Q & A - Solicitation N00421-21-R-0109 Simulation Division RDT&E Lab and Business Operations Support Services
1. Could the Government provide the estimated schedule for the final RFP release and the proposal response deadline? At this time, all documents are in for final review. We do not have an anticipated time for release; however, we are anticipated prior to the end of the month.
2. Page 89, item 3 of the draft RFP indicates that an FPDS-NG report will be required for each relevant experience project, and attachment L-3 provides instructions for this report. With the recent transition of FPDS reports to SAM.gov and the retirement of the FPDS reports module, could the Government confirm that FPDS-NG reports are sufficient for the proposal response, and that no SAM.gov contract data reports will be required? The FPDS-NG example was provided as reference. If this document can substantiate points in the SSWS, the Vendor is free to use it. The section heading above Paragraph 3 on page 89 states: For each Relevant Experience Project, Offeror may provide the following.
3. Section 9.7.4.1, page 99 of the draft RFP provides ODCs for the Base Year and 3 Option Years, but Option Year 4 is missing. Could the Government provide ODCs for Option Year 4? The Government apologizes for the formatting issue and will correct this in the final RFP. Please see the chart below for updated ODC information.
The Government's estimate for ODCs (inclusive of materials, travel and other direct costs) for the prime and all subcontract efforts, unburdened is listed below:

The Offeror shall utilize the above ODC estimates provided by the Government for ODCs. If it is the Offeror’s accounting practice to apply (and invoice for) burdens with regards to ODCs, then the Offeror shall propose the ODC amount plus the addition of the applicable burdens. If the Offeror chooses not to burden ODCs, then the Offeror shall propose an H-clause to establish that burdens will be unallowable for ODCs. NO FEE SHALL BE APPLIED TO ODCs.
4. Could the Government provide clarification on section 7.3 of the draft RFP? This section indicates that the offeror will need to complete the WAWF clause w/ respective information; however, the Government typically completes this table. The Government will fill out the WAWF clause prior to award. However, with all the changes in DCMAs, Paying Offices, etc. We are asking industry to provide the most up-to-date information to ensure no issues arise during post award.
