Draft Solicitation No. N0042120R0119 Q & A’s Q: 1. Reference: Section L, Part B, paragraph 4.1 (b), page 102 The referenced section states that Section B prices shall be provided within the Price/Cost proposal and separately in one digital data copy in MS Office 2016 Excel format on CD-ROM media. Per Section L, Part A, paragraph 2.0 on page 92 and Section L, Part A, paragraph 4.0 on page 98, request that the Government confirm that Section B is submitted electronically via DoD SAFE as a separate file and not on CD-ROM.

A: Yes, the proposals shall be submitted electronically via DoD SAFE. Sub paragraph (b) will be updated to strike “on CD-ROM” from paragraph 4.1.

Q: 2. Reference: Section L, Part A, paragraph 2.0, page 95 The Solicitation does not specifically list a font size requirement for tables and graphics. Will the Government please confirm the font size requirements for tables and graphics?

A: The Government will add this information to the Final Solicitation.

Q: 3. Reference: Section L, Part A, paragraph 2.0, page 95 The Solicitation states “Graphs and Tables that fit on an 8.5” x 14” printed page will be counted as one page.” Because the standard format graphs and tables is 11” x 17”, we request that the Government also count as one page graphs and tables that fit on an 11” x 17” printed page.

A: The Government will take this into consideration.

Q: 4. References: Section L, Part A, paragraph 3.0, page 96; Part B, paragraph 2.1.2, page 99; Section M, Part B, paragraph 2.1b, page 114 In Section L as referenced the Proposal Content table includes a “Reserved” notation under section 2.1.2 within Volume 2 of the proposal and again on page 99 under 2.1 Understanding the Work. Is it the Government’s intention that this “Reserved” notation is a placeholder for a Sample Task, as is inferred from the inclusion of a sample task as an evaluation factor per the referenced Section M provisions?

A: Yes. Section L, Part A, paragraph 3.0, Part B, paragraph 2.1.2, and Section M, Part B, paragraph 2.1b where “Reserved” is indicated, Sample Task language will be added for the final Solicitation.

Q: 5. Reference: Section I, page 74 Please confirm that the dollar amount for FAR 52.222-2 Payment for Overtime Premiums (Jul 1990) paragraph (a) fill-in will be completed after award, at the task order level, and the offeror should assume that overtime is still included in the pricing as part of their response.

A: FAR 52.222-2 Payment for Overtime Premiums (Jul 1990) paragraph (a) fill-in should be filled in by the Offeror to include their total proposed Overtime costs. This clause will be filled in at the task order level as well to include the allowable Overtime per task order if approved by the PCO. The Attachment P3 in the Final Solicitation will identify the Overtime Labor Categories and Hours for the Offeror to include in their proposal.

Q: 6. Reference: Section L, Part A, paragraph 3.0, page 96 If the Government provides a sample task in the final Solicitation then we request that the current 30-page limit be assigned to the SOW Approach alone and that a separate page limit be included for the sample task and stated in the proposal organization table per the Solicitation reference.

A: Section L, Part A, Section 3.0 Statement of Work Approach limit of thirty pages will remain the same. Page limit for “Reserved” “Sample Task” will be indicated on the final Solicitation.

Q: 7. Reference: Section L, Part A, Paragraph 3.0, page 97; Part B, paragraph 3.1, page 101 The proposal organization table per the Part A Solicitation reference includes a requirement for the offeror to submit a ten (10) page Past Performance Matrix. The table does not include any requirement for a PPIF, nor is there a page limit for a PPIF. In the Part B reference, the Solicitation states that the offeror “shall complete the Past Performance Information Form.” Will the Government please clarify the requirements for the matrix and PPIF?

A: Attachment P3 is the Past Performance Information Form (PPIF). The form is two (2) pages. Section L, Part B, Para. 3.1 states “The Offeror may add an additional “Continuation Page” to the actual Past Performance Information Form” if needed.

Q: 8. Reference: Section L, Part B, paragraph 2.1.1, page 99, Section M, Part B, paragraph 3.0, page 115 The statement of work (SOW) paragraphs called out in the Section L reference for the Technical Volume do not match the statement of work paragraphs called out in the Section M reference for the Past Performance Volume. We request that the Government confirm

1) identification of the SOW paragraphs as listed in Section C and requiring responses per Sections L and M

2) that the Government requires offerors to address different statement of work paragraphs in each volume.

A: 1) The SOW references called out in Section L, Part B, paragraph 2.1.1, page 99 are correct.

Section M will be updated in the Final Solicitation.

2) Section M, Part B, second paragraph, last sentence of 3.0 PAST PERFORMANCE will be updated in the Final Solicitation.

Q: 9. Reference: Section C, paragraph 3.4.6.2, page 36; paragraph 3.4.7, page 36 The referenced provision states, “ A Journeyman within a labor category has three (3) to ten (10) years of experience,” while each of the Journeyman LCAT descriptions under paragraph 3.4.7 states a required experience of at least three (3) years, without mention of 10 years as an upper limit. Request that the Government confirm that personnel with over 10 years of experience qualify as Journeymen per the latter description of at least three (3) years.

A: Section C, para. 3.4.6 provides general Professional employee Experience and Education Level definitions. The required qualifications listed under Section C, para. 3.4.7 provide the required labor category specific qualifications. Under Section 3.4.7, if “at least 3 years” is required, that can include personnel with over 10 years of experience.

Q: 10. Reference: Section C, paragraph 3.4.4.1, Page 35 Based upon the labor categories we recommend that the allowable college degrees for engineering functional area include Electrical Engineering.

A: The Government concurs with the above recommendation. The Engineering functional area under Section C, paragraph 3.4.4.1, will be updated in the Final Solicitation.

Q: 11. Reference: Section C, paragraph 3.1.4.1.4, page 15 Per current practice, and to continue to provide flexibility in managing daily operations, we request that the Government delegate responsibility for approval of overtime charged directly to the contract from the PCO to the COR.

A: The responsibility for overtime approval will remain with the PCO.

Q: 12. Reference Section B, Composite Rate Table, page 3 Is it the Government’s intent for the offeror to provide one composite rate per labor category, even though there would be pricing for Government site and Contractor site labor categories as shown in Tables 1 and 2 in Section L, paragraph 4.5.2?

A: Section B, Composite Rate Table is the sample format for the composite rate per labor category. Section L, Part B, paragraph 4.5.2 indicates the percentage of Government site and Contractor site, which can be incorporated into the Composite Rate Table.
