Questions/Answers for AIR 6.8.5 Solicitation N00421-18-R-0044 11 September 2018

Question 75: Discussion: The response to Question 18 of the Q&A indicates that hard copy submittal is required. Attachment P4 in its current format will not allow text in the “Contract Effort Description” box to print beyond a few lines. It can be expanded electronically with the + indicator.

Section L states: “The Offeror shall provide a narrative on each Past Performance Information Sheet in the “Contract Effort Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation.”

Section M states “There are three aspects to the past performance evaluation: recency, relevancy, and quality. The first aspect of the past performance is to evaluate the recency of the Offeror’s past performance being evaluated. Past performance will be considered recent if the contract/order has been performed within five years of the solicitation release date. Past Performance that is not recent will not be considered in the evaluation. The second aspect of the past performance evaluation is to evaluate how relevant the Past Performance being evaluated is to the requirements of this solicitation. The third aspect of the past performance evaluation is to evaluate the overall quality of the Offeror’s recent relevant, past performance. The Government will evaluate the Offeror, principal subcontractors, and JV team members’ performance and focus its evaluation on the following areas: 1) meeting technical requirements, i.e., the quality of technical performance; 2) meeting schedule requirements, e.g., on time or late delivery; 3) controlling contract cost; 4) managing the contracted effort; 5) regulatory compliance, and 6) the demonstrated systemic improvement actions taken to resolve past problems. The past performance confidence assessment rating is based on the Offeror’s overall record of past performance taking into account the recency, relevancy, and quality of performance.”

It is not possible to provide a response for all of the instructions and evaluation criteria in just the few lines that Attachment P4 will show in printed format. The instructions state there is no page limit for the Past Performance Volume.

Will the government allow the Offeror to recreate the Past Performance Attachment P4 in Microsoft Word including all cells and fields in the original attachment P4 that will expand with additional text?

If not, will the government provide a revised Attachment P4 that will have boxes that will expand with additional text for printing?

Answer: In Attachment P4, the box labeled contract effort description is to describe how the contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation, as referenced in Section L, Part B, paragraph 2.1. Section M, paragraph 2.0 states “the second aspect of the past performance is to evaluate how relevant the Past Performance being evaluated is to the requirements of this solicitation.” Section M, paragraph 6.0 defines relevancy “as it pertains to past performance information, is a measure of the extent of similarity between the service/support effort, complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes of past performance examples and the source solicitation requirements; and a measure of the likelihood that the past performance is an indicator of future performance.” If the offeror is unable to describe the relevancy of the contract reference in the box provided in Attachment

P4, then the offeror should submit additional pages to be able to describe the contract effort description. Please propose in accordance with the solicitation.

Question 76: The Attachment P6 has the Increased Capacity CLIN populated with 10%, will the Government confirm if this is the intent?

Answer: The Government does not have a requirement to include increased capacity. Per the Attachment P6_AMEND 1, the Increased Capacity CLINs are hidden; however, the 10% is still populated in the hidden cells. To ensure the Offeror’s cost proposal is accurate and in accordance with the solicitation, the Offeror is permitted to zero out the increased capacity lines. Please propose in accordance with the solicitation.

Question 77: Does the government have a preference as to where the amounts for travel and ODC should appear (under which location) on the Attachment P6.

Answer: The travel and material Other Direct Costs (ODCs) are not broken out by location. Per Attachment P6_AMEND 1, CLIN 0008 travel costs should be inserted into cell I418 and CLIN 0009 material costs should be inserted into cell I427.

Question 78: Are we correct in assuming that In section L – Summary of Hours by Location, as these are the total hours for the 4 years period of performance. These hours can be equally divided by 4 to provide the annual amounts?

Answer: Per Section L, Part B, paragraph 3.5.2, the Government estimate is for the entire four year ordering period. Offerors are correct to assume that these hours can be equally divided among each year of the four year ordering period.

Question 79: Ref. Section I – Contract Clauses – 252.216-7006 ORDERING (MAY 2011) and Section L, Part B Specific Instructions, Section C. Management Plan – Transition Plan. Given that the ordering period for the contract begins April 1 2019, it is assumed that this is also the anticipated award date. Given the 5-month time frame between the anticipated award date (April) and the current contract end date of September 2019, can the government please clarify whether full contract transition shall occur within 30 days of April 1 2019?

Answer: Per the solicitation, Section A, paragraph (6), “The contract ordering period listed in Section F is anticipated based upon a 01 March 2019 contract award. The actual period of performance may begin later depending on the date of award of the contract. The ordering period will start thirty (30) days from the contract award and end forty-eight (48) months from the start date.” Please propose in accordance with the solicitation.

Question 80: Attachment P6, column G, requires Offerors to bid the same hourly rate for all locations.

Will the Government allow Offerors to add Rate columns for each location?

Answer: Per the solicitation, Attachment P6 has each location broken out in separate columns. The Offeror may not add additional rate columns. If an employee is proposed in two locations with two different rates, then the Offeror should list the employee in two separate rows. Please propose in accordance with the solicitation.

Question 81: Instructions to Subcontractors were removed from the revised P6 provided in Amendment

1. We assume the Government requires Subcontractors to complete the top section (line 5-56) in their sealed package to the Government and the Prime will enter the fully burdened subcontractor rates and hours in the Prime’s P6 beginning on line 57. Please confirm.

Answer: Per the solicitation, Section L-1, Part B, paragraph 3.2(c), “If subcontractors are proposed, they shall provide the same information required for the prime contractor, unless otherwise noted below” and paragraph 3.3, “Offerors shall submit their fully completed cost/price proposal utilizing the Cost Summary Format (Attachment P6). The spreadsheet shall be formatted on letter size (8.5 X 11) paper and shall be unprotected and unlocked, with formulae intact to show mathematical operations. The Offeror shall use the CLIN Summary tab to breakout total proposed costs by CLIN.” Therefore; the subcontractors shall submit an unburdened Attachment P6. The prime will enter the fully burdened subcontractor rates and hours in the Prime’s P6.

Question 82: Instruction #3 states “A summary sheet of all periods needs to be completed as a separate tab.” Does the Government have a specific format for the summary sheet?

Answer: Per the solicitation, Attachment P6, “a worksheet should be prepared for each period of performance. The tab should be renamed to match the period of performance. A SUMMARY SHEET OF ALL PERIODS NEEDS TO BE COMPLETED AS A SEPARATE TAB.” The Government does not specify the format for the summary sheet. Please propose in accordance with the solicitation.
