Would the government consider making the 2 Supply Technician positions under 01410 as ‘Managers’ and making them exempt/professional service positions?

The contracting officer does not believe that any of the exemptions from the Fair Labor Standards Act apply to this requirement, none of the positions are employees “employed in a bona fide professional capacity” in accordance with 29 CFR 541.

Would the government consider changing the Material Coordinator designation from Material Coordinator to Supply Technician?

The government maintains the current labor categories, the current LC’s align with the requirements of the PWS accurately.

The ideal labor category designations, in our opinion would be 2 Exempt managers, and 3 supply technicians.

Would the government mention that all offerors must be compliant with EO 13706.?

Offerors must be compliant with all applicable provisions and clauses. Of note, FAR 52.222-62 which implements EO13706 is included by reference on p. 28 of the solicitation is incorporated with the same force and effect as if it was given in full text.

Would the government make resumes required for ALL 5 positions?

The government will only require resumes for the two (2) key personnel.

Please clarify how this requirement is separate from the requirement solicited under N0024424R0010 in March 2025.

Completely different PWS with different taskings. This requirement is for N43 (ILO and TOA), previous requirement was for Warehouse and Logistics functions.

If this requirement is a component of the requirement previously solicited under N0024424R0010, what is the cause of the duplication?

What is the page limit for Key Personnel resumes? 2 pages, a solicitation amendment will be issued shortly.

What is the page limit for letters of intent? Letter of intent shouldn’t exceed a page and will not count towards the resume page count.

Are Key Personnel resumes and letters of intent excluded from the page limit of Volume I?

Yes, a solicitation amendment will be released shortly.

For Volume III, each contract reference requires customer/agency with associated contact information, as well as a point of contact for the customer/agency, with associated contract information. As customer/agencies are unlikely to have meaningful general contact information, will the government revise the instructions to require contact information only for the customer/agency point of contact, instead of both the agency and the point of contact?

Of importance is the ability to confirm past performance with a POC. A solicitation amendment will be issued shortly.

Response instructions state that documents should be in PDF, Word, and Excel. Is the government requesting that response volumes (aside from the pricing spreadsheet) be submitted in BOTH Word and PDF format?

No. These are the types of files that will be accepted and evaluated. E.g.

if you submit your technical proposal in .txt it will not be evaluated. A solicitation amendment will be released clarifying this.

Regarding Attachment 3 - Pricing: After the listing for "Supply Technician," the designation "(Key)" is noted. Could the Government please clarify whether this indicates that five (5) resumes are required for each Supply Technician position listed in Option Year 1, in addition to the resumes for the designated Key Management positions?

Only two resumes are required, one for each of the Key Personnel.

Would you please clarify your question? Under supply technician for option year 1, cell C9, there are 3,824 hours, the equivalent of two FTEs.

The PWS, under section 3.2, also only lists two key personnel positions.

Key Personnel Pricing Clarification: As Attachment 3 – Pricing does not include the Key Personnel Management positions, can the Government confirm whether these positions should be priced under the Overhead category in Attachment 3?

The pricing template does accommodate the two key personnel positions (supply technician). There are a total of 5 FTEs, 9,560 hours, for this requirement.

Page Limit Clarification: Do resumes count toward the 15-page limit, or are they excluded from the total page count?

Excluded, a solicitation amendment will be issued shortly.

On attachment #3, line 26, should it be one for each labor category?

The pricing template is provided for the offerors benefit. If the offeror has a different fringe rate for each labor category feel free to modify the pricing template as needed. Offerors are reminded that they are responsible for the accuracy of all formulas in their submission.

Do the letters of intent count toward the 15-page count?

Letters of intent will not count towards the page count, a solicitation amendment will be issued shortly.

Yes.

(d) -- Government is requesting all Representations and Certifications of completion within the offerors SAM profile. Is the government requesting 1) a full FAR/DFAR submission of SAM which is 80+ pages; or 2) an Entity Detail report which is about 4 pages; or 3) can offerors jsu verfy their SAM profile is up-to-date; or 4) is the requirement something else?

Per section L 3.1.1(d) of the solicitation offerors may just certify that their profile is up-to-date and that their Reps and Certs are complete within their SAM profile.

RFP Instructions to Offerors, page 43, para 3.2.4 -- Will the government exclude the resumes and LOIs of the 2 key personnel from page count?

Yes.

No. To be considered “recent” must be within the last 3 years.

The Government provides a DD254 with only confidential required. Can the Government confirm that offerors actually needed a Secret Facility clearance per the PWS stating the all personnel needing access to DoN Networks require a T3R which is a secret clearance?

A Tier 3 background investigation is required for non critical sensitive, the investigation may occur after the employees begin work. The vendors are only required to ensure that employees are able to pass a tier 3 background check.

Section L, 3.1.1 (e), Can the Government confirm that offerors and its subcontractors have to prove they have a current Secret Facility Clearance Level?

Per section M of the solicitation, “Documentation/evidence of current Security Clearance in accordance with the attached DD 254 or evidence demonstrating willingness and eligibility to obtain required security through the Defense Security Service (DSS) upon award.”

Will the government review and consider classifying all positions as Supply Technicians, 01410?

The COR reviewed the PWS taskings and the historical requirement and supports changing the material coordinator to 14170 - System Support Specialists. Per section 3.2.4 of Section L if an Offeror proposes personnel from a different labor category then they will need to provide a justification that clearly states the basis for the deviation and rationale supporting the deviation.

Past Performance is limited to 3 pages with allowance for up to three past contracts to demonstrate scope, scale and relevancy as well as the stated data requirements. This significantly impacts the ability to adequately cover contract performance. Will the government consider allowing 2 pages per contract for past performance information?

The Government agrees with increasing the page count of Volume III to 6-pages.
