SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
Q&A AMENDMENT 0002
Question 3:
In regard to AIR 4.5.3 Support Services Solicitation Number: N00421-18-R-0041 on the latest solicitation on Page 2 section A it states: “(5) The contractor will be required to have a TOP SECRET facility clearance and up to TOP
SECRET clearances for personnel. All clearances shall be obtained within 140 days after contract award, unless otherwise noted in the Statement of Work. The contractor will not be authorized to access any classified information until a final DD Form 254 is incorporated as an Attachment to this contract.” However, Section L paragraph 3.5
Facility Clearance states the Contractor shall provide evidence (e.g. written certification) of a Top Secret Facility
Clearance, and that Offerors who do not have the required clearance at time of proposal submission will not be eligible for award. Will the government allow the Prime contractor to have their clearances in place “within 140 days of award” so as to be considered for this submission?
Answer 3:
The solicitation will be amended to ensure distinction between the requirements for Facility Clearances and
Personnel Clearances. Specifically, the contractor will be required to have a TOP SECRET facility clearance at the time of proposal submission, as stated in Section L-1, Part B, paragraph 3.5. Section A, General Information, item
(5) currently states that “All clearances shall be obtained within 140 days after contract award, unless otherwise noted in the Statement of Work.” This statement will be revised to clarify that this timeline is specific to personnel clearances only. Offerors are reminded that all personnel designated as Key shall have at least a SECRET or interim
SECRET clearance in place at the time of IDIQ contract award; refer to Statement of Work paragraph 3.3.4 for detail.
Question 4:
If the preceding allowance to have a TOP SECRET Facility Clearance in place within 140 days of award is not allowed, can the Prime utilize their teaming partner’s TOP SECRET facility clearance for the submission?
Answer 4:
The contractor will be required to have a TOP SECRET facility clearance at the time of proposal submission, as stated in Section L-1, Part B, paragraph 3.5; this refers specifically to the prime contractor. If the prime contractor does not have a TOP SECRET facility clearance at the time of proposal submission, the proposal will not be eligible for award. A team member’s TOP SECRET facility clearance will not suffice to meet this requirement.
