About this file
The document is a Statement of Work (SOW) for a Membrane Nitrogen Gas Generator for the Propulsion Systems Evaluation Facility at Patuxent River, MD. The Navy requires a single membrane-type nitrogen generator with specific technical requirements, including a 240 SCFM nitrogen discharge gas flowrate at 96% purity, automated purity control between 96-99%, and compatibility with compressed air supplies between 100-150 psig. The generator must have a minimum membrane life of 10 years, operate with a fully automated system, and be housed in a cabinet enclosure measuring 3' x 6' x 10'.
The solicitation (N0042126Q1049) is a competitive, firm fixed-price procurement issued by the Department of the Navy Naval Air Systems Command. Quotes are due by 08 January 2026 at 12:00 PM EST and must be submitted via email to specified Navy contacts. Vendors must be registered in the System for Award Management (SAM) and comply with various federal acquisition regulations. Delivery is specified as 12 weeks after contract award, with shipment to the Naval Air Warfare Center Aircraft Division in Patuxent River, MD 20670. The government explicitly stated they are not interested in pressure swing nitrogen generator technology.

STATEMENT OF WORK
(revised 14 January 2026)
Membrane Nitrogen Gas Generator
BACKGROUND
The Propulsion Systems Evaluation Facility (PSEF), Patuxent River, MD has a requirement for a membrane nitrogen generator to convert dry, unfiltered, compressed air to nitrogen gas to supply a test rig. The membrane nitrogen generator will be installed indoors within a 3 ft. x 6 ft. footprint.
TECHNICAL REQUIREMENTS
CLIN 0001: Membrane Nitrogen Generator per specifications below: Quantity - 1
a) Membrane type nitrogen gas generator with minimum membrane life of 10 years at 100% duty cycle.
b) Nitrogen discharge gas flowrate of 240 SCFM (Standard Cubic Feet per Minute, referenced to 68°F at 14.5 psi) at 96% (by volume) purity level with dry, unfiltered compressed air supply of 115 psig at nominal 75°F.
c) Minimum nitrogen discharge pressure of 90 psig for a 115 psig air supply pressure.
d) Fully automated control of purity levels from 96% to 99% based on user adjustable setpoint input.
e) Minimum flowrate of 100 SCFM at 99 % purity level for inlet pressure of 115 psig.
f) Flowrate adjusts automatically to meet demand.
g) Nitrogen gas discharge flow compatible with continuous, intermittent, or fluctuating flow demand and variable downstream pressure between 0 and 150 psig.
h) Operates with unfiltered compressed air at compressed air supply pressures between 100 psig and 150 psig at pressure dewpoint of 38°F or below.
i) Nitrogen Generator is housed in a cabinet enclosure with maximum overall dimensions of 3’-0" Wide x 6’-0" Length x 10’ Height
j) Includes pre-filtration equipment internal to cabinet enclosure to handle moisture and particulates
k) Includes an automated membrane inlet shutdown valve to protect membrane from moisture and particulate contamination.
l) Includes Output purity level indication
m) Cabinet includes forklift slots suitable for unloading from delivery truck, transport, and positioning during installation.
n) Includes purity assurance system with automatic valve to divert Off spec (below setpoint purity level) nitrogen to Off spec port for customer routing to atmospheric vent
o) NEMA 4 control panel with local HMI (Human Machine Interface) for operator interface
p) Shipping to 20670 included, FOB Destination
q) Includes port for customer to route the oxygen enriched waste gas to atmospheric vent at ambient pressure.
r) Includes documentation: P&ID (Process and Instrumentation Diagram), operating manual, and maintenance manual.
s) Access for controls and routine maintenance are compatible with cabinet installed with 3 ft. side positioned within 6” from a wall, and a 6 ft. side positioned within 6” of a nitrogen storage tank, leaving only two sides available for controls and access for routine maintenance.
DELIVERY SCHEDULE
Delivery 12 weeks after contract award.
LOCATION FOR SHIPMENTS:
Naval Air Warfare Center Aircraft Division Propulsion Systems Evaluation Facility 22229 Elmer Road, Bldg. 2360 Patuxent River, MD 20670
