SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001 Q&A

Q1. The Draft RFP states that the proposed production variant pricing in Sample Task 3 is contractually binding for use during contract performance from FY20 – FY26. These prices can only be based on projections as the future configurations are yet to be defined and the design for TI20 and TI22 will not be complete until after contract award. Based on the incurred risk of an undetermined design and out year pricing for 7 years, the target fee of 6% is not commensurate with the anticipated risk profile of the scope of the Draft RFP. (Pages 156 and 159.)

A1. The technical data provided in ETIC provides the historical changes from TI-12 through TI-16. This data provides potential offerors the ability to identify change trends from TI to TI and assign an appropriate level of cost, schedule or performance risk to the Offeror’s execution of the contract. The production contract line item numbers (CLINs) associated with Sample Task 3 Shipset Stepladder Pricing are cost reimbursable (cost plus incentive fee), which places the majority of the cost risk on the Government. Therefore, the Government deems the 6% target fee commensurate with the risk profile contained in the scope of work. No change to the RFP.

Q2. The Draft RFP prescribes specific labor hours for Sample Tasks 1 and 2 and directs Offerors to propose an efficient and realistic labor mix. However, this removes any incentive for the Offeror to perform the sample task at a lower overall cost through a reduced number of hours. (Pages 150 -151.)

A2. The Government will use the evaluation structure as identified to make its trade-off decision reflecting the best value to the Government during performance of the contract. No change to the RFP.

Q3. The Draft RFP SOW states that the contractor shall participate in the SWFTS IPT {and} WGs, but Sample Task 2 states that the offeror shall assume that they will join the IPT approximately 10 months after the development process has begun. The work of the TI20 SWFTS IPT WGs will be completed by scheduled contract award. By not participating in the IPT WGs and starting 10 months late, this limits the Offeror’s ability to influence the design to reduce cost and drive efficiencies. In addition, the Draft RFP states that TI22 will start in Year 3 which would have the same 10 month delay. (Page 150.)

A3. For Sample Task 2 purposes, based on Attachment 11, BYG-1 TI/APB USN Build Schedule, the TI-20 Submarine Warfare Federated Tactical System (SWFTS) Integrated Product Teams (IPT) and Work Groups (WG) planned start is approximately May 2018. Development will be underway, but not complete, by the scheduled contract award date of 2 July 2019.

Option CLINs 1001 through 1024 are revised to realign the TI-22 design start to calendar year 2020, which if exercised will begin in contract year 2 vice year 3. The Section F periods of performance for these CLINs are revised accordingly. These revisions required changes to the Section B hours and target cost for CLINs 1001 through 1024. Additionally, option CLINs 2001 through 2012 are added.

Q4. The Draft RFP requests a copy of the Offeror’s Forward Pricing Rate Agreement (FPRA) but states that escalation lower than 2.9% will be considered unrealistically low and the proposal will be upwardly adjusted by the government. It is unclear if this upward adjustment will be applied to an Offeror’s FPRA if the escalation is less than 2.9%. (Page 158.)

A4. For proposal evaluation purposes, if an Offeror’s proposed FPRA provides for an escalation lower than 2.9%, it will be considered unrealistically low; the government will upward adjust the proposal to include 2.9% escalation per year consistent with the cost realism evaluation methodology. No change to the RFP.

SECTION L

INSTRUCTIONS TO OFFERORS

1.0 GENERAL

(a) The Government intends to award a contract that results from this solicitation to the responsible Offeror whose proposal is the most advantageous to the Government under the selection criteria set forth in Section M of the solicitation. The Government may reject any or all proposals if such action is in the Government’s interest.

Exchanges with Offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.

(b) The Offeror shall submit all information required by this RFP. Proposals that do not comply may be considered nonresponsive and may render the Offeror ineligible for award. The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J).

(c) The Government intends to evaluate proposals and award a contract upon initial proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms in relation to the evaluation criteria. However, in accordance with the clause FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, the Government may contact all or a limited number of Offerors with questions concerning their responses.

(d) Offerors are hereby notified that a competitive range of the most highly rated Offerors may be established for the purpose of efficiency.

(e) The solicitation will be announced on FEDBIZOPPS and will be made available only through the internet at https://www.fbo.gov.

(f) Offerors are hereby notified that the Government may post additional information to the FEDBIZOPPS web site relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the web site for any such information.

(g) It is the Offeror's responsibility to identify to the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the Statement of Work (SOW) and other solicitation documents attached hereto or incorporated by reference. All questions shall be submitted via email to KYPT_TeamSub_TIH@navy.mil. Only questions transmitted electronically will receive a response.

Offerors are requested to submit questions within twenty (20) days after release of the RFP in order to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. While questions may be submitted up to the time of solicitation closing, the Contracting Officer cannot guarantee those late-submitted questions will be thoroughly answered in advance of closing. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation which will be posted at https://www.fbo.gov. Information provided with each question shall include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.

(h) Reference material will be provided by the Navy on an Electronic Technical Information Center (E-TIC).
