SUBJECT: ADDITIONAL QUESTIONS ADDRESSED TO NAVSUP FLCPH SOLICITATION N00604-13-T-3077.
Q1. Will you accept the monthly WAWF billing entered as one line with a total charge for the month’s deliveries and a PDF file of the invoice with the delivery details attached as backup?
A1. No, monthly billing process shall be per delivery order processed against each line item being billed with the associated delivery tickets attached.
Q2. For the delivery tickets, we will make every reasonable attempt to obtain a signature at the time of delivery. We will leave a copy of the ticket and also fax a copy to the designated representative. If no one is available to sign the ticket, it will remain unsigned, but it will be included with the other ticket copies that are faxed. We will not make another attempt to have the ticket signed after the delivery has occurred, nor will we email the COR stating that we were not able to obtain a signature. We will note on the unsigned ticket the reason that no signature was obtained. Is this acceptable?
A2. No, it is not acceptable. The process for obtaining signatures have been determined including contacting the COR for obtaining a signature as outlined in Attachment 2 Statement of Work Paragraph 3.0.b.
Q3. How will the (12) NAVFAC accounts need to be billed? Paper invoice?
A3. NAVFAC went to a new invoice processing system Heartland Energy Partners.
This is not something that needs to be addressed at this time for obtaining a quote.
Q4. What does “Heartland Energy Partners will be used as a method of payment” mean? Normally any WAWF payments are made by DFAS, and when billing in WAWF, a DoDAAC code is entered to signify which DFAS office will make the payment.
A4. As mentioned in A3, this is a new system for processing invoices. This is not something that needs to be addressed at this time for obtaining a quote.
Yes, WAWF payments will be made by DFAS.
