B-1 ESTIMATED AND NEGOTIATED LABOR RATES

This language is designed for use in conjunction with H-1 Issuance of Orders Using Streamlined Procedures. The below rates consist of composite fully burdened rates for each key and non-key labor category, exclusive of fee. The below rates are defined as direct labor rates plus all applicable burdens, to include indirect rates, and subcontracting pass-through costs where applicable; fee will be calculated by the Government using the methodology outlined in clause B-2. The rates below will be utilized when developing estimated labor ceilings for task orders by using the estimated hours per labor category multiplied by the composite rate, inclusive of the fee calculated by the

Government in accordance with clause B-2. Invoicing will be based on actual costs incurred. Ceiling for Other

Direct Costs will be priced in accordance with the Government Estimate. Orders crossing multiple years will be estimated by the Government using the composite rates for each year in proportion to the period of performance of the order.

STATEMENT OF WORK

STATEMENT OF WORK

AIR 4.5.3 Core Avionics Engineering Support Services

Naval Air Warfare Center Aircraft Division (NAWCAD)

1. Background / Scope

1.1 Background

The Naval Air Warfare Center Aircraft Division (NAWCAD) has been supporting the Presidential Helicopters program in system design, hardware development, software development, and system integration. Survivability, flight safety and increased communication and navigation capabilities distinguish this variant, designated the VH

Presidential Helicopters, from the basic helicopters. The improvements are based on the previously modified helicopter improvements, which included the VH helicopter avionics system. The avionics suite installed in each of the aircraft was integrated by NAWCAD. The operational software including the test software for these aircraft systems were developed by NAWCAD which has been designated as the Software Support Activity (SSA) for these platforms. As the Lead Development Laboratory for these aircraft systems, NAWCAD has developed, integrated and tested the improved avionics system. This system has been successfully integrated and installed on VH-3D and

VH-60N Helicopters. NAWCAD is currently the Lead Technical Laboratory for the VH-3D, VH-60N, and VH-92A

Systems, and has been designated as the System Software Support Activity (SSSA) which provides the software life cycle maintenance (LCM), quality evaluation (QE), and configuration management (CM) for the product baseline software. In addition, NAWCAD is the Navy Test and Evaluation activity, and HMX-1 stationed at Quantico, VA, will perform operational test and evaluations (OTE/OPEVAL).

As the Lead Technical Laboratory for the Presidential Helicopters systems and software, NAWCAD has also been tasked to develop and maintain related avionics programs. Due to the similarity and overlap of the systems, particularly those involving the Control Display Navigation Unit and 1553B Bus controlled avionics, the VH SSSA has been designated as the lead developer/Software Support Activity for the Heavy Lift Helicopters (CH-53E, MH-

53E, and CH-53K), the Customs and Border Protection P-3 Aircraft, the UH-1N Light-Lift Utility Helicopter, and

Mission Computer Alternative (MCA).

1.2 Scope

This Statement of Work (SOW) defines tasks in support of AIR 4.5.3 for requirement specification, design, implementation, test, management and maintenance of laboratory/information system and project/program related software under the auspices of AIR 4.5, the Avionics, Sensors, and Electronic Warfare (E*Warfare) Department of

NAWCADPAX. The Avionics, Sensors, and E*Warfare Department is responsible for providing the functions associated with the avionics system engineering effort to design, develop, manufacture, integrate, update and test avionics systems from inception through disposal for the anticipated following programs and laboratories:

Programs:

PMA-274 Presidential Helicopter Programs

PMA-261 H-53 Heavy Lift Helicopter Programs

Customs and Border Protection

UH-1N Light-Lift Utility Helicopter

Mission Computer Alternative

Avionics Systems Integration Projects

PMA-265 F/A-18 and EA-18G Programs

Other related programs that may evolve during the term of the contract

Laboratories:

VH System Software Support Activity

VH-92A Presidential Helicopter Support Facility Laboratories

H-53 System Software Support Activity

Multi-Use Lab Environment (MULE)

Common Systems Integration Lab (CSIL)

Hangar 111

Other laboratories that AIR 4.5 may support during the term of the contract

These efforts include the engineering process that translates a set of needs/objectives to design requirements and functional requirements, and in turn establishes the set of system products that satisfy the objectives. This contract will provide engineering products for the development of facilities, systems and equipment, which are used for the integration, test, and evaluation of avionics systems or subsystem elements. It also involves the functions associated with coordinating with the systems engineering IPT for the complete aircraft system to ensure successful integration of the avionics systems.

3.1.3.2 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA)

The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NAWCAD via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

https://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year

(FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://ecmra.support.desk@mail.com.

3.1.4 Work Schedule to include Compressed Work Schedule (CWS), overtime, holidays, and installation closure

3.1.4.1 Work schedule

The Contractor shall provide the required services and staffing coverage during normal working hours. Normal working hours are usually 8.5 hours (including a 30-minute lunch break), with core hours from 0900 to 1500 each
