About this file
This is an Amendment 1: Questions & Answers document for a federal mural installation contract at a dining facility. The document does not establish contract terms but rather clarifies requirements and answer bidder inquiries across multiple topic areas.
Scope and Deliverables: The contract requires mixed-media art installations on 20 numbered wall locations (0001–0020) at specified dimensions. All 20 locations receive identical treatment: commercial-grade wallpaper or vinyl, hand-painted accents, high-definition photography integration, LED lighting, and floating walls to create 3D effects. The walls are existing painted concrete surfaces. The SOW (Section 4.0) requires contractor consultation services to determine visual references expressive of location, culture, and client aesthetic, with final design approval by the Food Service Officer (FSO) via the installation Public Affairs Officer. The contractor is responsible for all dimension verification prior to bidding and installation. There is no specified budget target or limit on design draft revisions. Materials and Technical Requirements: The documents do not specify fire-rating or flame-spread certifications. The contractor is responsible for proper wiring and wire management of LED backlighting from the power outlet to the light, without requiring electrical structural modifications. No hazardous material testing is identified as the scope is limited to surface-level installation. Materials include CMYK 3M commercial-grade vinyl or wallpaper; the finish (gloss, luster, or matte) is to be determined during design consultation. Timeline and Administration: The period of performance runs from the Date of Award through August 31, 2027, with all work to be completed by that date. No required milestone deadlines for design approval or fabrication are specified; scheduling is at the contractor's discretion in coordination with the FSO. The contract is subject to SCA Wage Determination. Contractors must obtain their own insurance and base access security passes (DBIDS and SECNAV 5512/1 form), with government assistance provided for the latter. A minimum one-year warranty is recommended for commercial murals. The contractor is responsible for daily debris disposal to the back dock; a dumpster is available at the building's rear. Government retains ownership and rights to remove or paint over artwork at any time.

AMENDMENT 1: QuesƟons & Answers
QuesƟon: I would like to know if the walls that are to have the murals painted on are they dry wall or are they painted on?
Answer: They are concrete walls that are painted.
Scope & Deliverables
1. Dimension and LocaƟon Correspondence:
Q. The dimension list doesn’t line up clearly with the 20 numbered items (0001–
0020). Can you confirm which dimensions correspond to which specific wall or locaƟon?
A. The SOW provides a clear list that aligns the 20 numbered items (0001–0020) with their specific locaƟons and dimensions. For example, item 0001 is idenƟfied as
"Drink Line First Wall" with dimensions 39' W x 7' H in the SOW, which corresponds to the first item in the quote.
2. Treatment of Wall LocaƟons:
Q. Are all 20 locaƟons receiving the full mixed media treatment (floaƟng walls, LED backlighƟng, hand relief), or do smaller items receive a lighter treatment such as printed vinyl only?
A. According to the quote, all 20 locaƟons are slated to receive the "Mixed Media Art
InstallaƟon with Hand Done Art Relief on Dry Wall." The SOW (SecƟon 4.0 b) further details that the mixed-media design includes commercial-grade wallpaper or vinyl, hand-painted accents, high-definiƟon photography, LED lighƟng, and floaƟng walls to create a 3D effect. The documents do not specify a "lighter treatment" for any of the smaller items.
3. Photography Supplier:
Q. Who supplies the photography referenced in the “high definiƟon photography integraƟon” requirement — does the government provide source images, or does the contractor commission original photography?
A. SecƟon 4.0a menƟons that the contractor will provide "consultaƟon services to gain an understanding of specific visual references to incorporate into the mural work that are expressive of the locaƟon, culture, interest, or desired aestheƟc of the client," which suggests a collaboraƟve process. However, the final approval should be from the FSO via installaƟon Public Affairs Officer
4. Total Square Footage and Budget:
Q. Is there a total square footage or budget target bidders should design within, given the scope of specialty elements across all 20 walls?
A. There is no budget target.
Design & Approval Process
Q1. How many design draŌ revisions are included before final approval, and who has sign-off authority on the arƟst’s draŌ?
A1. Design Revisions and Approval Authority:
The SOW requires the contractor to provide a "visual arƟst’s draŌ" for approval before work begins (SecƟon 4.0 c), but it does not specify the number of draŌ revisions included. The document also does not name a specific individual with final sign-off authority however everything that requires approval has to be consulted through FSO.
Q2. Design Guidelines: Are there exisƟng themes, colors, or base-specific branding guidelines the design must follow, or is visual direcƟon enƟrely open pending the consultaƟon process?
A2. The design direcƟon appears to be largely open, pending the collaboraƟve consultaƟon process. The SOW (SecƟon 4.0 a) states that the contractor will work with the client to understand "specific visual references...expressive of the locaƟon, culture, interest, or desired aestheƟc." This indicates that while there are no explicit pre-exisƟng branding guidelines menƟoned, the final design must be client-approved.
Q3. Who retains ownership and copyright of the final artwork and design files — the contractor or the government?
A3. The government retains ownership and rights to remove/paint over the painƟng at any point of Ɵme.
Materials & Technical Requirements
1. Fire-RaƟng and CerƟficaƟons:
Q. Do the wallpaper, vinyl, paints, and finishes need to meet specific fire-raƟng or flame-spread cerƟficaƟons, given this is a dining facility?
A. The documents do not menƟon any specific fire-raƟng or flame-spread cerƟficaƟons for the materials to be used.
2. Electrical Power for LED BacklighƟng:
Q. Who is responsible for supplying electrical power and circuits for the LED backlighƟng, and does the contractor need a licensed electrician?
A. The SOW (SecƟon 4.0 f) states that the contractor is responsible for "proper wiring and wire management of all electronic elements." This pertains to from the power outlet to the light. This requirement doesn’t need a construcƟon or modificaƟon to the electrical structure.
3. Hazardous Material Concerns:
Q. Are there any hazardous material concerns behind exisƟng walls (asbestos, lead paint) that need tesƟng or abatement before wall preparaƟon begins.
A. The SOW does not idenƟfy hazardous material concerns (such as asbestos or lead-based paint). The scope of work is limited to surface preparaƟon and non-structural mixed-media mural installaƟon (applying vinyl/wallpaper, surface-mounted floaƟng panels, and LED elements) and does not involve structural modificaƟons, demoliƟon, or invasive wall penetraƟons.
Site CondiƟons & LogisƟcs
1. Pre-Bid Site Visit:
Q. Is a pre-bid site visit available so contractors can verify exisƟng wall condiƟons, obstrucƟons, and take their own measurements?
A. The SOW does not explicitly menƟon the availability of a pre-bid site visit.
However, it states that the "Contractor is responsible for verifying all dimensions prior to bidding and installaƟon" (SecƟon 5.0 a), which strongly implies that a site visit would be necessary and permissible.
2. Base Access and Security:
Q. What is the process and Ɵmeline for obtaining base access and security passes, and how far in advance should contractors apply?
A. The contractor is responsible for obtaining the necessary security passes for base access. However, the government will provide the necessary documents for contractors to obtain DBIDS to include SECNAV 5512/1 form and escorts during the process.
3. Debris Disposal:
Q. Where exactly is the back dock for debris disposal, and are there restricƟons on hauling methods or hours?
A. The contractor is responsible for the daily cleanup and disposal of all debris to the
"back dock." The documents do not specify the exact locaƟon of the dock or any restricƟons on hauling methods or hours (SecƟon 5.0 e) but dumpster is available at the back of the building.
Timeline & Performance
1. Period of Performance:
Q. The period of performance spans a full year (25 September 2026 to 24 September
2027) — is that the total allowable installaƟon window, or does it include a warranty or maintenance period aŌer installaƟon is complete?
A. The period of performance is from Date of Award, to August 31, 2027. The Job has to be completed before August 31, 2027.
2. CompleƟon Milestones:
Q. Is there a required compleƟon milestone schedule (e.g., design approval by a set date, fabricaƟon by a set date), or is scheduling enƟrely at the contractor’s discreƟon within the year-long window?
A. The SOW does not specify any required compleƟon milestones or deadlines for design approval and fabricaƟon. The scheduling appears to be at the contractor’s discreƟon within the year-long performance window, in coordinaƟon with the
Food Service Officer (FSO).
Contract AdministraƟon
1. Insurance, Bonding, and Labor Standards:
Q. What insurance and bonding requirements apply to this contract, and is there a
Davis-Bacon wage determinaƟon or other labor standards clause that applies to the installaƟon crew?
A. On Page 3 of the RFQ it states that SCA Wage DeterminaƟon will apply. Contractor shall be covered under their own insurance while providing services onbase.
2. Warranty:
Q. What warranty period is expected for the installed murals and finishes, and who is responsible for repairs if materials fail (e.g., LED failure, delaminaƟon) aŌer acceptance?
A. The documents do not specify a warranty period for the installed murals however, it is highly recommended to menƟon warranty that is at least 1 year aŌer the installaƟon as a standard warranty for a commercial mural
Vinyl Finish
Q. Please clarify the required finish for the printed vinyl used in the mixed-media mural installaƟons: Gloss, Luster, or MaƩe. The SOW requires CMYK 3M materials and commercial-grade wallpaper or high-tack commercial-grade vinyl, but we could not locate a specified finish.
A. Finally, regarding your quesƟon about the finish for the printed vinyl, neither the
SOW nor the quote specifies whether a Gloss, Luster, or MaƩe finish is required.
This could be decided as a part of consultaƟon and finalizing the design.
