Performance Work State (PWS) Commander Pacific Fleet (COMPACFLT)

FCC Knowledge Wall Video Hardware Maintenance Services

1.0 BACKGROUND

1.1 The COMPACFLT (CPF) Fleet Command Center (FCC) is a watch floor that is operational 24 hours a day, 7 days a week that supports the Pacific AOR (Area of Responsibility) in conjunction with the CPF Navy Communications systems Coordination Center (NCCC) and the CPF Data Fusion Center (DFC). The CPF FCC Knowledge Wall video and audio components were successfully upgraded in 2019. The upgraded video display components are currently covered by a manufacturer warranty, but are not covered by any formal maintenance contract.

In the current situation, when wall components are in need of a maintenance or repair, CPF must pay labor costs for each individual visit. The time it takes from the origin of the trouble call, to the point where the service site visit can be funded can take a few weeks, which is not an acceptable amount of time for the Knowledge Wall to remain in a degraded state.

2.0 OBJECTIVE/SCOPE

2.1 COMPACFLT seeks a contractor to provide regular maintenance and repair coverage, as well as emergency repair services for the following video wall components:

2.1.1 All Planar DirectLight (DL2) video wall components which include the following: 84 DirectLight LED video wall panels, the power supplies for the panels, the controllers for the panels, the LED cabinets and mounting systems for the panels, and all HDMI cabling, CAT6 cabling, and power cabling for the panels (See Attachment 4 – Cable Block Diagram Attachment III - Floor Plan).

2.1.2 All fiber connections between operator workstation equipment to the video and audio systems (See Attachment 4 – Cable Block Diagram Attachment 5 - Floor Plan).

2.1.3 All Planar parts and materials currently covered by Planar manufacturer warranty.

2.2 For Planar video parts replacement, the contractor shall:

2.2.1 Maintain and manage a list of all Planar spare parts and equipment that remained from the original installation, as well as maintain storage at the contractor’s offsite facility.

2.2.2 Utilize first in first out inventory method and usage of parts and equipment before acquisition of new parts and equipment (See Attachment 3 – Government Furnished Property (GFP).

2.2.3 Be responsible for any shipping costs and logistics for product replacement and parts still under warranty covered in 2.1.1, 2.1.2, and

2.1.3 that is required to support the FCC Knowledge wall.

2.2.4 Be responsible for providing COMPACFLT with a vendor quote for the cost of repair or replacement for products or parts no longer under warranty covered in 2.1.1, 2.1.2, and 2.1.3 that is required to support the FCC Knowledge wall.

2.2.5 Be responsible for ensuring that no work is performed on the out of warranty products or parts covered in 2.1.1, 2.1.2, and 2.1.3 that is required to support the FCC Knowledge wall until COMPACFLT approves of the vendor quote provided in 2.2.4 and a modification is issued to perform the work.

2.2.6 Be responsible for any shipping costs and logistics for product replacement and parts no longer under warranty covered in 2.1.1, 2.1.2, and 2.1.3 that is required to support the FCC Knowledge wall, given COMPACFLT approval for the vendor quote provided in 2.2.4 and additional funding provided to cover the cost of repair by way of modification.

There are no fees associated with obtaining a DBIDS credential. The Government performs background screening and credentialing.

The Commanding Officer will be the final waiver determination authority.

The Contractor shall immediately collect employee DBIDS credentials and notify the KO in writing:
