SHORT COURSE QUALITATIVE EVALUATION

1.0 Introduction:

The U. S. Naval Test Pilot School (USNTPS) is acquiring flight demonstration flight support for the Introduction to Airplane Flying Qualities Short Course flight exercise.

2.0 Background:

The USNTPS Short Course Department trains Engineering Test Pilots, Flight Officers, and Flight Test Engineers for the Department of Defense and its contractors, Department of Homeland Security, other federal agencies and International Flight Test Organizations. The Short Course Department offers a series of two-week courses that are designed to expose students to basic flight test principles associated with airplane and rotary wing flying qualities, airborne systems, and performance characteristics. A key element of each short course is a formal student flight demonstration/evaluation to provide hands-on experience with test techniques. The Introduction to Airplane Flying Qualities flight evaluation is managed by USNTPS personnel using a contractor supplied instrumented airplane and pilot.

3.0 Scope:

The contractor shall provide not to exceed 20 demonstration flight hours per period in a fixed-wing multi-seat aircraft to support the U.S. Naval Test Pilot School Introduction to Airplane Flying Qualities Short Course Students. Flight demonstration shall take place at NAS Patuxent River (KNHK) in Maryland or St Mary’s County (2W6) Airport in Maryland, with an alternate location at NOLF Webster Field (KNUI) in Maryland. Aircraft and aircrew are expected to remain at the flight demonstration facility (or within the local vicinity) until the flight portion of the short course syllabus has been satisfied. Additionally, the contractor shall provide access to airworthiness and maintenance documentation for the aircraft.

4.0 Applicable Documents. The contractor is responsible for review and adherence to the following applicable documents, as they apply to this contract:

4.1. OPNAVINST 3710.7 Series

4.2. USNTPSINST 3710.15Z, 20 OCT 2013 and subsequent revisions

5.0 Period of Performance. The period of performance for this flight demonstration/evaluation is 1 January 2015 – 31 December 2017, with exact flight dates set by the short course training schedule. This period will include a base period and up to 5 – 6 month option periods.

6.0 Performance Requirements.

During each flight, the longitudinal and lateral-directional flying qualities will be demonstrated and evaluated throughout the aircraft’s operating envelope. The contractor or contractor-approved pilot-in-command, hereafter referred to as the Contractor Demonstration Pilot (CDP), shall be in the airplane for all flights and shall act as the pilot-in-command. The CDP will occupy the normal crew position within the aircraft. Contractor support services shall include:

6.1. A thorough, 1-hour briefing for each student covering aircraft systems, limitations, and procedures.

6.2. A CDP to act as the pilot-in-command for all flights.

6.2.1. A summary of the CDP’s flight experience (flight hours/ratings/records) will be furnished to the Test Pilot School Operations Department.

6.3. Maintenance, oil, special equipment, and any other support services associated with the operation of the aircraft.

6.3.1. The contractor shall comply with Federal regulations for all hazardous material as found in the Code of Federal Regulations (CFR), Title 40, Parts 260-265, 270, 300 and state regulations for hazardous wastes found in the Code of Maryland Regulations (COMAR), Title 10, Subtitle 26. The contractor shall be responsible for transportation, accumulation, and turn-in of regulated and hazardous waste, waste oils/fuels if not previously agreed to. Material safety data sheets for all hazardous materials brought on station will be mailed to USNTPS, Hazardous Waste Program Manager, Code 55TP91A, at least two weeks prior to arrival.

6.4. Any flight gear specific to the aircraft type.

6.5. Fully operational fixed-wing multi-seat aircraft which:

6.5.1. Must meet applicable FAA standards for the appropriate category and class.
