The following items are applicable to this modification:

AMENDMENT 0002 VENDOR Q&A

Question 1: The total quantity of the ADC MK 3s to be procured (from FBO) is 396 or ~99/option year. The first two stepladder quantities for ADC MK 3s reflect non-economical production quantities. We propose deleting the quantity 1 - 25 stepladder, and changing the quantity 26 - 50 stepladder to 35 - 50.

Answer 1: The first stepladder bracket is changed to 12 – 25. The other four (4) ADC MK 3 stepladder brackets remain as is.

Question 2: The total quantity of the ADC MK 4s to be procured (from FBO) is 156 or ~39/option year. The first three stepladder quantities for ADC MK 4s reflect non-economical production quantities. We propose deleting the quantity 1 - 12 stepladder, the quantity 13 - 24 stepladder, and the quantity 25 - 36 stepladder, and changing the quantity 37 - 48 stepladder to 35 - 48.

Answer 2: The first stepladder bracket is eliminated, and the second stepladder bracket is changed to 12 – 24. The other three (3) ADC MK 4 stepladder brackets remain as is.

Question 3: We request that NAVSEA Clause HQ C-2-0062 WAIVER OF FIRST ARTICLE REQUIREMENTS (NAVSEA)(SEP 1990) be included in the solicitation.

Answer 3: NAVSEA Clause HQ C-2-0062 WAIVER OF FIRST ARTICLE REQUIREMENTS (NAVSEA)(SEP 1990) has been added to the solicitation in section C.

Question 4: The RFP does not state whether the staffing plan is subject to the technical proposal page limitation. We request that the staffing plan not be subject to the technical proposal page limitation, and allow it to be provided as an appendix, like the Software Development Plan, with no page limitation.

Answer 4: The staffing plan submission requirement is removed from the solicitation sections L and M.

In section L, paragraph 2.2.2 Subfactor 2: Management Approach:

“The Offeror shall submit its staffing plan. The Offeror shall identify all assumptions related to the allocation of labor mixes associated with the SOW and the overall labor mixes proposed for the Engineering Services CLINs.

The labor hours and labor mix provided in the "Staffing Plan" submitted in Attachment 12, Labor Hour Breakdown, shall match exactly the labor hours and labor mix provided in Attachment 13, Cost Summary.”

is changed to:

“The Offeror shall identify all assumptions related to the allocation of labor mixes associated with the SOW and the overall labor mixes proposed for the Engineering Services CLINs. The labor hours and labor mix provided in Attachment 12, Labor Hour Breakdown, shall match exactly the labor hours and labor mix provided in Attachment 13, Cost Summary.”

In section M, paragraph Sub Factor 2: Management Approach:

“The staffing plan will be evaluated for detail and relevance and whether it clearly addresses all requirements and assumptions related to the allocation of labor mixes. The plan will be evaluated to ensure it matches the hours and labor mix in Attachment 12, Labor Hour Breakdown.”

is changed to:

“The Offeror shall identify all assumptions related to the allocation of labor mixes associated with the SOW and the overall labor mixes proposed for the Engineering Services CLINs. The labor hours and labor mix provided in Attachment 12, Labor Hour Breakdown, shall match exactly the labor hours and labor mix provided in Attachment 13, Cost Summary.” Attachment 12, Labor Hour Breakdown is not subject to the page limitation.

Question 5: Which volume should include the Make-Or-Buy Program? We recommend it be included in Volume IV, Cost Proposal.

Answer 5: The Make-or-Buy Program submission requirement is added to section L, paragraph 2.2.1.1, item (h).

In section L, paragraph 2.2.1.1, Manufacturing Plan, item (h) has been added, as follows:

(h) Provide a Make-or-Buy Program in accordance with NAVSEA clause HQ L-2-0004. The Make-or-Buy Program is not subject to the page limitation. The Make-or-Buy Program shall not include any specific cost information.

Costs may be discussed in relative terms only.

Question 6: Section L, Factor 3, Past Performance, paragraph 2 requires that Individual Subcontracting Reports (ISRs) and Summary Subcontracting Reports (SSRs) be submitted as part of Volume II, Past Performance. As these reports contain cost information, we recommend that they be deleted from Volume II, Past Performance, and included in Volume III, Small Business Participation.

Answer 6: The source selection submittal and evaluation requirements in NAVSEA solicitations must follow the format mandated by the Department of Defense Source Selection Guide, and therefore cannot be modified.

In section L, paragraph 1.2.3, Proposal Submission:

“No cost or pricing information shall be included in the Offeror's forwarding letter or in any part of its submitted volumes, except for Volume III - Small Business Participation and Volume IV – Cost Proposal.”

is changed to:

“No cost or pricing information shall be included in the Offeror's forwarding letter or in any part of Volume I - Technical/Management Proposal.”

Question 7: The Past Performance Questionnaire states "List all subcontractors proposed that meet the definition of major subcontractor." Please provide the government's definition of major subcontractor.

Answer 7: The definition of a major subcontractor for the Past Performance Questionnaire is a subcontractor who performed $2,000,000 of work or more per year for the subject project.

In section L, paragraph 3 Volume II – Factor 3: Past Performance, sub-paragraph 1:

“A list of up to five (5) relevant contracts for the Offeror, and up to two (2) relevant contracts for each major subcontractor, that represent similar scope, magnitude, and complexity to the efforts described herein. The contracts identified must have been underway for at least six (6) months or longer; and if completed, must have been completed within the past three (3) years. Include the below information about each contract. This information may be provided using Attachment 14, Past Performance Questionnaire.”

is changed to:

“A list of up to five (5) relevant contracts for the Offeror, and up to two (2) relevant contracts for each major subcontractor, that represent similar scope, magnitude, and complexity to the efforts described herein. A major subcontractor is defined as a subcontractor that performed $2,000,000 or more per year for the subject project. The contracts identified must have been underway for at least six (6) months or longer; and if completed, must have been completed within the past three (3) years. Include the below information about each contract. This information may be provided using Attachment 14, Past Performance Questionnaire.”

Question 8: CLINs 2006, 3006 & 4006 require Launch Tube Production, in accordance with Drawing No. 6658880 Rev C. The SOW section 3.1.3 Stainless Steel Launch Tube, page 6 states the Contractor shall provide raw launch tubes for Fleet Readiness Center South West (FRC-SW). The stainless steel launch tubes shall be constructed and finished to meet the requirements of NAVSEA drawing 53711-6658881. Drawing 6658880 Rev C is for finished launch tubes, Drawing 6658881 Rev C is for raw launch tubes.

Answer 8: CLINs 2006, 3006 & 4006 should state that Launch Tube Production is to be in accordance with Drawing 6658881 Rev C for raw launch tubes. The CLIN descriptions are revised accordingly.
