1 RFP Section C Paragraph 3.4.7.5
Referring to the statement in Section C Paragraph 3.4.7.5 “Experience: At least ten (10) years of relevant experience. In addition, while each key personnel proposed must have experience in at least four (4) of the eight (8) “Relevant Experience Fields” listed below, the combined experience of the key personnel proposed for this labor category must include all eight
(8) fields.” Please confirm quantity of key personnel and “Relevant Experience Fields” for the Computer and Information
System Manager- Senior LCAT. Currently listed as 1 Key, needing (4) of the (8) relevant experience fields, simultaneously requiring all (8) relevant experience fields to be met. Was this LCAT intended to include multiple key personnel verses (1) as indicated?
1 of 3 FTEs are key. Section C para. 3.4.7.5 Experience statement should be updated to, “At least ten (10) years of relevant experience. In addition, the key person proposed must have experience in at least four (4) of the eight (8) “Relevant
Experience Fields” listed below and the combined experience of the personnel proposed for this labor category must include all eight (8) fields."
2 RFP Section C, Paragraph 3.1.2.1
Information regarding the work location and telework is conflicting and lacking continuity. WORK LOCATION (Section C, Paragraph 3.1.2.1) “100% of work to be performed will be at the Contractor site. The Contractor shall perform services at contractor facilities located within 50 driving miles of the Naval Air Station, Patuxent River, MD”. TELEWORK (Section
C, Paragraph 3.1.2.3) “The contractor may utilize alternate worksites/locations and telework to support continued performance of the SOW”. Regarding work location and facilities, is it required that all subcontractor facilities be located within the 50 driving miles of Naval Air Station, Patuxent River, MD? If the prime contractor has a facility within the 50 driving mile requirement, can additional sub/contractor personnel work outside the 50 driving mile requirement remotely?
Please provide additional clarification on the ability to perform work at contractor sites outside 50 driving miles.
Not all contractor/subcontractor facilities need be located within 50 driving miles of Naval Air Station, Patuxent River, MD. If the prime contractor has a facility within the 50 driving mile requirement, contractor and or subcontractor personnel can work outside of the 50 mile driving requirement. The contractor may utilize alternate worksites/locations and telework to support continued performance of the SOW in accordance with (IAW) company policy. The contractor may allow employees to telework with approval from the Contracting Officer’s
Representative (COR) in writing, that a position’s tasking is eligible for telework.

3 RFP Section L , para 4.1-4.21
In reference to section L , paragraph 4.1-4.21 of the draft RFP, in the event of an unanticipated PIEE System outage, will there be an alternate electronic method (other than CD-ROM) similar to DoD SAFE, or will there be additional duration allowed to submit the proposal as recent NAVAIR RFPs have allowed?
The following alternate methods may be utilized whenthere is a PIEE system outage and the Offeror receivesauthorization from the Contracting Officer:
Contractor Proposals submitted via Email: The Offeror shall submit electronic copies of their proposals. All volumes of the original proposals shall be delivered to the contract specialist and Contracting Officer via email no later than the date specified in
Block 9 of the SF33 of the RFTOP.
4 RFP section C paragraph 3.4.6
In reference to section C paragraph 3.4.6 Qualifications substitution chart, will you consider allowing the substitution of an associate’s degree plus additional relevant work experience in lieu of a bachelor degree to increase industry competition? At the NAWCAD Industry Day, NAVAIR leadership indicated a desire for increased competition amongst industry. In reference to subpart D 29 CFR part 541 “exemption is also available to employees in such professions who have substantially the same knowledge level and perform substantially the same work as the degreed employees, but who attained the advanced knowledge through a combination of work experience and intellectual instruction.”
No. As per para 3.4.6, no substitute is permitted for a Bachelor's Degree. For Engineering positions, the Bachelor's Degree may be a BS or BA degree in Engineering, Mathematics, Physics or a related scientific discipline. For Computer/Software positions, the Bachelor's Degree may be a BS or BA degree in a Computer
Science, Engineering, Information Technology, or Mathematics.
5 RFP section M, paragraph
3.0 PRICE/COS
In section M, paragraph 3.0 PRICE/COST, does the government intend to refer to Attachment P5, versus P4 in the following statement, “Caution: Offerors (and subcontractors) are advised that failure to provide rationale to support a proposed direct labor rate for a prospective hire which is lower than the ranges set forth in Attachment P4 will result in a determination that the rate(s) are not realistic and the Offeror will not be eligible for award.” Is this a reference to attachment P5 as there is no
P4 attachment included with the draft RFP package?
The attachment is P5_BLS Rates.

This postion is not key. A resume is not required however the Offeror shall propose personnel that meet all labor category requirements as specified in the Statement of Work (SOW).
7 RFP 3.4.7.2
For labor category, 3.4.7.2 Aerospace Engineers - Senior (SOC 17-2011), the draft RFP appears to call out only 3 as being KEY, but there are labor hours called out in Section L for 5 full time equivalent (FTE) positions. Please clarify if only 3 of the 5 are considered
KEY and how many resumes shall be submitted for this labor category
3 of 5 FTEs are key. The offeror shall submit resumes for each proposed key personnel. For non-key personnel a resume is not required however the Offeror shall propose personnel that meet all labor category requirements as specified in the Statement of
Work (SOW).
8 RFP 3.4.7.5
Similarly for labor category, 3.4.7.5 Computer and Information System Managers - Senior (SOC 11-3021), the draft RFP is identifying only 1 of the 3 FTEs as KEY. Please clarify if only 1 of the 3 are considered KEY and how many resumes shall be submitted for this labor category

10 RFP Section L, Part B
There seems to be a conflict about whether Compensation Plans shall be included in the proposal for evaluation. In Section L, Part B, the draft RFP states, “The Government will not be evaluating compensation plans for this effort.” Later in that
Section under paragraph 3.4, it states, “The Offeror shall provide a Total Compensation Plan ….” Please clarify if a Compensation Plan is required as part of the proposal.
A Total Compemsation Plan will be required in the final RFP.
11 RFP Section L, Part B, Section 2.1
In Section L, Part B, Section 2.1, Cross Reference Matrix shows two rows in the table for SOW paragraphs 3.3.4 and 3.3.5. Those paragraphs do not exist in the SOW so they should be deleted.
Cross Reference Matrix will be updated for final RFP.

13 RFP section M, paragraph
3.0 PRICE/COS
With the latest NAWCAD tripwire policy update provided by Mr. Jeff Guarnero at the April 17, 2024 Industry Day, please update the fully burdened annual labor cost to $420K as defined in the last paragraph of Section M, Part B, 3.0 Price/Cost.
The approved Tripwire increase will be reflected on the final
RFP.
14 RFP section M, paragraph
3.0 PRICE/COS
Section M, Part B, 3.0 Price/Cost, state that pass-through rates should not exceed 10%, but Attachment P6, Cost Summary spreadsheet calls out a maximum of 8% in cell C59.
Please clarify the correct maximum amount.
Attachment P6 will be updated on Final RFP.
15 Attachment P5_BLS Rates
Attachment P5, BLS Labor Rates, the Aerospace Engineer, Senior (SOC 17-2011) position requires a MS and 10 years of experience. Also the General and Operations Manager, Senior (SOC 11-1021) position requires a BS and 15 years of experience. Would the Government consider using the 90% for the high rate for SOC Code 17-2011 and SOC Code 11- 1021? It appears that the Government used the 90% for the high rate for SOC Code 11-3021 – Computer and Information
System Managers – Senior
Attachment P5 will be updated with final RFP.
16 Attachment P6_Cost Summary Attachments P6, Cost Summary spreadsheet is missing several formulas. Will the Government provide an updated spreadsheet with all formulas in place or will the Contractor be allowed to edit the spreadsheet as necessary to calculate all costs?
P6 will be updated on Final RFP. You are permitted to edit P6.
17 Attachment P6_Cost Summary Attachments P6, Cost Summary – Should individual subcontractor employee names be provided on the cost summary spreadsheet or should each subcontractor have a single line listing their total hours, composite labor rate, and total cost for each period of performance?
Please list each individual employee on the cost summary.
18 Attachment P6_Cost Summary
Attachments P6, Cost Summary, CLIN Summary Tab – it is not clear what CLINs should go in this table other than CLINs 0001 and 0009 as all other CLINs (0002 – 0008 and 0010 – 0015) are listed in Section B as Not Separately Priced (NSP).
Please clarify if only CLINs 0001 and 0009 should be in this table or all CLINS (0001 – 0015) using the labor hours breakout by CLIN shown in Section L, Part B, paragraph 3.5.2
All ceiling is on CLIN 0001 and 0009: Labor ceiling is 0001 and ODC is 0009.
19 Attachment P7_Fully Burdened Rates
Attachment P7, Fully Burdened Labor Rates, Instructions tab – cell C8 says, “(The number of FTE's and PTE's must coordinate with the submitted P-1 for evaluation purposes.)”, however it is not clear what P-1 is? There is an Attachment P1, Past Performance Information Form, provided in the solicitation, but I do not think that is what you are referring to. Can the
Government please clarify?
Attachment P7 will be updated with the final RFP.
20 Attachment P7_Fully Burdened Rates
Attachment P7, Fully Burdened Labor Rates tab – the header in cell D2 says, “Proposed Annual Fully-Burdened Labor” but the instructions say the “Fully-Burdened Labor Rate per Hour” should be entered. 21 RFP RFP .Please clarify the Excel format you would like for the spreadsheet attachments – *.xls or *.xlsx. Either is acceptable.
22 RFP Section L, Vol 1, Workforce, 1.2.1
The RFP states: "Personnel must also have the required minimum level of security clearance as outlined within the solicitation." There is no minimum level listed in the solicitation. Please clarify the minimum clearance levels (by LCAT). See Statement of Work Section 3.2.2.
23 RFP Section L, Vol 1, Management, 1.3.1.1
Does the "Ramp Up" portion of the Management Approach elude to the Transition Plan? This seems to be redundant and covered in Paragraph 1.3.4. Please clarify what the Government is requesting with their "ramp up" requirement in the
Management Approach.
Section L will be updated for final RFP.
24 RFP
Section L, Vol, 2, Past Performance, 2.1
In the past peformance instructions there is a cross reference matrix that contains PWS citations 3.3.4 and 3.3.5. These two citations do not exist within the solicitation's PWS. Please clarify. Cross Reference Matrix will be updated for final RFP.
25 RFP Section L, Price/Costs, L.3.4
The RFP states: "The Offeror shall provide a Total Compensation Plan in accordance with FAR 52.222-46 and FAR
22.1103 for each proposed professional employee." For clarity, we suggest removing "each" and replacing with "all" as we develop TCPs at the corporate level for all professional employees. We do not create individual TCPs for each employee. Total Compensation Plan reqiured for professional employess listed in Section L, Part B, 3.3.4.
26 RFP
Section M, 3.0
Price/Cost paragraph
It was announced today at Industry Day that the Government has increased the fully burdened annual labor rate tripwire from $300,000 to $420,000 per employee. The Cost/Price evaluation in Section M of RFP still reflects a tripwire of $300,000. We request that the Government amend this area fo Section M to reflect the announcement of the tripwire increase?"
The approved Tripwire increase will be reflected on the final
RFP.
28 RFP P5
We request that the Government review the BLS ranges in the published P5 Attachment to this Draft RFP and ensure that the rates are properly aligned to market demands/conditions. We suggest that the Senior level positions should be within the BLS 75th - 90th percentiles (for Maryland). For example, the SAFE DRFP indicates that the Aerospace Engineer Senior (17 2011) range is $64.23 - $78.87; however, the current BLS 75th-90th percentile range (for Maryland) for Aerospace Engineer Senior (17-2011) is $87.33 - $107.78. Further, we noticed that some ranges are lower than what has been published in other, recent NAVAIR RFPs for the same LCATs. For example, with the General and Operations Senior, the DRAFT RFP's P5 states 11-1021 at $50.29-$80.92, yet recent NAVAIR RFPs have stated General and Operations Manager 11-1021 at $75.05- $98.14. We respectfully request that the Government review these ranges and update them to ensure we can staff and retain high quality personnel for the contract.
Attachment P5 will be updated with final RFP.

29 RFP P5
We request that the Government review the BLS ranges in the published P5 Attachment to this Draft RFP and ensure that the rates are properly aligned to market demands/conditions. We suggest that the Government use the most recent BLS percentiles (for Maryland) as follows: Junior: 10th-25th percentile, Journeyman – 50th to 75th percentile, and Senior - 75th to 90th percentile.
Attachment P5 will be updated with final RFP.
