About this file

This is a Vendor Questions and Answers document (Amendment 0001) for federal solicitation N0025326R7006, DMISA Rings, addressing clarifications on contract requirements and requirements.

The solicitation covers refurbishment of existing government-furnished DMISA ring components, including Azimuth Rings and Elevation Rings in both plated steel and stainless steel variants. Key technical requirements include specific magnet material specifications per Drawing 7448000, microsphere density requirements per Drawing 7447999, and adherence to DFARS 252.225-7061 for compliant material sourcing. The requirement for ISO 9001:2015 certification has been removed, with Technical Subfactor 2: Technical Quality marked as "RESERVED." Offerors may use commercial customer references as past performance documentation if they lack federal government contract history. Historical order data from prior indefinite delivery, indefinite quantity contract N0025317D0001 (2017-2022) demonstrates typical order quantities ranging from 10 to 105 units per ring type per order. Startup and tooling costs are incorporated into First Article unit costs associated with CLINs 0001-0004; price breaks are not currently incorporated into the pricing structure and should not be included in proposals. All proposed pricing must follow the pricing structure identified in Section B per Section L requirements, and no proposed exceptions to specified technical requirements will be considered during evaluation. Offerors are responsible for ensuring material compliance with solicitation drawings and specifications, including DFARS material requirements, with DFARS 252.225-7061 having replaced DFARS 52.225-7052 in this amendment.

Solicitation: N0025326R7006, DMISA Rings

Attachment 04, Vendor Questions and Answers

Amendment 0001

Question 1. Is this to manufacture new or to refurbish government furnished material?

Answer 1. This requirement is for the refurbishment of existing government furnished material as defined in the Statement of Work and associated drawings.

Question 2. Which externally certified QMS standards are considered equivalent to ISO

9001:2015?

Answer 2. Upon review, the requirement for ISO 9001:2015 certification, or equivalent certification from an external quality management system is removed. Factor 1, Technical

Subfactor 2: Technical Quality is updated to “RESERVED”.

Question 3. [Regarding an external quality management system] May an Offeror satisfy this requirement through a proposed subcontractor or teaming partner that holds the required current third-party certification?

Answer 3. Upon review, the requirement for ISO 9001:2015 certification, or equivalent

Question 4. [Regarding an external quality management system] Must the prime offeror also hold the certification?

Answer 4. Upon review, the requirement for ISO 9001:2015 certification, or equivalent

Question 5. [Regarding an external quality management system] If an Offeror can satisfy this requirement through a proposed subcontractor or teaming partner that holds the required current third-party certification; must the certified subcontractor perform particular functions, workshare, or quality-control responsibilities?

Answer 5. Upon review, the requirement for ISO 9001:2015 certification, or equivalent

Question 6. [Regarding an external quality management system] If an Offeror can satisfy current third-party certification; what proposal documentation is required to demonstrate the arrangement, such as the subcontractor’s certificate, letter of commitment, workshare description, and allocation of quality-system responsibilities?

Answer 6. Upon review, the requirement for ISO 9001:2015 certification, or equivalent

Question 7. [Regarding an external quality management system] If an Offeror can satisfy current third-party certification; must certification requirements apply to all subcontractors performing critical or complex work, consistent with FAR 52.246-11 flowdown requirements?

Answer 7. Upon review, the requirement for ISO 9001:2015 certification, or equivalent

Question 8. Minimum Order Qty of 1-508 pcs of each part number. Due to significant startup/tooling costs and min lot costs for magnets, grinding and cad plate/passivation, this wide spread of potential quantity can vastly affect pricing. Do you have any order history on these you can share?

Answer 8. See the table below for the order history for the previous indefinite delivery, indefinite quantity contract N0025317D0001.

Question 9. Would you like to see some logical price breaks?

Answer 9. Price breaks are not currently incorporated into the pricing structure of Section B.

Any potential price break information provided should not be included in your proposal package as it will not be considered or evaluated in a response to this solicitation.

Any potential price break information provided separately may be considered in future requirements.

Question 10. Would you want to see the startup/tooling costs split out as a separate Non-

Recurring Engineering fee so that we can get to a better part price across a wider range?

Answer 10. Startup tooling costs are generally incorporated in the First Article unit costs, associated with CLINs 0001-0004.

All proposed pricing must follow the pricing structure identified in Section B as identified in

Section L, Proposal Submittal Requirements, 1.3 Submission Factors, (c) Factor 3, Price and is subject to the business decision of the offeror.

Question 11. We have an exception for drawing 7447999, Section 4.1.4, item 1. Per magnet manufacturer: “100,000 Oe magnetizing force is not possible in anything but lab setting, these parts will be 100% saturate using up to 40,000 Oe magnetizing force. This can be verified by independent magnetic lab…” Is this acceptable or can we submit for a deviation request?

Answer 11. Each magnet needs to be placed in a field, Hs, that will achieve the 96% of Br, as if it were in a 100,000 Oe field to meet the requirements of Drawing 7448000 Paragraph

2.1 Magnet Material Requirements.

No proposed exceptions to the specified requirements will be considered in the evaluation of offer(s) received.

Question 12. We have a question/recommendation regarding the density of microspheres per drawing 7447999, Section 4.1.3. Per [supplier] who produce custom adhesive mixes, the required density of microspheres from 1 part in 2 thousand to 1 part in 10 thousand is well below industry standard. Their recommendation is: “For bond line control applications, we typically recommend 0.5% to 1% glass bead loading”. This would equate to 5 per thousand to 10 per thousand. Is this something Engineering would want to evaluate? How do we submit this recommendation for review?

Answer 12. No proposed exceptions to the specified requirements will be considered in the evaluation of offer(s) received.

Question 13. Can we use customer references for whom we produce both commercial and non-commercial goods in lieu of government contracts?

Answer 13. Yes, an offeror can identify commercial references as a past performance reference if the offeror does not have any Federal government contracts, as noted in Section

L, 1.3 Submission Factors, (b) Factor 2, Past Performance, iii.

Question 14. Is there a suggested DFAR compliant supplier? Or is there an exception for this program?

Answer 14. There is not a suggested DFARS-compliant supplier identified for this solicitation. It is the responsibility of the offeror to source DFARS-compliant materials, to include the requirements of DFARS 252.225-7061.

There is not currently an exception to the requirements of DFARS 252.225-7061.

Please note that DFARS 252.225-7061 has replaced DFARS 52.225-7052 in amendment

0001.

Note: Please ensure that the materials proposed meet the requirements of the Solicitation

Statement of Work and all associated drawings and specifications, such as the magnet material requirements identified in Drawing 7448000.
