REVISED TEXT:
c. For NTPS parachutes, riggers must attend a packing qualification course of instruction that is taught by the harness and assembly manufacturer. For riggers who are performing on this contract, that manufacturer is Sun Path Products, Inc. The costs for obtaining this qualification will be the responsibility of the vendor and they must have this certification by the period of performance start date.

EOD Group One Local Air Operations Support
1.0 BACKGROUND
Explosive Ordnance disposal (EOD) Group Commanders provide forces in support of Fleet Commanders and Navy Component Commanders, Carrier Strike Groups (CSG), Expeditionary Strike Groups (ESG), Mine Countermeasures (MCM) Task Forces/Groups, Naval Special Warfare (NSW) Squadrons, Army Special Operations Forces (SOF), Military Sealift Command (MSC), Unified Theatre Commanders, Navy Regional Commanders, and contingency operations (i.e. aircraft recovery, range/waterway clearance, U.S. Secret Service support, CNO projects, etc.).
In preparation for contingency operations, EOD Group Commanders support, and as defined by local guidance and instruction, this contract will provide air operations support to all EODGRU 1 operational personnel in order to stay within the minimum required parachute proficiency and qualification in preparation for deployment.
2.0 SCOPE
This Performance Work Statement (PWS) defines the outcomes to be accomplished by a contractor who shall provide EODGRU 1 personnel the required services as delineated in paragraph 3.0 below. The outcomes described in this PWS focus on support of military freefall operational training, practical exercises, and consolidated training administered and coordinated by EODTEU cadre.

3.0 SPECIFIC REQUIREMENTS
The Contractor shall provide all labor, materials, facilities, cost to qualify (3.4 to 3.7) and equipment, including but not limited to all qualified staff where applicable or necessary to support training administered by U.S. Navy EOD personnel. US Navy EOD personnel will provide all personal, team particular or team-sized EOD equipment and personal protective equipment needed to perform the required services. The following paragraphs delineate the service requirements:
3.1 EOD AIR OPERATIONS INSTRUCTORS: The Contractor shall provide up to a total of 275 man-days to include up to four (4) instructors per training evolution of qualified/certified support to EODGRU 1 air operations to include aircraft jumpmaster responsibilities, in air flight coaching, VWT coaching, and drop zone support. A man-day is defined for the purpose of this work statement as a 12-hour period. Qualifications and certifications are listed in paragraph 4.1. The vendor shall be able to provide instructors at designated training sites as specified in section 9.1 of this PWS. Contractors will be scheduled a minimum of two weeks prior to training events. Training sessions will take place with variable hours including evening.
3.2 SPECIAL OPERATIONS PARACHUTE RIGGING SERVICES: The contractor shall provide up to 760 man-days to include up to four (4) SOPRs per training evolution of qualified/ certified support to EODTEU-1 air operations. Must be qualified to pack and maintain military parachutes systems to include, but not limited to the following: MT2XX main/reserve, RA-1, MC-6, T-11R, cargo delivery and non-standard main/reserve. A man-day is defined for the purpose of this work statement as a 12 hour period. Qualifications and certifications are listed in paragraph 4.2. The vendor shall be able to provide riggers at designated training sites as specified in section 9.1 of this PWS. SOPR’s will be scheduled a minimum of two weeks prior to events. SOPR services will take place with variable hours including evenings.
3.3 MILITARY CANOPY CONTROL: The Contractor shall provide USPA recognized Military Canopy Course of Instruction for up to eight (8) students, one (1) time per period of performance. The Contractor shall provide a minimum student to contractor ratio of 2:1 for five (5) days to train and instruct EODGRU 1 personnel in order to greatly enhance comfort, ability, precision, and accuracy in both solo and group canopy air-to-air formations and landing. Contractors shall provide a comprehensive instructional program on canopy control, patterned flight, braked approaches, flat turns, stall recoveries, and advanced accuracy. The Contractor shall also provide video footage upon completion for debrief purposes, provide lifts for all personnel, facility for instructional purposes, 2 way air-to-air communications equipment for all parachutists and be able to provide real-time feedback of performance debriefs while descending under a Ram-Air parachute. This course shall include four (4) Parachute riggers (SOPR Service) for every jump day meeting the requirements outlined in 4.2.
Qualifications and certifications are listed in paragraph 4.3. Contractors will be scheduled a minimum of two weeks prior to training events. Training sessions will take place with variable hours including evening. This course shall be administered within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of EODTEU-ONE which is located in San Diego, Ca.
3.4 USPA ACCELERATED FREEFALL INSTRUCTOR: The Contractor shall provide a recognized USPA Accelerated Freefall Instructor Course of Instruction for up to four (4) students, two (2) time per period of performance at a location to be designated by EODGRU 1/EODTEU 1 Air Operations personnel within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of San Diego, Ca. This course shall include four (4) Parachute riggers (SOPR Service) for every jump day meeting the requirements outlined in 4.2. This course shall be all-inclusive to include but not limited to all testing and study material, blade hours and drop zone usage, or lift tickets. This course shall be administered within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of EODTEU-ONE which is located in San Diego, Ca.
3.5 USPA COACH: The Contractor shall provide a recognized USPA Coach Course of Instruction for up to four (4) students, two (2) time per period of performance at a location to be designated by EODGRU 1/EODTEU 1 Air Operations personnel within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of San Diego, Ca. This course shall include four (4) Parachute riggers (SOPR Service) for every jump day meeting the requirements outlined in 4.2. This course shall be all-inclusive to include but not limited to all testing and study material, blade hours and drop zone usage, or lift tickets. This course shall be administered within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of EODTEU-ONE which is located in San Diego, Ca.
3.6 IBA MILITARY VWT COACH: The Contractor shall provide a recognized IBA Military/Flying with Equipment (MI/FWE) for up to four (4) students, two (2) times per period of performance. The contract minimum is student to contractor ratio of 2:1, and twenty (20) hours of tunnel time in a tunnel with a minimum diameter of fourteen (14) foot, over the course of five (5) days. This course shall be administered within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of EODTEU-ONE which is located in San Diego, Ca.
3.7 FAA SENIOR PARACHUTE RIGGER TRAINING COURSE: The contractor shall provide a ten (10) day training course for FAA Senior Parachute Rigger to be all inclusive (testing required, study and course material) for six (6) personnel to obtain the qualification of FAA Senior Parachute Rigger. This training will take place one (1) time per period of performance at the EOD TEU One Paraloft which is located in Imperial Beach, CA.
3.8 EOD CARGO RIGGING COURSE: The contractor shall provide five (5) day EOD Cargo Rigging Course for eight (8) personnel. This course shall include packing and rigging of the LCLA series, 15ft extraction, T- 10 Cargo, 68in pilot chute, .5k JPADS, G-12, and G-14 parachutes. The cargo loads that are required to be rigged are MK V CRRC, F470 CRRC, A-22 bag (series), and door bundles. This training will take place one (1) time per period of performance at the EOD TEU One Paraloft which is located in Imperial Beach, CA.
4.0 Contractor Certifications and Qualifications:
Safety is of the utmost concern to the government and the end user during each event due to the risks that are presented, especially during the military freefall HALO/HAHO portion of every training event. It is imperative that the instructors facilitating this course have the highest level of experience and the formal training qualifications required to ensure the risk to all is mitigated to an acceptable level. Contractor must demonstrate that employees have all listed experience, certs and licenses **at time of proposal submission** and must provide proof of all experience, certs, licenses with their proposal. To ensure the government and the end user receive the safest and most comprehensive training support possible the following qualifications are mandatory:
4.1 EOD Air Operations Instructors: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the complete duration of the contract period, at the discretion of the government:
a. United States Parachute Organization (USPA) member with current D license
b. Current USPA Accelerated Free-fall Instructor
c. Current Vertical Wind Tunnel Coach (Level 4 IAW International Body flight association)
d. Air-to-air videographer
e. Air Operations Trainer Examiner or MFF Instructor.
f. Military Instructor (NEC 9502, Basic Instructor Course), or other service equivalent
g. Military Freefall Jump Master
h. Drop Zone Safety Officer qualification
i. Upon award of contract each Instructor must complete applicable JQRs and be designated in writing by the Commanding Officer of EODTEU-ONE as a Jumpmaster. Record of JQR and Letter of Designation shall be maintained by EODTEU-ONE Air Operations Dept.
4.2 Special Operations Parachute Rigging Services: SOPRs must be familiar with all EODGRU-1 parachuting and ancillary equipment used during P3 Operations. SOPRs must be familiar with EOD airborne operation, policies and procedures. All rigger support provided will have the following qualifications/certifications and be in accordance with OPNAVINST 3501.225 (series):
a. FAA Senior and/or Master Parachute Rigger License
b. Received formal NET for equipment required to maintain from either the Original Equipment
Manufacturer (OEM), U.S. Army Aerial Delivery Field Services Division (ADFSD Fort Lee, or Center for Naval Aviation Technical Training Unit (CNATTU) Norfolk, Learning Site for Fort Lee.
c. For NTPS parachutes, packing qualification requires the completion of a COI taught by the harness and assembly manufacturer. The costs for obtaining this qualification will be the responsibility of the vendor. For NTPS parachutes, riggers must attend a packing qualification course of instruction that is taught by the harness and assembly manufacturer. d. Upon award of contract each SOPR must complete applicable JQRs. Once completed, the Commanding Officer of EODTEU One be designate the SOPR in writing. Record of JQR and Letter of designation shall be maintain by EODTEU One Air Operations.
4.3 Military Canopy Course of Instruction: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the
a. United States Parachute Organization (USPA) member with current D license and PRO rating.
b. Current USPA Accelerated Free-fall Instructor
c. Must have 5 years’ experience teaching, demonstrating, debriefing, and mentoring all aspects of
Canopy Control for Military Freefall parachuting.
4.4 USPA Accelerated Freefall Instructor: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the
a. USPA Advanced Freefall Instructor Examiner or Above
b. USPA Safety and Training Advisor or Above
4.5 USPA Coach: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the complete duration of the contract period, at the discretion of the government:
a. USPA Coach Examiner or Above
4.6 International Bodyflight Association (IBA) Military VWT Coach: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the complete duration of the contract period, at the discretion of the government:
a. IBA Trainer Level 4
4.7 FAA Senior Parachute Rigger Training Course: FAA Senior Rigger Instructors must be familiar with all EODGRU-1 parachuting and ancillary equipment used during P3 Operations. FAA Senior Rigger Instructors must be familiar with EOD airborne operation, policies and procedures. All rigger support provided will have the following qualifications/certifications and be in accordance with OPNAVINST 3501.225 (series):
a. FAA Master Parachute Rigger License
Manufacturer (OEM), U.S. Army Aerial Delivery Field Services Division (ADFSD Fort Lee, or
Center for Naval Aviation Technical Training Unit (CNATTU) Norfolk, Learning Site for Fort Lee.
c. Complete command JQR’s, and provide copies to be maintained by EODTEU-1 Personnel.
d. Be designated in writing by the Commanding officer.
4.8 EOD Cargo Rigging Course: EOD Cargo Rigger Instructors must be familiar with all EODGRU-1 parachuting and ancillary equipment used during P3 Operations. EOD Cargo Rigger Instructors must be familiar with EOD airborne operation, policies and procedures. All rigger support provided will have the following qualifications/certifications and be in accordance with OPNAVINST 3501.225 (series):

5.0 Required Task and Deliverables:
5.1 The Contractor shall provide up to 275 man-days of Air Operations Instructor support to include up to four (4) instructors for any scheduled training evolution.
5.2 The contractor shall provide up to 760 man-days of SOPR support to include up to four (4) SOPRs per training evolution of qualified/ certified support to EODTEU-1 air operations
5.3 The Contractor shall provide Military Canopy Course Instruction for up to eight (8) students, one (1) time per period of performance.
5.4 The Contractor shall provide a USPA Accelerated Freefall Instructor Course of Instruction for up to four (4) students, two (2) time per period of performance.
5.5 The Contractor shall provide a USPA Coach Course of Instruction for up to four (4) students, two (2) time per period of performance.
5.6 The Contractor shall provide a recognized IBA Military/Flying with Equipment (MI/FWE) for up to four (4) students, two (2) times per period of performance.
5.7 The contractor shall provide a ten (10) day training course for FAA Senior Parachute Rigger to be all-inclusive (testing required, study and course material) for six (6) personnel to obtain the qualification of FAA Senior Parachute Rigger.
5.9 The contractor shall provide five (5) day EOD Cargo Rigging Course for eight (8) personnel.
6.0 Travel. All associated travel within the scope of this contract will shall take place at the locations specified in section 9.1 of this PWS. Travel is authorized up to and not to exceed the amount awarded. Travel shall be submitted in accordance with Joint Travel Regulations (JTR). Travel will be approved in writing (email acceptable) by the Technical Assistant (TA) in advance, along with COR concurrence prior to making travel arrangements. Travel dates and locations to be confirmed with the TA prior to submitting estimate. The TA must approve individual trips in advance. At least ten days before travel, the contractors shall submit to the TA a LIST OF PERSONNEL TO
VISIT LOCATION.
7.0 Government Furnished Equipment. EODTEU ONE will provide all necessary P3 equipment to accomplish assigned tasks, to include the following:

- Altimeter
7.1 Personal Protective Equipment. U.S Navy EOD personnel will provide all personal, team particular or team sized EOD equipment and personal protective equipment needed to perform the required tasks. The equipment list will be in accordance with each EOD operator’s specific Standard Operating Procedure for MFF or Static Line operations.
7.2 Transportation. The government shall provide all necessary transportation for EOD operators only, to and from training locations to include travel costs that may be associated herewith.
8.0 Mishap. The Contractor shall promptly report to the COR/TPOC and procuring Contracting Officer (PCO) if a mishap involving services under this contract results in an injury. If the U.S. Navy conducts an investigation of the accident, the Contractor (including all Sub-Contractors) shall cooperate with the government personnel until the investigation is completed. The Contractor shall allow authorized government representatives access to the Contractor’s facilities, personnel, and safety program documentation.
8.1 Contractor Responsibility for Safety. Nothing in this PWS, nor any government action or failure to act in surveillance of this contract, shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable federal, state, and local laws, ordinances, codes, and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
8.2 Non-personnel Service Statement. Contractor employees performing services under this PWS shall be controlled, directed, and supervised at all times by management personnel of the Contractor. The Contractor shall ensure that employees properly comply with the tasks, policies, and procedures contained within this PWS.
Contractor employees shall perform their duties independent of, and without the supervision of, any government official. The tasks, duties, and responsibilities set forth in this PWS may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying federal policy, obligating the appropriated funds of the United States Government, overseeing the work of federal employees, providing direct personal services to any federal employee, or otherwise violating the prohibitions set forth in parts 7.5 and 37.1 of the Federal Acquisition Regulations (FAR). The Government shall control access to the facility and perform the inspection and acceptance of completed work.
9.0 Period of Performance. The period of performance for this contract is established from the date of award for a period of one (1) base year and includes four (4) option years.
9.1 Place of Performance. The instructors and SOPR’s specified in sections 3.1 and 3.2 of this PWS shall be expected to provide service at the following locations:
San Diego, CA China Lake, CA Perris, CA Lake Elsinore, CA El Central, CA Holtville, CA Yuma, AZ Eloy, AZ Blythe, CA Parker, AZ Lake Havasu, AZ
OCONUS Travel:
Guam USA Bahrain Djibouti
Travel to these OCONUS locations are planned to occur two (2) times per year for a duration of five (5) days
The courses of instruction specified in sections 3.3, 3.4, 3.5 and 3.6 of the PWS shall take place within 80 miles (a distance deemed reasonable by the Government to travel daily without incurring exorbitant TDY costs) of San Diego, CA.
The courses of instruction specified in sections 3.7and 3.8 of the PWS shall take place at the TEU One Paraloft.
10.0 Contractor Furnished Facilities, Equipment and Services. The government and the end user require contracted services that allow the EOD team to arrive at the training location and begin training without the burden of scheduling ranges or reserving training areas. The outcome of this effort is to provide a low to no impact all-inclusive training support solution for the operational EOD team attending. Therefore, the Contractor shall provide the following facilities, equipment and services as follows:
Indoor parachute packing and briefing area Certified Drop Zone listed on the AMC ZAR or Held as a unit Drop Zone Survey VWT time for requirements outline in 3.6
11.0 Quality Assurance Surveillance Plan. To ensure that the Government has an effective and systematic method of surveillance for the services in the PWS, a QASP will be used primarily as a tool to verify that the contractor is performing all services required by the PWS in a timely, accurate and complete fashion.
11.1 Performance Standards
a. Schedule - The due dates for deliverables and the actual accomplishment of the schedule will be assessed against original due dates and milestones established for the contract or task order(s).
b. Deliverables – The deliverables required to be submitted will be assessed against the specifications for the deliverables detailed in the contract/task order(s) and the Quality Control Plan (QCP), if required by the contract, for the required content, quality, timeliness, and accuracy.
11.2 Surveillance Methods: The primary methods of surveillance used to monitor performance of this contract will include, but not be limited to, random or planned sampling, periodic inspection, and validated customer complaints.

If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.
Incentives/Disincentives:
The COR makes an annual report on Contractor Performance via CPARS or other annual report that may be required. The contractor’s failure to achieve satisfactory performance under the contract/task order, reflected in the COR’s annual report, may result in termination of the contract/task order and may also result in the loss of future Government contracts/task orders. The contractor’s failure to achieve satisfactory performance under the contract/task order may result in the non-exercise of available options.
For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.
In accordance with the inspection of services provisions of the contract, the contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.

INSTRUCTIONS TO OFFERORS
ADDENDUM TO 52.212-1 INSTRUCTION TO OFFERORS
The single award resulting from this solicitation for non-personal support services related to Local Air Operations Support services for EODGRU-1 will be a Firm Fixed-Price Indefinite Delivery Indefinite Quantity Contract. It will be awarded as a competitive tradeoff source selection procurement under FAR Part 16 and consist of a one-year base period with four, one-year option periods to be exercised at the discretion of the Government. All option years will be considered in the award decision. This solicitation is issued as a Small Business Set-aside. Offerors shall provide up to 760 man-days to include up to four (4) Special Operation Parachute Rigger (SOPRs) per training evolution of qualified/certified support to EODTEU-1 air operations. Must be qualified to pack and maintain military parachutes systems to include, but not limited to the following: MT2XX main/reserve, RA-1, MC-6, T- 11R, cargo delivery and non-standard main/reserve. A man-day is defined for the purpose of this work statement as a 12 hour period. Qualifications and certifications are listed in paragraph 4.2 of the PWS. A Secret clearance will be required at time of time of proposal submission in accordance with the DD 254 Contract Security Classification Specification. Contractors shall have DBIDS Access if base access is required.

Proposals sent by email, unless specifically authorized in advance by the Contracting Officer, will not be accepted.
Offerors must comply with all Portal instructions for uploading attachments and inserting “CLIN dollar amounts” and “Bid Amount.” Proposals that do not comply may be considered unacceptable and may render the Offeror ineligible for award.

The Technical Approach & Matrix is limited to the maximum number of pages as defined in the table above. These page limitations are inclusive of the executive summary and matrix, in addition to any charts, diagrams, and/or other graphics. Graphics (including tables) in the quote may use an alternative font with 8 point size type or larger. In the event photo reduction is used for graphs and drawings, their presentation must be clear and legible. The cover sheet will not count towards the page limit. Each “page” is defined as one sheet, single-sided, 8 ½ “ x 11”, with at least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font). If both sides of a sheet of paper contain material, it will be counted as two (2) pages. Lines shall, at a minimum, be single-spaced. Pages shall be consecutively numbered. Vendor submissions shall not include hyperlinks. *Pages submitted in excess of the page limitations described above will not be evaluated.
The Price submission is not page limited; however, the Price submission is to be strictly limited to price information and completed solicitation documents as described below in the section entitled Submission Content.
All pages shall be numbered. A table of contents identifying the major sections of the total proposal and showing location by page references shall be included. This table will not be charged against the total page count as discussed later in this solicitation. Also, an index that cross references the requirements of the solicitation by paragraph/section to the Offeror's response by page/paragraph/section shall be included. This cross-reference index will not be charged against the total page count, nor will it be subject to formal evaluation procedures.
The proposal shall not contain classified information. The company name of the Offeror shall appear at the top of each page. The words “Source Selection Information - See FAR 3.104” shall appear at the bottom of each page. The Offeror must state explicitly whether or not any exceptions are taken to the terms and conditions of the solicitation.
If so, the Offeror should list, and provide its rationale, for any such exception. Any comments or exceptions to the specifications, terms and/or conditions must be addressed in this section and may form the basis for an Offeror to be considered ineligible for award. Alternate proposals are not authorized and will be rejected.
Each initial offer should contain the Offeror's best terms from a price and technical standpoint. It is the Offeror’s responsibility to ensure that there are no discrepancies presented within the information contained in its offer.
Potential Offerors are hereby notified that in the event there are discrepancies within the information received by the Government, or in comparison to Government information provided in the solicitation, the Government reserves the right to apply its judgment to resolve such discrepancies during the evaluation of the proposals without conducting discussions.
Offerors are advised to submit proposals that are complete and clear in all respects without a need for additional explanation or information. Offerors are cautioned against general, vague, or insubstantial statements that prevent or render difficult the concise evaluation of the proposal. The proposal must be sufficient and complete to demonstrate how the Offeror proposes to comply with the contract requirements. “Brochuremanship” is not desired; clarity and completeness are essential. Offerors are cautioned against re-stating the Performance Work Statement (PWS) requirements in its proposal, particularly with regard to technical requirements and must state how all of the Request for Proposal (RFP) and PWS requirements will be met. Statements such as “the Offeror understands” and “the Offeror shall/can comply,” along with responses that paraphrase the RFP, are inadequate. The use of phrases such as “standard practices” (with a specific Government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating (i.e. unacceptable).
Data, even though previously submitted, or presumed to be known (i.e., previous projects performed for the Government), must be submitted with the Offeror’s proposal in order to ensure that it will be considered as part of the Offeror's proposal. Although the Government reserves the right to use data in its possession and from other sources, Offerors cannot assume other data will be considered. Offerors are hereby notified that the Government may contact references submitted by Offerors and may use information in Government files or from other sources to verify information provided in the Offeror's proposal.
Offers shall be presented in 3 volumes: Technical Capability Volume, Past Performance Volume, and Price Volume.
The Technical Capability Volume shall include 3 sections: Technical Approach; Certifications; and Quality Control Plan. The Past Performance Volume shall include no more than three (3) previous contracts. The Price Volume shall be presented in 3 sections: Prime Price Summary; Subcontractor Price (if applicable) and Additional Information.
Each Volume shall include an initial title page with the following information:
The item nomenclature and solicitation number of the request for proposal;
The full company name of the Offeror;
The address of the Offeror;
The Offeror's position regarding disclosure of proposed data in accordance with the provision entitled, "Restrictions on Disclosure and Use of Data in Proposals;" and Contractual Point of Contact, including title, telephone number, fax number, email address.
VOLUME I: TECHNICAL CAPABILITY
The technical submission shall clearly convince the government that they are able to provide qualified personnel who are technically capable of performing the work required with the expertise identified within the PWS by contract start date. The contractor is not required to provide a copy of the PWS; however, the response must clearly indicate the technical capability of the offeror to meet all requirements outlined in the PWS. Additionally, the technical approach shall provide a demonstration of the offeror's understanding of and familiarity with, the specific requirements of the PWS. All personnel shall have a Secret clearance by contract start date. The quote shall be in the form prescribed by, and shall contain a response to each of the areas identified in solicitation provision FAR 52.212-1 entitled “Instructions to Offerors-Commercial Items”.
The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of the strengths, weaknesses, significant weaknesses, deficiencies, and risks of a proposal.
A combined technical/risk evaluation considering risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings shall be used. The technical risk evaluation shall utilize the combined technical/risk ratings listed in the following table. Adjectival ratings and rating descriptions will be used to assign an overall rating to each technical proposal and to assign a rating for each technical factor. Use upper case letter ratings for major technical factors as well as the overall rating. The addition of plus (+) or minus (-) to an adjectival rating is not allowed.
Section 1: Technical Approach
The Offeror shall provide a narrative explanation of its general understanding of the methodology and ability to perform all tasks listed in the PWS 3.1 through 3.8, including all tasks and subtasks. The technical approach should demonstrate that the Offeror can accomplish the specified work in a technically competent, timely, price effective manner with a minimum of risk to the Government. The narrative should provide a complete analysis of the performance requirements and explain the processes, best practices and other methods the Offeror will use to meet each requirement stated in the PWS. The technical approach is not to be a restatement of the information contained in the PWS.
Section 2: Certification Requirement
The offeror must demonstrate that employees have all listed experience, certs and licenses at time of proposal submission and must provide proof of all experience, certs, licenses with their proposal.
Safety is of the utmost concern to the government and the end user during each event due to the risks that are presented, especially during the military freefall HALO/HAHO portion of every training event. It is imperative that the instructors facilitating this course have the highest level of experience and the formal training qualifications required to ensure the risk to all is mitigated to an acceptable level. To ensure the government and the end user receive the safest and most comprehensive training support possible the following qualifications are mandatory:
EOD Air Operations Instructors: The contractor is required to have extensive experience and certifications as listed below. The contractor shall be required to maintain all said licenses and certifications for the complete duration of the contract period, at the discretion of the government:
j. United States Parachute Organization (USPA) member with current D license
k. Current USPA Accelerated Free-fall Instructor
l. Current Vertical Wind Tunnel Coach (Level 4 IAW International Body flight association)
m. 5+ years (EOD or SOF) Air Operations experience in support of static-line, freefall personnel and cargo delivery.
n. Air-to-air videographer
o. Air Operations Trainer Examiner or MFF Instructor.
p. Military Instructor or Equivalent
q. Military Freefall Jump Master
r. Drop Zone Safety Officer qualification
s. Must complete JQR’s and keep on file with
Special Operations Parachute Rigging Services: SOPRs must be familiar with all EODGRU-1 parachuting and ancillary equipment used during P3 Operations. Section 3: Quality Control Plan
The Quality Control Plan (QCP) will describe contractor self-monitoring, performance measurement, and documented compliance of the PWS and associated Performance Standards requirements. QCP will address the following areas:
a. Self-monitoring methods;
b. Performance measurements metrics;
c. Documenting compliance with the Performance Requirements Summary (PRS) and PWS; Methodology to be used for discrepancy resolution of any discrepancies, to include the ability to incorporate and address unplanned events and circumstances; and
d. Plan for ensuring prime contractor and subcontractor’s adherence to the OCI. If the offer fails to provide an acceptable OCI plan, the Offeror's proposal may be considered unacceptable and ineligible for award.
Volume II: PAST PERFORMANCE INFORMATION
In order to facilitate the Government’s evaluation of this factor, the quoter shall provide information on no more than three (3) previous contracts whose effort was relevant to the effort required by this solicitation; the contracts provided should have been performed within the last three (3) years. Evaluation will focus only on work experience already performed. Yet-to-be performed work and experience prior to the last three (3) years will not be considered.
The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews and existing data sources to include but not limited to Contractor Performance Assessment Reporting (CPARS). The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government.
