Question # Reference/Paragraph Offeror Question Government Response
1 Solicitation/Section G
Table GTXT-0001, Row 52.232-5 and -16, Progress Payments. Confirm it is not Progress Payments will be used because the "Service" column is marked "X" as if applicable.
The Government can confirm that Table GTXT-0001, Row 52.232-5 and -16 will not be using progress payments.
2 Solicitation/CLIN 0006
Orders under this CLIN will not exceed 126,000 Flight Minutes per 364-day period after award of the first task order. Conflicts with Pricing Worksheet for CLIN 0006, which states " CLIN will not be ordered until after Standup Capability is completed. Orders under this CLIN will not exceed 183,000 Flight Minutes (CLIN 0006 Qty/5) per 364-day period after award of the first task order." This impacts the total flight minutes over the PoP.
The Government has updated Attachment L6.
Please see forthcoming Amendment 001.
3 Attachment L6/Cell Cell G17 Total. Is it intentional to not add cell C16 Price to Total in cell C17, or is this an error?
The Government has updated Attachment L6 cell Q17. Please see forthcoming Amendment 001.
Vol 4 Price Worksheet Cells E:4 and E:7
The Price Worksheet has a dropdown list for the standup CLINS, however the minimum value in the dropdown list is 4 months. Would the government accept a faster standup period, and if so would the government amend the price worksheet cells to allow for shorter periods?
No, the Government has built in 4 months for the contractors and the Government to complete the milestones associated with PBWS paragraph 3.5.4.
SF 33
Block 9
Would the government extend the proposal due date? An extension is granted until 24 June, see forthcoming Amendment 001.
Section B
CLIN 0006
Fighter Jet Services - Type IV Aircraft Section C CLIN Description CLIN 0006
The Section B reference states a ceiling of 540,000 minutes, whereas the Section C description for CLIN 0006 states that orders under this CLIN will not exceed 126,000 minutes per 364-day period after award (2,100 hours per year). Additionally, the pricing spreadsheet has a note that states an annual limit of 183,000 minutes per year (3050 hour per year – appears to be from a previous draft proposal). There appears to be an inconsistency between these sections regarding which total minutes and annual limits should be used. Additionally, the total minutes appears to be based on an 8-month startup, and the PWS allows early standup. How will an early standup be handled in terms of total minutes – will the total minutes be adjusted upwards proportionally to account for more months of operation while maintaining a 2,100 hour per year run rate, or will the same number of minutes be spread throughout the longer period of performance? Please clarify the total ceiling minutes and annual CLIN limit for CLIN 0006 to reconcile Sections B and C and any potential startup adjustment.
The Government answered this question in #2. But for further clarification: The Contract Ceiling of 540,000 was calculated based on an assumed 6 month standup up and maximum of 2000 hours annually (2,000 x 4.5 x 60 = 540,000).
The Government has seen historical Type 4 aircraft utilization ranging from 900-1200 hours annually for this contract well below the contract or annual Ceiling. Annual ceiling was developed using normal aircraft utilization rates based on the number of aircraft required.
Threshold: 6 aircraft x 29 hours per month x 12 months = 2,088 hours per year
Objective: 7 aircraft x 25 hours per month x 12 months = 2,100 hours per year
Based on historical utilization, if a vendor offers the minimum or maximum standup, the government does not expect any need to adjust the ceiling.
3.2 Type III Aircraft - Matrix 1
Configuration and Special Equipment
3.3 Aircraft Performance
Requirements - Matrix 3 Configuration and Special Equipment
The reference requires every Type III and Type IV aircraft be capable of carrying a P6 / TCTS II tracking pod when available. The government said at industry day that additional P6 / TCTS II data would be made available to industry to ensure compliant technical solutions. On review of the Technical Library there are no P6 / TCTS II reference documents included. Would the government please provide the relevant P6 / TCTS II documentation. Additionally, if no technical data can be provided at this time, baking in costs with no technical data is impractical. If the government is not able to provide enough tech data to allow accurate pricing, will the government allow a price adjustment via bilateral agreement or REA to adjust price when P6 / TCTS II carriage becomes required?
The Government does not expect a requirement to modify aircraft, however, the Government does not have a TCT II interface control document to date to validate this expectation. In work with PMA-205, the form factor of P6/TCTS II will remain the same/similar as TCTS I along with the physical connections. Both systems require a 1553 connection. TCTS I requires only power from the 1553 connection and TCTS II will require both Power and Data. In the event that additional wire(s) is (are) required to Support TCTS II, the Government intends to use CLIN 0010 to complete any aircraft modification. Additionally, based on current production, the USG does not anticipate TCTS II to be available to this contract until 2029.
