(II.10)
Contractor Yes/No
If Yes, provide short description of mission requirement.
2 Mission/contract require changes to the existing aircraft configuration that have a significant airworthiness impact (ie OML, W&B, etc, other than weapons/stores) but do not have a prior airworthiness approval or is outside the scope of the civil operating limitations of a FAA Special Certificate.

AIRCRAFT PEDIGREE AND ELIGIBILITY FOR PAO, IFC (Owner, Operator):
No. Item Artifact
0 Describe where civil operating rules, limitations, or restrictions conflict with the requirements of contracted missions.
Note:
An IFC may not be required if the contracted mission is conducted within the boundaries of the National Airspace
System and is operated under the entirety of 14 CFR (i.e., no extension of DoN PAO).
The operating rules governing PAO aircraft operations trace to contract requirements, the applicable portions of DCMA-
INST 8210.1, and OPNAV 3710.7.
Contracted air operations conducted on a joint air operation center’s air tasking order (ATO) require an IFC.
PAO
1 FAA type certification data sheet for proposed aircraft (if issued).
2 FAA airworthiness certificates for proposed aircraft (FAA Form
8100-2, Standard; or Form 8130-7, Special).
Include FAA operating limitations for each special airworthiness certificate.
2.a Propulsion system Type Certificate for aircraft that were never
Type Certificated but have been issued a special
EXPERIMENTAL certificate.
Include how the propulsion system is maintained to the Type
Certification.
(II.1c)
3 For aircraft having an FAA Form 8130-7, special airworthiness certificate, include most recent annual program letter, per 14 CFR §
21.193.
4 FAA registration certificate (FAA Form AC 8050-3).
4.a Documentation showing aircraft has been previously approved by a
US Airworthiness Authority or recognized Foreign Military
Airworthiness Authority (MAA).
(II.2a)
4.b Aircraft has been previously approved by a foreign MAA without US
Airworthiness Authority recognition.
(II.2b)
Airworthiness/PAO Checklist Page 4 of 10
4.c For a former Military Aircraft, provide any evidence of contracted reach back to the ORM/manufacturer (airframe/engine/ejection seat
(if equipped)).
(III.5)
5 DD Form 2400, Civil Aircraft Certificate of Insurance (COI).
6 Include contents of aircraft inspection program (AIP) or approved aircraft inspection program (AAIP).For aircraft with a standard airworthiness certificate, provide the logbook entry identifying the inspection program applicable to the aircraft. If the aircraft has a special airworthiness certificate, include the FAA’s letter of endorsement authorizing the inspection program.
7 Approved minimum equipment list (MEL).
Include the approved MEL authorized per 14 CFR § 91.213. For aircraft with standard airworthiness certificates for which a master
MEL exists, include letter from FAA authorizing the MEL. If no approved MEL exists, provide evidence of compliance with the provisions of 14 CFR § 91.213 related to inoperative instruments and equipment.
Guidance on minimum equipment lists for general aviation aircraft is contained in FAA Order 8900.1 Vol. 4 chapter 4 section 2, MEL
Requirements for 14 CFR Parts 91, 137, and 142 Operations.
8 Minimum equipment for aircraft readiness.
For each model and configuration of aircraft, list the aircraft equipment or subsystems required to be operable for the aircraft to meet the safety requirements in OPNAVINST 3710.7. An MEL (item
no. 8 above) issued under 14 CFR § 91.213(a) is equally sufficient.

9 Minimum equipment for mission readiness.
For each model and configuration of aircraft, list the aircraft equipment or subsystems required to be operable for the aircraft to accomplish its contracted missions. For each subsystem, include the impact of system degradation on mission effectiveness, interoperability or both. Exclude additional subsystems that are not required for a contracted mission.
The capability to perform a contracted mission is possible when all of a required subsystem’s capabilities, functions, and modes are operable.
An aircraft subsystem can be an overall system capability
(e.g., aerial refueling system for all aerial refueling missions) or a specific part (e.g., landing lights, minimum one lamp operable for night flight).
10 Provide electronic copies of the approved flight manuals for all models and the following (as applicable):
- operating manuals (flight manual, performance manual, and cargo loading manual);
- weapons manual;

Provide OEM recommended life limits or an approved maintenance publication if publication reference is used.
Identify components with updated life limits approved by a recognized authority that are not reflected in the current AIP. (III.4)
Identify components with life limits/retirement times in the current
AIP that are not consistent with the manufactures or prior military life limits. (III.3)
16 For ejection seat aircraft, list individual life-limited components or assemblies (model numbers, part numbers, or both) and life-remaining for each item.

To account for minor modifications, a rollup summary of the minor alterations annotated in the aircraft logbook is acceptable.
The following FAA references are excellent guides to industry modification practices: FAA Order 8300.16, AFS-
300 Major Repair/Alteration Job Aid, and AC 43-210.
For aircraft with experimental airworthiness certificates, careful documentation research and up-front discussions with the platform class desk and NAVAIR ACO are essential to receive an IFC.
21.a If aircraft is not currently in the configuration of the prior or existing airworthiness approval(s), provide what non-conformities exist and what is planned to remediate these non-conformities.

NEXT STEPS:
DoN personnel will review:
1. FAA certification information;
2. maintenance program information (AIP or AAIP) and program letters through the operator’s FSDO;
3. aviation safety related information through the FAA, NTSB, Naval Safety Center, NASA Safety
Center, and Air Force Safety Center;
4. flight procedures (FOPs), ground procedures (GOPs), and (if applicable) ordnance operating procedures.
Note:
A NAVAIR GFR will approve DCMA INST 8210.1 contractor procedures and programs before PAO flights can commence under a NAVAIR IFC.
One or more site visits may be necessary. An aviation safety officer, GGR or ordnance-GGR may also be included.
A site visit by NAVAIR engineering representatives may be required to validate airworthiness basis and aircraft configuration.
SUMMARY:
Valid documentation is essential for the DoN to process a flight clearance and produce a PAO statement.
Timely and accurate submissions are:
1. crucial to establish the aircraft’s certification basis;
2. the starting point for the airworthiness qualification plan (AQP);
3. helps the DoN determine the minimum yet sufficient data-deliverables required for the engineering data requirements agreement plan (EDRAP);
4. used by the DoN to make a PAO determination.
