SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTION AND ANSWERS 2

Question: Section 2 – 2.4 requests inclusion of a response for “Small Business Utilization”. As this is an 8(a) set aside contract (a small 8(a) as the prime), was it the intent of the Government to require a small business utilization plan? Clarification, in particular, of the realism through Submission of Reports may not be as readily available as it would be for a larger company (unrestricted or even small business) initiative.

Answer: The Government is not requiring a formal small business subcontracting plan prepared in accordance with FAR 19.704. As this is an 8(a) small business set-aside, a formal small business subcontracting plan is not required, per FAR 19.702(b)(1). However, despite that this is an 8(a) small business set-aside, the Government is still interested in maximining opportunties for small businesses, and therefore is requesting offerors to provide a strategy for utilizing other small businesses as subcontractors in the performance of this contract. With respect to the submission of reports, the Government realizes that many 8(a) small businesses are not going to have SF294/295 reports available. However, the Government is seeking information that demonstrates the kind of data that would be available on an SF294/295. Effectively, the Government is seeking any form of actuals data available from the offeror regarding its prior small business subcontracting record, in any format available; the Government will use all of this available historical data in order to evaluate the realism of the small business utilization strategy being proposed by offerors in response to this solicitation.

Question: Additionally, it has been clearly stated throughout the RFP that no data relating to cost is to be contained in any volume but the Cost Volume. Bullet # 5 below requests dollars and percentages to be indicated for the SB participation. Can this be clarified to indicate the desire to see costs in this section of the proposal?

Answer: The Government generally requests that cost information not be provided in volumes other than Cost/Price in order to ensure that we remove any potential for bias on the part of the Government technical evaluation team. In particular, we try to avoid any reference in the technical volume to the total proposed cost/price being offered in order to ensure that technical evaluation team members remain as objective as possible in conducting their evaluation. However, since the information being requested in Section 2.4 of Section L-1 Part B regarding small business utilization does not represent the total proposed cost/price, offerors are still requested to provide this information. If the Contracting Officer makes a determination the numerical data provided could present any kind of bias, the Contracting Officer will redact numerical information as necessary to ensure an unbiased evaluation on the part of the technical evaluation team.

Question: Referencing Amendment 0002, question 3, the answer to this question states “This information should be discussed in the third column of the spreadsheet, “Relevancy of Experience and Associated Degree of Relevancy.” The Attachment P3 Corporate Experience Matrix does not have a column labeled “Relevancy of Experience and Associated Degree of Relevancy.” The 3rd column on Attachment P3 is labeled 2.1.1 under “Contract Statement of Work/Specification Work Elements” heading. Offeror requests clarification regarding where the explanation of relevancy should be addressed within this form. Attached is the P3 form provided in the RFP.

Answer: An updated version of Attachment P3 is being added to Section J to resolve this issue. Offerors are requested to disregard the previous version and utilize this version of Attachment P3 in submitting their offers.
