SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

1. The terms factor and sub-factor are used throughout the solicitation. Offeror requests the definition of these terms.

The Government does not hold a particular definition for the words factor and sub-factor. As seen in the solicitation, factors and subfators are the evaluation criteria used in determining which offer represents the best overall value under this solicitation. Per Section M-1 of the solicitation, the Government is evaluating three (3) factors (Technical, Past Performance, and Price/Cost), and the order of importance of these factors is discussed in Section M-1 paragraph 3.0. Additionally, the Technical factor has four (4) subfactors (Staffing/Personnel/Key Labor, Understanding of the Work, Experience, and Small Business Utilization); the order of importance of these subfactors is discussed in Section M-1 paragraph 3.0. Each Technical subfactor will be rated in accordance with Section M, and each factor will also be rated in accordance with Section M.

2. Page 51, L-1, Part A Paragraph 30. Volume II, Technical has a suggested page limit of 45 pages. Offer requests clarification regarding whether or not this includes the cover page, table of contents, list of figures, list of tables, acronym list, all attachments P-1, 2, and 3 and resumes.

Administrative items (i.e., title page, table of contents, acronym lists, lists of figures, etc.) do not count towards the page limit on each volume. Additionally, key personnel resumes and Attachments P-1, P-2, and P-3 do not count towards the page limit of the Technical volume.

3. Page 51, L-1, Part A, Paragraph 3.0 This section states, in part, “The Offeror shall complete a Corporate Experience Form (Attachment P3) for each reference detailing information that describes the team’s experience similar to that required for the resultant contract award. Offeror shall include its experience in its role as either/both a prime contractor or a subcontractor. Identify the period of performance and contract number. Then Explain in the Relevancy of Experience and Associated Degree of Relevancy sections why the experience should be considered relevant and the degree of relevance that the experience has to the above identified elements.” It does not appear that Attachment P3 includes a section to provide an explanation of the relevancy of experience. Offeror requests clarification regarding how the Government would like this information documented (i.e., separately from the form)?

This information should be discussed in the third column of the spreadsheet, “Relevancy of Experience and Associated Degree of Relevancy.”

4.Page 67, L-2, Paragraph 5.0 This section states, in part, “Government spaces will include access to a desk, phone, fax machine, copier and scanner”. Offeror requests clarification regarding if computers will also be provided to the Government site personnel. Further, Offeror requests clarification regarding whether or not the Government will be furnishing NMCI seats for all FTEs.

The contractor shall provide NMCI in accordance with the Section C Performance-Based Statement of Work for Command Strategic Leadership Support Services. It is the responsibility of the contractor to be in compliance with NMCI and the purchase of the NMCI seats. The successful offeror will be reimbursed for the costs of NMCI under CLIN 0002 and Option CLINS 1002 and 2002. Please review Sections 8.0 “NMCI” and 9.0 “ODCs” of the Statement of Work for additional detail; please also review NAVAIR clause 5252.237-9503, “Ordering procedures for NMCI.”
