1.0 Introduction:
The U. S. Naval Test Pilot School (USNTPS) is acquiring flight demonstration flight support for the Introduction to Airplane Flying Qualities Short Course flight exercise.
2.0 Background:
The USNTPS Short Course Department trains Engineering Test Pilots, Flight Officers, and Flight Test Engineers for the Department of Defense and its contractors, Department of Homeland Security, other federal agencies and International Flight Test Organizations. The Short Course Department offers a series of two-week courses that are designed to expose students to basic flight test principles associated with airplane and rotary wing flying qualities, airborne systems, and performance characteristics. A key element of each short course is a formal student flight demonstration/evaluation to provide hands-on experience with test techniques. The Introduction to Airplane Flying Qualities flight evaluation is managed by USNTPS personnel using a contractor supplied instrumented airplane and pilot. Prior to award, to ensure suitability of the aircraft and pilot, a formal evaluation of the potential offers’ aircraft, equipment, maintenance practices, and flight discipline must be conducted by USNTPS personnel at the contractor’s place of business.
3.0 Scope:
The contractor shall provide a fixed-wing multi-seat aircraft to support USNTPS Introduction to airplane Flying Qualities short course.
3.1 Staff Evaluation. The contractor shall provide one demonstration flight hour to USNTPS staff instructor. The staff flight evaluation shall take place from the contractor’s place of business. Additionally, the contractor shall provide a minimum of 2 hours for a government ground evaluation to assess vehicle airworthiness and review maintenance documentation for the aircraft.
3.2 Student Flights. 9.2. Note that when DD Form 2400 states a Combined Single Limit amount and then follows it with the phrase "sublimited to $100,000 per passenger", the stated amount (e.g. $1,000,000) is the total coverage and the $100,000 per passenger is within the $1,000,000, not in addition to it. This would mean that the coverage would not meet the minimum requirement. As an example, for a small aircraft with 3 passenger seats, the minimum is $500,000 bodily injury plus $500,000 property damage plus $300,000 for passenger seats, for a total of $1,300,000.
