About this file

This document is contractor instructions for obtaining Base Access Visitor Request (BAVR) credentials and Defense Biometric Identification System (DBIDS) badges for access to Naval Base Kitsap (NBK) and Naval Undersea Warfare Center (NUWC) facilities in the Pacific Northwest.

Contractors must complete the BAVR application process, which requires 3-7 business days for processing. The BAVR grants access through the NBK main gate but not into NUWC buildings. All required fields marked in red on the BAVR form must be completed accurately with actual information; submitting false information, N/A, "Unknown," or leaving fields blank will result in automatic rejection. Contractors must provide personal information, driver's license details, home and work information, and designate personnel type as "Contractor" with NAVSEA Keyport as the command being visited. The Purpose of Visit field must include the contract or purchase order number, type of work to be performed, and a specific access code request (B8 for NBK gate access only, or B9 for NBK gate and Bangor Outer Area gate access for Lower Base Bangor projects). Start and end dates should correspond to the contract period. The sponsor point of contact is jeffrey.a.hilarski.civ@us.navy.mil. After BAVR approval, NBK will validate U.S. citizenship through passport or birth certificate review before issuing the DBIDS credential at the Visitor Control Center. For BAVR questions, contractors should contact Naval Base Kitsap at 360-396-2583 or 360-396-2585; for Keyport access questions, contact the Keyport sponsor.

Contractor Instructions for BAVR (DBIDs)

7/17/2024

Background: Badging contractors for access into NUWC facilities is a joint responsibility between the Activity Sponsor (Government) and the Contractor. For a contractor to gain access to a NUWC Facility two layers of security and badging are required; Base Access Visitor Request (BAVR) and Visitor Access Request (VAR).

Base Access Visitor Request (BAVR)

Base Access Visitor Request (BAVR): Completion of the BAVR allows a contractor onto Naval installations in the Pacific North West. Naval Base Kitsap (NBK) manages the BAVR system for issuance of a DBIDS credential for NBK gate access. This can be thought of as access through the Main Gate but not into NUWC Buildings.

Completion of this process will result in a Defense Biometric Identification System (DBIDS) Badge being issued to the contractor. Completion of the BAVR process is the responsibility of the contractor, however, it is often in the Governments best interest to assist the contractor in providing them instructions and information as to how this is performed.

Base Authorization and Visit Request (BAVR) instructions (processing timeframe is 3-7 business days):

• Contractors: Using one of the BAVR links below fill in all the required RED (see BAVR Screen Shot below) information areas on the BAVR site. Submitting false information or N/A, Unknown, or leaving spaces blank will cause the application to be rejected and delay access.

Once an approved BAVR is in the system, NBK will need to validate US citizenship, by review of US Passport or US birth certificate. Lastly, after all these pieces have been reviewed/validated a DBIDS credential will be issued for access through the NBK gate at NBK’s Visitor Control Center.
