About this file
This document is a Questions and Answers (Q&A) spreadsheet for Solicitation No. N00244-25-Q-S088, a small business set-aside contract for Interior Design Services at Naval Air Station Lemoore. The solicitation requires custom design services and fabrication of mixed-media murals with integrated lighting and floating walls for the facility's dining area. Key requirements include creating 3D layered wall elements, custom LED backlighting with reflective edges, and graphic design installations across four bay areas measuring 153'3" x 8'2".
The Q&A document reveals specific design flexibility, with the government allowing vendors to propose their own interpretations of wood materials, lighting configurations, and wall designs. The Food Service Officer will make final design decisions after the contractor presents a detailed proposal within 10 business days of contract award. Technical questions were to be submitted by email, with the solicitation closing on 22 August 2025. Contractors must complete representations and certifications in the System for Award Management (SAM) and coordinate base access through specific point of contact personnel at Naval Air Station Lemoore.

| 2 | Does the Government require the use of multiple wood species (e.g., Maple, Oak, Birch), or is a single species acceptable? | No specific type of wood, as long as it will provide the 3D effect |
| 3 | For the wood hexagon elements, is there an expectation that individual hexagons will vary in depth, or should all pieces be uniform in depth? | There was no requirement for hexagon elements. TE7 was provided to show an example of the final product of the requirement. The design will vary per SOW note under 3.15 The contractor shall assess and prepare all affected areas to ensure proper installation of mixed media mural wall(s). Preparation may include but not be limited to, removal of molding, preexisting fixtures, repairing of holes or uneven textures, application of necessary primer, etc. |

| 5 | Regarding LED lighting, should the halo lighting effect be positioned specifically on the left edge of the wood elements (as depicted in the renderings), or is a different lighting configuration intended for the “Reflective Edge” detail? | The design will be recreated by the vendor and present it to the FSO per SOW note under 3.15 The contractor shall assess and prepare all affected areas to ensure proper installation of mixed media mural wall(s). Preparation may include but not be limited to, removal of molding, preexisting fixtures, repairing of holes or uneven textures, application of necessary primer, etc. |

| 7 | Will the facility provide 110v power in at least two locations on the wall where the 3D art installations will be mounted, or should the contractor plan to provide and install new power connections? | Vendor has to incorporate the design considering the power source |
| 8 | Could the Government provide the specific dimensions (width and height) for the wood/floating wall portions of the installations, separate from the overall mural area dimensions provided in the SOW? | The design will be recreated by the vendor and present it to the FSO per PWS 3.14 Digital Design and Engineering Services - Includes 3 Edits / Digital Scaling / Photo Realistic Mock-Up - 28 Design Hour Allotment. Presentation should include the location of the lighting and the 3D effects. |
| 9 | 3.8, 3.11, 3.13 Custom LED Backlighting Integration with Reflective Edge - can you provide the linear ft or area dimensions for the LED backlighting? | Per PWS 3.15 “Note: Presentation of all graphic design will be presented to the Food Service Officer by the contractor within seven (10) business days upon award of the contract . FSO will make the final decision for the design prior to installation”. This means the backlighting will be integrated with the design presented by the vendor |
