About this file
This file is a Questions and Answers (Q&A) document for Solicitation No. N00244-26-Q-S005, issued by NAVSUP Fleet Logistics Center San Diego for American Sign Language (ASL) Interpreter Services. The solicitation is a Total Small Business set-aside for a Firm-Fixed-Price Purchase Order with a base year and four option years. The contract will provide in-person ASL interpretation services, with an estimated 36 hours of service anticipated for the 12-month period. This is a follow-on to a previous contract (N00244-24-P-0056), and the government will award a single contract using a comparative source selection process.
Key details include a proposal submission deadline of December 15th, with technical questions due four days prior. The solicitation explicitly states that Video Remote Interpreting (VRI) is not an acceptable service delivery method. Offerors must be registered in the System for Award Management (SAM) database, use the provided pricing template, and prepare proposals based on the Performance Work Statement. The contract will require on-site ASL interpreters, potentially including specialized services such as Certified Deaf Interpreters (CDI), with the possibility of adding interpreters to the contract after initial submission. Contractors will need to comply with base access and security credentialing requirements at Naval Base San Diego.

We understand that this may be a new contract; however, if there are any existing contracts or historical data that could serve as a reference point or estimate, we would greatly appreciate receiving that information. This will help us better understand the scope of the opportunity and enable us to submit a more informed proposal. | To ensure a fair and competitive procurement for all potential offerors, the Government must adhere to the principles outlined in the Federal Acquisition Regulation (FAR). |
Incumbent Rates and Pricing: Incumbent contractor-specific pricing, including labor rates, is considered proprietary financial information and is not publicly releasable. Providing this data to competitors would create an unfair competitive advantage and undermine the Government's objective of obtaining fair and reasonable pricing based on the current market. Offerors must prepare their price proposal based on their own corporate structure, capabilities, and business strategy.
Incumbent Services and Historical Data: All services required under this contract are detailed in the Performance Work Statement (PWS) of the current solicitation. The PWS represents the Government's complete and official requirement. Offerors are instructed to base their proposals solely on the requirements as stated in the live solicitation, as past requirements may differ from current needs.
Past Performance Percentages: An incumbent contractor's performance evaluations, such as those in the Contractor Performance Assessment Reporting System (CPARS), are considered Source Selection Information and are protected under FAR 42.1503. This information is confidential and cannot be disclosed to the public or other offerors.
To maintain procurement integrity, the specific incumbent data you have requested cannot be provided. All information necessary to prepare a competitive and comprehensive proposal is contained within the solicitation documents. We encourage you to review the solicitation in its entirety and submit a proposal that best reflects your company’s ability to meet the stated requirements.
13 What has been the biggest challenge for fulfilling services under this contract, or if this is a new contract, are there any challenges you anticipate? The Government will not be providing a subjective assessment of past or anticipated challenges.
The solicitation, particularly the Performance Work Statement (PWS), outlines the complete and official requirements for this contract. It is the responsibility of each offeror to use their professional expertise to analyze these requirements, identify any potential challenges to successful performance, and propose a comprehensive technical solution that effectively mitigates those challenges.
An offeror's demonstrated understanding of the complexities of the work and the quality of their proposed solutions for overcoming potential obstacles will be evaluated as part of the technical evaluation process. We encourage all offerors to reflect their full capability and insight within their proposal.

The Performance Work Statement (PWS) outlines the requirement to provide services as needed, which includes the possibility of emergency and after-hours support. |
| 16 | What percentage of your service requests are for after-business hours needs, i.e. 6 p.m. or later and weekends? | The Government does not track historical usage in a way that can provide a reliable percentage for after-business-hours requests. | 18 | How does the department plan to handle interpreting needs when onsite ASL interpreters are unavailable? Video Remote Interpreting (VRI) is not acceptable method of service delivery. |

Averages of last-minute requests in the previous contract year? | The Government cannot provide historical averages for weekly, monthly, or yearly on-site services or last-minute requests from prior contracts. This data may not be representative of future needs, and providing it could create an unfair competitive environment. |
All offerors must use the official estimated hours and requirements detailed in the current solicitation and its attachments.
20 What is your current need and averages for supplying special interpreting services for the following modes of communication: TACTILE, PRO TACTILE, CDI (Certified Deaf Interpreter- Deaf Interpreters assist hearing interpreters to increase the expression of a signed language for LEP individuals or those with other disabilities other than deafness.) Is the Department open to further advice with these specifications that may require a team of two interpreters to effectively provide communication? The Government does not maintain discrete historical averages for these service modes. Offerors should propose a solution that demonstrates their capability to provide these services on an as-needed basis in accordance with the PWS.
Regarding the offer of advice, to ensure a fair competition for all parties, the agency cannot accept informal advice during the solicitation period. Offerors are instructed to include all technical recommendations, including rationale for using team interpreters, within their formal technical proposal. The proposal is the correct channel to demonstrate expertise and propose the most effective method for performance.

Offerors are instructed to propose their best solution to meet the requirements outlined in the solicitation and to price that solution at a fair and reasonable cost. Proposals should be based on the offeror's own independent analysis of the work required, not on any perceived or assumed budget constraint.
The Government will evaluate proposals for award based on the specific evaluation criteria detailed in Section M of the solicitation, The evaluation of offers will be best on a best value basis in accordance with FAR 13.106-1 using a comparative evaluation of offers in accordance with FAR 13.106-2. The solicitation itself provides all necessary information for offerors to prepare a responsive and competitive proposal.
27 According to the solicitation, the technical questions are due 4 days before the deadline for the submission of proposal (Dec 11th & 15th respectively). When are questions expected to be answered? We would like to request a proposal submission extension to allow for a more substantial proposal upon receipt of responses. The Government intends to answer all timely and relevant questions received by the deadline. These answers will be consolidated and published via a formal amendment to the solicitation, which will be posted to SAM.gov in Attachment 2-QA Government Responses. It is the responsibility of all potential offerors to monitor the official posting site for this amendment. The Government anticipates providing these answers as soon as is practicable to allow offerors sufficient time to prepare their proposals.
The Government does not anticipate granting an extension to the proposal submission deadline. The current deadline of December 15th remains in effect. The Government believes the time provided is adequate for the preparation of a comprehensive proposal. All offerors should plan on submitting their proposals in accordance with the existing schedule.

Additionally, under what conditions does the agency permit escorted access for contractor personnel who do not yet hold these credentials? | As specified in the solicitation, all inquiries related to base access, security credentialing (including Common Access Card (CAC) or Personal Identity Verification (PIV) issuance), and access protocols for un-credentialed personnel must be directed to the designated security office. |
| 30 | Regarding the Cancellation Policy- To ensure balanced expectations and service continuity, we propose incorporating an industry-standard cancellation policy in which appointments canceled by the department with less than 48 hours’ notice are billed at 100% of the scheduled service hours. Is the department willing to accept this position on including a reciprocal cancellation provision that reflects this industry-standard 48-hour cancellation policy? | The Government does not accept the proposed provision for a 48-hour cancellation policy. |
All offerors are required to prepare their proposals and pricing based on the terms and conditions as written in the current solicitation. The terms of the solicitation, as they stand, will govern the resultant contract.
