SUBJECT: QUESTIONS ADDRESSED TO NAVSUP FLCPH SOLICITATION N00604-13-T-3077.
Q1. Do you have a listing of the locations with tank sizes that make up the (54) tanks, (9) of which are Government owned?
A1. The listing is among the three attachments to the solicitation. If you click on the link “View Solicitation”; then next to Documents you would click on the link “click here for additional Documents”. There are a total of three documents attached which are required to be reviewed in responding to the solicitation.
“Attach 1 Tank RFQ” is a listing of the all tanks.
Most of the tanks are located at Joint Base Pearl Harbor Hickam with the exception of Items 30 (Wahiawa), 32(Pearl City), 33(Pearl City), 34(Pearl City), 35(MCBH-Kaneohe), and 36(Camp Smith).
Q2. What are the billing requirements? WAWF? If yes, will the invoice type be COMBO or 2-in-1? Will the billing need to be daily/after each delivery, weekly or monthly?
A2. Invoicing instructions will be addressed per delivery order. All invoicing will be monthly by WAWF with the exception of the NAVFAC accounts. There is a comment below the clause 252.232-7006 Wide Area WorkFlow Payment Instructions that states “Additionally, SourceNet will be used as a method of payment”. This has changed and will be modified to “Additionally, Heartland Energy Partners will be used as a method of payment” as reflected in solicitation amendment 1.
Q3. Under Attachment 1, for tank rental, it states that tanks at (3) locations are coupled together for one Firm Fixed Price quote? What does this mean?
A3. This means that the tanks are located at the same locations and are similar and/or supply LPG to the same facility location for the same purpose. Though there are two tanks at each three locations we are requesting one quote per location. We understand that two tanks will be quoted at the combined capacity of each tank.
Q4. Will bids be accepted by email before the bid closing deadline?
A4. All sources providing quotes should be submitted through NECO using the link “Submit Bid” next to the solicitation number when you link through “view solicitation”.
Q5. Do you have a gallon usage breakdown by month?
A5. Gallon usage per month can be determined by dividing the yearly requirement by 12. These are good faith estimate which vary month to month per account with the actual deliveries being billed and invoiced for each account.
Q6. How often will the delivery orders be issued for the contract?
A6. One delivery order will be issued per customer covering deliveries for the fiscal year. A modification may be issued for CLIN quantities reporting usage approaching the initially ordered amounts as required (up to 15% exercising the option clause 52.217-6, Option for Increased Quantity).
Invoicing and billing shall be for actual deliveries of LPG, which shall be coordinated by the COR and the Technical Point of Contact for each facility location.
Q7. Can the rent be charged once on an annual basis rather than monthly?
A7. No, rentals of contractor owned tanks shall be on a monthly basis.
Q8. Can you explain how the price change will work? In reading the bid paperwork, the posting of the price Mt Belvieu and the CPI for Honolulu will be reviewed from 10/13 thru 6/14 determine for the 1st option year and then again for the 7/14 to 6/15 for the 2nd option year. Will this be done by the customer/contracting department or the vendor or both?
A8. There shall be one price quoted as the base price per gallon fixed for the base year. Price changes will be adjusted from the fixed base year price should we intend to exercise additional terms under clause 52.217-9 Option to Extend the Term of the Contract. The contractor shall submit for a price adjustment based on the relative changes reflected in the indexes for the stated time periods. Thus the adjusted price based on the relative changes reflected in the price index shall remain fixed for the option year exercised. This adjusted price will become the basis for price changes for the next option period, should we provide notification of our intention to exercise option year 2.
