QUOTE SUBMITTAL WORKSHEETWorking hours are described at 0600 to 1600 and/or 0600 to 1800 with night shifts commencing at 1800 and ending at 0400 and/or 0600, however, per our CBA work shifts commence at 0700 and can end at 1600 if no subsequent shifts are scheduled. In the case where follow shifts are required, normal shift operation is 0700-1800. Night shift rules are the same for follow on shifts. Where no subsequent shift is schedule then 1800-0400 is permitted, otherwise we k/o at 0500. 0500-0700 is considered “deadtime” (meaning no work is permitted) and although shifts are permitted under very specific circumstances to run into that period –costs are significant and preferably avoided. The contract does not allow us to begin work in that period – 0700 is the AM start time. Furthermore, a 12 hour shift is considered a finish up shift, and again the costs quickly become prohibitive – we would avoid “finish up” shifts to the extent we can.If the CBA has that requirement then the government will accommodate. Their shifts will start at 0700 and run for 10 hours for standard day shifts and 12 hours for non-standard day shifts. Their shifts will start at 1800 and run for 10 hours for standard night shifts and 12 hours for non-standard night shifts.
PWS 11 PLACE OF PERFORMANCEOur costs are dictated by a CBA with minimum hours / manning and direct costs associated with these mandatory CBA requirements. In addition, the RFP requires the “contractor” to provide services statewide ports. Travel amongst the islands requires per diem reimbursement and airline tickets over which we have no control of cost. These expenses can vary widely. In a RFP for a specific operation - at a specific port - costs can be defined and rates developed based on cargo manifest and projected productivity levels. However, lacking specifics as to port location, cargo type and quantity and manning requirements projecting costs with any accuracy is risky at best.Per PWS Section 11.1 11.1. The primary place of performance is FLC Pearl Harbor, building 9478, Kilo Piers 3, 5, 7, 10, 11 and Hotel Piers 1, 2, 3, 4, and designated staging areas located on Joint Base Pearl Harbor-Hickam. If travel is required to support operations at places other than the primary place of performance, then the contractor will have an opportunity to quote travel costs per the Joint Travel Regulations (JTR). Emphasis is added that if travel is required the
