Question/Comment/Feedback Government Response
1 65 Do you have an anticipated proposal length or format for
DO/TO proposals?
Proposal length and formats will be driven by the order evaluation criteria. It is anticipated that simple orders will average less than 10 pages, standard orders less than 20 and highly complex orders less than 50.
2 127, 129 How many past performance efforts should be cited?
This is no minimum or maximum number of Past Performance efforts that should be cited.
3 138
Do you have metrics on the anticipated response time for
DO/TO proposals based on the anticipated value of the
DO/TO? For example:
5 day response Value < $1,000,000
15 day response Value < $5,000,000
30 day response Value < $10,000,000
45 day response Value > $10,000,000
Do you anticipate issuing draft DO/TO RFPs for review and comment prior to the release of the final DO/TO
RFP?
When possible, the Government will issue drafts for comments.
Orders on average in the current MAC have response times of
15 business days. The actual response time for each order may take into consideration the following factors:
*Urgency (U/UNS, Rapid Response, J/UNS)
*Volume of Materials for pricing
*If government estimates have been provided for hours or materials
*Complexity
*Advanced notification via industry days, written notification, draft releases
Lot I Sample
Task, page 2
The assumptions indicate the baseline electrical schematics, wiring diagrams, structural drawings, and critical flight conditions data are available. Will these be made available to offerors?
No. Schematics, diagrams, drawings, and flight condition data will not be provided for the sample tasks. State your assumptions of GFI data requirements when responding to the sample task.
Lot I Sample
Task, page 2
Are the CDRLs listed for information only or are there specific requirements to be met? The CDRL List provided as a part of the DRFP only listed 3 CDRLs and these CDRLs do not align with the CDRL list in the Lot I
Sample Task. If specific requirements are to be met, will a complete set of CDRLs be provided?
The Sample Task CDRL lists are for informational purposes only. The CDRLs listed within the RFP (Section C SOW) apply to the basic level MAC. The CDRLS listed in the sample task are representative of what may be required in an individual delivery order. CDRLs for actual delivery orders will be detailed within the DORFP.
Attachment L-
10a
Draft PBSOW
A number of the positions called out in attachment L-10a, Tab CA-9FBLR_CLIN0001 are not included in the
PBSOW. Specifically, the following positions are not defined:
Project Support Specialist
Order Clerk II
Order Filler
Configuration Management Specialist
Technical Writer III
Drafter/CAD Operator II/III/IV
Logistician II
Will the Government provide position descriptions for these positions?
These position descriptions are included in SOW Section 10
Attachment L-
10a
Is there a particular rationale for selecting the labor categories and labor hours for the Sample Task?
CA-2_CPFF_CLIN0001_Labor_Hr' of Attachment L-10a/b is not associated with Technical Sample Tasks 1 or 2. The labor categories and hours identified in 'CA-
2_CPFF_CLIN0001_Labor_Hr' of Attachment L-10a/b are representative of an anticipated year of CLIN0001
Collaborative Services.
Attachment L-
10a
Is the Government going to provide formulas in this spreadsheet to ensure build-ups are performed consistently across all offerors and correctly linked back to Tab CA-2_CPFF_CLIN0001_Labor_Hr?
No. Offerors will need to input the specific formulas needed to calculate their specific fully burdened rates.
9 Section L Vol. 2 - Past
Performance
For Past Performance, based on the diverse scope and complexity areas required to be covered with each contract reference, it would be preferred to use contract level efforts rather than individual delivery orders / task orders. For example, per the draft instructions, most task orders under the current APF contract would not qualify as relevant. Some task order based contracts break task orders out so that in combination they are very relevant, but as standalone task orders, they do not even qualify as somewhat relevant. For Past Performance references, can offerors cite references at the contract level instead of at the deliver order / task order level?
Yes. Contracts may be referenced at the contract level instead of at the deliver or task order level.
10 127 §L, Pt. B, 1.0, a, 1
The DRFP states that “each Prime or JV Team Offeror” must provide evidence of AS9100 certification. As it relates to a Joint Venture, which specific entity or entities are required to meet the AS9100 certification?
Specifically, must the JV itself meet the requirement or must each JV Team Member (as defined on page 120) meet the requirement or can either approach satisfy the requirement.
Primes are required to be AS9100C certified at proposal submission. If a Joint Venture is proposing as the Prime, the
Joint Venture entity itself must be AS9100C certified at proposal submission.
11 27-43 10.0/Attach L-10b
The DRFP lists 53 Personnel Qualifications in the and states resumes may be required at the TO level. The
Cost_Price Attach lists 17 labor categories to price. Do you anticipate a requirement where the names for any personnel will be requested in the pricing matrix? Do you anticipate requesting pricing for additional labor categories?
For purposes of this Basic MAC solicitation, no names for any personnel will be requested. No additional labor categories are anticipated to be requested for CA-
2_CPFF_CLIN0001_Labor_Hr' of Attachment L-10a/b.
Additional labor categories may apply in response to 'CA-5
Sample Task 1 (or 2) Cost Summary' depending on an
Offeror's proposed Installation approach.
12 127-128
Part B, Section 1.0, Attach L-1, part b.
(1)
The DRFP state, ":Subcontractors will not be evaluated….Offerors shall not submit Past Performance and Corporate Experience contracts for subcontractors since subcontractor's Past Performance and Corporate
Experience will not be evaluated." The Government could greatly benefit from evaluating a teaming approach that provides access to a more diversified skill set and deeper bench, particularly with Lot II submissions. This would also greatly increase competition whereas small businesses could form teaming arrangements that allow more offeror's to participate. Would the Government consider altering the evaluation to include 3 prime citations and 2 subcontractor citations? this would demonstrate the capability of the prime as well as give the government both increased competition and a greater capability range.
Subcontractor's Past Performance and Corporate Experience will not be evaluated for purposes of the Basic MAC award;
however, subcontractors may be evaluated on future orders.
Contractors are reminded that teaming approaches will be evaluated under Technical Section 3.0.
13 120 Section L Part A 1.0
General
In the general instructions it states if small businesses desire to propose for both Lot I and Lot II, than two separate clearly identified proposals must be submitted.
However, in Section 2.1.7 Table G-2 it states Lot I and
Lot II Sample Tasks are to be included in one Technical
Volume, Number 3. Will the Government Please clarify if two separate proposals are required? If so, Are all volumes required to be submitted with the second proposal?
If small businesses desire to propose for both Lot I and Lot II, than two separate clearly identified proposals must be submitted. Table G-2 outlines Electronic File Naming
Conventions for each element under all of the volumes (to include Technical). If an offeror is proposing under Lot I, its proposal must address all of the Lot I elements identified in the table (and Section L, Part B). If an offeror is proposing under
Lot II, its proposal must address all of the Lot II elements identified in the table (and Section L, Part B). Each proposal submitted must include all volumes.
14 137 Section L Part A 3.0
Volume 3 Technical
In the 3rd paragraph it states Please provide Technical
Volume 2 in a separate 3-ring binder. Please validate
Volume 3 Technical is Volume 3 vice Volume 2.
This is a typographical error, which will be corrected prior to release of the final RFP.
15 128
Section L Part A 2.0
Volume 2 Past
Performance
Does the government require the contractor to include the entire PPQ sent to each of the POCs within the PP volume or just a listing of who the PPQ went to? If so, will they be considered outside of page count?
Offerors should indicated the date PPQs were sent out to
POCs on the PP-1a or PP-1b (Attachment L-3a or L-3b) form
(item 14 for date sent and items 16-19 for POC information) for each proposed relevant contract. The PPQ form itself
(Attachment L-2) does not need to be included in the Past
Performance volume of your proposal.
Section L, Part
A, 4.1 Will Offerors be allowed to edit any of the requested Early Proposal information submitted 2 weeks prior to proposal receipt in their overall proposal submission?
Yes. Offerors may update or edit any of the earlier provided proposal information with their overall proposal submittal.
Offerors are advised to clearly identify any changes made from the early submission.
17 General Will the Government issue RFIs at TO level?
RFI's may be issued at the order level on an order specific basis. Typically RFI's will be utilized to assess resource availability to support urgent need programs or level of interest or ability to execute a specific requirement to assist in work load acceptance decisions by APSD / AIRWorks.
18 SOW
Why is there a services CLIN (0001) included in this solicitation? Could the AVMI contract be utilized for such services?
The AVMI contract does not cover AIRWorks requirements.
19 SOW
For OCONUS location requirements, will contractors be required to have a permanent establishment in theater?
No, a permanent establishment in those regions is not required. Performance will be at U.S. base or friendly host country facilities in non-combat regions.
20 SOW Can small businesses be considered for Lot I TOs?
Yes, but offeror will need to propose separately for basic Lot I and Lot II contracts at the IDIQ level in order to be considered at the TO level.
21 General Are there any specific programs that are expected to go into the Lot I task orders?
No, not at this time.
Section L, Part
B, 2.3
During evaluation, does Government combine the contracts submitted in PP to determine overall relevancy of offeror’s past performance?
No. The Government will assign a relevancy rating to each
Past Performance contract submitted.
Section L, Part
B, 2.3
When submitting a TO/DO for PP, are offerors required to submit the SOW for the basic contract or just the
TO/DO?
Offerors should submit the SOW for the TO/DO.
Section L, Part
B, 2.3
For PP, will the government consider work under a
TO/DO awarded to a Prime even if the Prime ultimately subbed out that work?
Yes, because the Prime was still responsible for that tasking.
Section L, Part
B, 4.2
For corporate experience, will offeror be evaluated negatively if they only had one TO/DO for a particular area?
No, the evaluation is looking for experience doing work.
However, evaluation takes into consideration the breadth and depth of the offeror’s experience.
Section L, Part
B, 5.3, Section
CA-2
Relative to the labor categories identified in CA-2, do labor rates include both on-site and off-site?
No, the labor categories identified in CA-2 should include only on-site (NAS Patuxent River) labor rates. The Government will clarify this in the final RFP.
Section L, Part
B, 5.3, Section
CA-2
Are the Government-provided hours in CA-2 for evaluation purposes only or will they bind the contractor on future TOs/Dos?
Hours are provided for evaluation purposes only.
Section L, Part
B, 5.3, Section
CA-6 Is there a column missing on CA-6?
Yes, the Government will add another column on the left hand side to describe what is being priced in each row (e.g., labor category).
Section L, Part
B, 5.3, Section
CA-6 What material should be listed on the CA-6?
Only material specific to the proposed installation approach
(tied to the sample task). Material associated with kit fabrication is not included in this cost.
Section L, Part
B, 5.3, Section
CA-6 Where should the contractor input fringe on the CA-6?
The CA-6 form is tailor able as needed. Offerors may break out or include fringe calculations as part of their cost basis of estimate, but they must explain what it did in the description section, and it must be in accordance with the Contractor's disclosure statement.
Section L, Part
B, 5.3, Section
CA-8 Will the CA-8 have a column for fees? No.
32 General Will tripwires be evaluated at the MAC IDIQ level?
No. Tripwires may be evaluated at the TO/DO level for CLIN
0X01 orders as identified in the TO/DO RFP.
Section L, Part
B, 5.3, Section
What substantiation is required for direct and indirect rates?
Section L, Part B, Volume 5.3, Section 1, parts (a) and (b) outlines the substantiation required for direct and indirect rates.
Section L, Part
B, 5.3, Section
CA-7 What rate substantiation will be required for RO 0001?
