About this file

This document is a Questions and Answers file for Solicitation N0040626QS147 addressing requirements for steam hose assemblies. The solicitation requires 60 hoses total: 10 hoses at 25 feet in length and 50 hoses at 50 feet in length. Each assembly must feature a 2.0-inch inner diameter rubber steam hose with a stainless steel liner—a critical requirement that the government will accept as an equivalent product when MIL Spec 29210-approved hoses are unavailable. The hose assemblies must be fitted with Dixon fittings per MIL-DTL-29210 specifications: a male fitting (P/N MS26) and a female fitting (P/N GF81, which includes the GB28 spud, B27 wingnut, and GB26 hose barb). Fittings must be constructed of plated iron/steel. The hoses must be attached using bolt clamps and are explicitly not to be braided wire hoses with welded ends.

Shipping will occur FOB origin through WSS (Weapon System Supply), with no direct shipping address provided to the vendor. Upon material readiness, the awardee will complete an RTS notice, after which WSS will provide shipping labels and carrier contact information for pickup at no cost to the vendor. Detailed instructions for the RTS notice appear on page 15 of the solicitation. The federal agency involved is NAVSUP FLT LOG CTR Puget Sound, located in Bremerton, Washington.

Questions and Answers for Solicitation N0040626QS147 – Steam Hose Assembly

Q: As it states that ,"FOB Details Government Origin (Shipping Point)" does that mean the address it needs to be shipped to is;

"NAVSUP FLT LOG CTR PUGET SOUND PUGET SOUND (FISCPS),

467 W STREET BREMERTON,

WA 98314-5100 UNITED STATES".

A: This will ship FOB origin. Shipping will be through WSS. Once material is ready to ship the vendor will fill out an RTS notice and WSS will send shipping labels with a carrier to contact for pick up. Those instructions are on page 15 of the solicitation and all necessary information for the RTS notice will be provided to the awardee. There is no direct address provided and this is at no cost to the vendor.

Q: What is the Hose ID?

A: 2.0 inch as specified in (2) in Table-1

Q: What are the types of fittings on the ends of the assemblies?

A: Dixon fittings are specified in accordance with MIL-DTL-29210.

More specifically, following fittings meet the requirements:

Male fitting: P/N: MS26

Female fitting: P/N: GF81 (GB28 Spud included)

Q: What type of metal is required?

A: Plated Iron/Steel for fittings. Stainless steel for metal liner

Q: What is the diameter of the hose?

A: 2.0 inch as specified in (2) in Table-1. OD is not specified.

Q: In the past, we’ve fabricated steam hoses for the government using a metal liner, while in some cases it was not required. Are you able to confirm with the end user if the “metal liner” is or is not required for this solicitation?

A: Metal liner is strongly required.

Q: Are ten (10) ea. 25’ hoses or fifty (50) ea. 50’ hoses required for this solicitation?

A: Both are needed. Sixty (60) hoses total, ten (10) ea. 25’ hoses and fifty (50) ea. 50’ hoses.

ADDITIONAL QUESTIONS RECEVIED AFTER DATE

Q: It looks like you are looking for a rubber steam hose with a stainless steel liner. If this is correct, no one makes a hose like this.

A: Yes, we require a rubber steam hose with stainless steel liner that is one of the requirements of MIL Spec 29210. We understand that there is no manufacture is available to supply the MIL Spec 29210 approved 2” hose with some reasons. We will accept an equivalent rubber steam hose with stainless steel liner as specified in Table-1.

Q: MS26 and GB28 are both female ends by themselves. If GB28 is going to be the male end, it would also require B27(wingnut) and GB26(hose barb).

A: It is correct. However, we do not answer “GB28” for female fitting but “GF81”. GF81 is a complete assembly of GB28(spud), B27(wingnut) and GB26(hose barb).

Q: To possibly answer the above questions, is this just a stainless steel hose covered with braided wire and the ends welded on?

A: No, we do not request a braided wire hose. Our requirement is rubber hose with stainless steel liner and above fittings attached with bolt clamps applicable.
