| COMBINED SYNOPSIS/SOLICITATION | Does the 10-page limitation for quotes include the ELIN worksheets? If so, there is no room to indicate our capability to meet all specifications and requirements. | For the purpose of the 10-page limitation the Quote Submittal Spreadsheet will be counted as 1 page as it is a single spreadsheet with multiple tabs. Quoters are reminded to complete and return the Quote Submittal Spreadsheet, the certification contained on the Quote Submittal Spreadsheet Instructions, and FAR provision 52.212-3 Alt I. | QUOTE SUBMITTAL SPREADSHEET | Can you please define what is meant by “Skilled Labor/Specialist”? | As defined in the Quote Submittal Spreadsheet “Skilled Labor/Specialist” aligns with Forklift Operator, Crane Operator, Mechanic etc. This category is meant to capture categories that are separate and distinct from the port gang or manager. |
| N/A | How many workers you will need for these Longshoring Services? | It is the quoters responsibility to determine required staffing to support the requested services based on the requirements outlined in the PWS, the commodity types, and the estimated quantity of commodity to be loaded and discharged. |
| N/A | Because of the way our workers are compensated for hours worked we would have to make assumptions based on actual work times and days. All work is to be performed on a 24-hour base, or 2 twelve hour shifts - This will result in us paying our workers Penalty time which is 1 1/2 times more than our overtime rate for the two hours past the ten hours of work scheduled. Night shift and weekends/ Holidays would be all at 1 1/2 times more than the overtime rate for the entire shift. | A confirmation of ratesuote issued for a task order will define the period of performance and the applicable shifts. The Quote Submittal Sheet has been revised to reflect 10 hour shifts and 12 hour shifts as both may be applicable. PWS Section 10 has also been revised - please reference sections 10.2-10.5. Quoters should account for overtime rates etc. as they devise their pricing. POTENTIALLY ADD ANOTHER COLUMN FOR A HOLIDAY/WEEKEND DAY SHIFT |
| N/A | Commodity rates for loose cargo by (MT) - We would be hard pressed to try to determine actual work production. We don't have control over the amount we would actually be handling. There are no minimums stated for each task call out. We would not know where such cargo would be staged prior to operations. We have no idea of stowage plans. We have no projections as to how cargo will be drayed from POR. | The task order will define the quantities per commodity type. Section 2.2 of the PWS has been revised to add that a stow plan will be provided to the contractor to quote before issuance of a task order. Additionally, Section 2.3.2 includes the contractor attending operation planning meetings. The stow plan will be provided from the government by deck and item type. The stow plan is a printout from ICODES in PDF format. Place of rest for cargo is the pier or staging area during discharge operations. For loading operations place of rest is stow location on vessel. |
| N/A | Under Normal conditions when working with other Military partners - We are provided the scope of work, the location where actual work is taking place and who will be coordinating the Task Order. We would be asked to provide our best projected estimate to handle the defined Task Order, if the number works out with our partners command we are issued a standing Task Order Number. The key is having a clear understanding of what services will be required for each Task Order, then and only then can we make cost projections based on actual time cost. | The general overall scope of work is captured in the PWS for this single award IDIQ type requirement. All potential work locations are identified in the PWS. Specific work location, period of performance, quantities, contractor pre-negotiated commodity rates, and defined equipment will be defined in the firm fixed priced task order order. A COR will be appointed to provide technical oversight and will be the point of contact. |
