About this file

This is Amendment 0001 to solicitation N0025325Q0006, issued by the Naval Undersea Warfare Center in Keyport, WA on February 21, 2025. The amendment incorporates Wage Determination WA20250109 Mod 1 dated February 7, 2025 and provides answers to pre-proposal inquiries.

The amendment clarifies several technical requirements through Q&A responses: drawings are not currently available but will be provided to the contract awardee; epoxy flooring must extend up the wall rather than using cove base; existing floor coating does not need to be completely removed but must bond according to manufacturer specifications; one qualified individual may serve as Site Superintendent, SSHO and Quality Control Manager; adjacent doors will be closed during work; and the epoxy flooring must have characteristics similar to Sherwin Williams Resuflor 3746 high performance epoxy, including impact/abrasion resistance, durability, chemical resistance to Otto fuel, USDA facility suitability, and antimicrobial agent compatibility. The amendment does not extend the original proposal due date.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

PPI AND ANSWERS

1. Could you provide scaled drawings?

Drawings are not currently available. Approval for public release is not expected to complete prior to the proposal due date. Drawings will be available to the contract awardee.

2. Will cove base replacement be required?

There is not a Cove Base. The epoxy will need to extend up the wall.

3. C11_ N0025325Q0006, Page 5, Paragraph I, Statement of Work states, “The project will require the contractor to grind the existing flooring, patch cracks in existing concrete and apply a new epoxy floor coating”. During the site walk on 2/11/2025, it was mentioned that the existing surface did not need to be completely removed, prior to applying the new epoxy floor coating. Will the government confirm that the existing floor coating needs to be completely removed prior to applying the new epoxy floor coating?

Existing floor coating does not need to be completely removed; however, it does need to bond and be applied in conformance to manufacturer specifications.

4. C11_ N0025325Q0006, Page 23, Paragraph 1, General Requirements of the RFP states “A full-time site Superintendent and a full-time Quality Control (QC) representative are required to be on site for the duration of the project. The Superintendent may serve as the Site Safety and Health Officer (SSHO) as long as all requirements in Section 5.4 (Governmental Safety Requirements) are met”. If qualified for all three managerial roles, will the government accept one individual from the Contractors firm to act as the Site Superintendent, SSHO and Quality Control Manager?

This is acceptable.

5. Will the government confirm that the doors adjacent to the work zone will be closed for use by the building occupants during the duration of project?

Confirmed, the doors adjacent to the work area will be closed for use during the project.

N0025325Q0006

6. At the site walk it was noted that the epoxy flooring material was required to be approved for use with Otto Fuel and tested and approved by the Government. Please Provide a list of manufacturers with tested and approved products.

Yes. It shall have characteristics similar to Sherwin Williams Resuflor 3746 high performance epoxy. Salient characteristics are:

• Impact and abrasion resistant

• Durable, easy to clean

• Chemical resistant to OTTO fuel

• Suitable for use in USDA inspected facilities

• Available with an antimicrobial agent (GP8746 series)

• Tint bases can be tinted using Maxitoner @ 50% tint strength
