, and implementation timelines for addressing identified deficiencies. The primary objective is to ensure seamless communication throughout the Red Hill Tunnel System. The BDAs are currently receiving power and connected to an Uninterruptible Power Supply (UPS), though the government is uncertain whether dead spots result from BDA equipment issues or other factors. The tunnel system contains approximately six miles of antenna/leaky coax infrastructure. Due to the facility's designation as DoD Critical Infrastructure Security Information, tunnel schematics cannot be provided to contractors. The document includes photographs of the installed equipment, showing BDA units (models BDA4, BDA5, and BDA7) manufactured by Comprod Inc., specifically Bi-Directional Amplifier System model BDA380-512 with specifications indicating FCC compliance and RF GUI v.2.0 firmware. The photographs also depict the internal amplifier modules with multiple circuit boards and associated cabling configurations.

The following ques ons were received by the Government:

Ques on 1:

Can you please describe in specifics what’s wrong with the bda?

Response:

The objec ve of this requirement is to (1) provide a report iden fying reasons why dead spots exist and how to remediate them, and (2) provide an overall health assessment of all 7 BDAs installed in 2023. We need ac onable informa on along with es mated costs and associated melines for any deficiency iden fied, with the overall goal to ensure seamless communica on throughout the Red Hill Tunnel System. We are unsure if the dead spots exist because of issues with the BDAs themselves. The BDAs are receiving power and connected to a UPS.

Ques on 2:

Can you send schema cs of the tunnels?

Response:

Due to the designa on of the site as DoD Cri cal Infrastructure Security Informa on, we are unable to provide schema cs.

Ques on 3:

Currently how many das antennas are in the tunnels?

Response:

There is roughly 6 miles of antenna/leaky coax.

Ques on 4:

Can you take pictures of one bda and one das antenna?

Response:

Please see a ached photos
