The contractor shall support the IPT through participation in the development of system specifications, program T&E planning documents and product functional requirements. Contractor personnel shall support the IPT in test planning, execution, data collection and analysis, and reporting. The level of effort (LOE) contract contains cost-plus-fixed-fee (CPFF) labor CLINs, and cost-reimbursable CLINs for travel, material, and other direct costs. The contact is anticipated to be a twelve month base period and four twelve month options. A properly executed Surveillance Activity Checklist (SAC) (Enclosure 1) will assist the Government and Contractor team in achieving the objectives of this procurement.

2. Authority Authority for issuance of this Performance Surveillance Plan is provided under Contract Section E; which provides for inspections and acceptance of the services and documentation called for in the contract, to be executed by the Contracting Officer or a duly authorized representative. Any changes that the contractor deems may affect contract price, terms, or conditions shall be referred to the Contracting Officer for action external to Performance Surveillance.

3. Scope The Performance Surveillance Plan is established to provide Government oversight of the quality of the contractor’s efforts during execution of the Programmatic, Flight Test Engineering, and Administrative Support to the AIR-5.1 ISEET Department as specified in the contract. The term day is established as a singular calendar day, with 7 days a week (Sunday to Saturday). Due dates that fall on a holiday or weekend are due at the beginning of the next business day (Monday to Friday).
