The technical capability of a Contractor will be evaluated on the Contractor’s ability to furnish the type of forklift specified under the scope of work and to have the capability to have access to the quantities of forklifts the Government has specified for the base year and all option years.
For a contractor’s quote to be determined technically acceptable, the contractor must furnish the following data:
(1) Technical data:
Technical data shall be submitted in accordance with FAR 52.212-1(b)(4). Product literature and technical data sheets shall be submitted to support an offerors quote to list in detail the product features that are being offered to meet the Government’s requirement. a. The offeror shall also fill out the Forklift Inventory Table (ATTACHMENT (1) with appropriate data to support the fact that they can provide the required maximum quantity of forklifts, reasonably estimated to be required by the Government.

This performance data will be used to evaluate your companies past performance in meeting contract cost/price, technical and delivery objectives and past performance information submitted will be used to make a determination of whether the offeror has a satisfactory record of past performance. Offerors should, therefore, provide performance history and references to demonstrate capability and performance.
(C) Pricing: Contractors shall provide the following pricing information:

RATINGS:
(A) Technical capability factors shall be rated based on a “GO” or “NO GO”.
Offerors that comply fully with the technical capability requirements of submitting all required technical data, forklift inventory ATTACHMENT (1) and any necessary letters of agreement will be rated as a “GO” and have their Past

(B) Past Performance factors shall be rated as “ACCEPTABLE”, “UNACCEPTABLE” or “NEUTRAL”
Past performance will be evaluated on two aspects: Contractor’s relevancy of past performance and on how well the contractor has performed (confidence) on the contracts. Contractors shall submit Past Performance Information
(PPI) for the same type or similar efforts that have taken place within the past three years. Past Performance references shall be contacted to obtain information on a contractor’s performance either for Government or
Commercial contracts.
All offerors are required to submit PPI and all quotes will be evaluated on Past Performance. A PPI forms will be included as a PDF attachment and will be provided in this RFQ for this purpose. It will state what type of data is required to be submitted on the PPI form (Attachment to Solicitation).
To be considered eligible for award, a Contractor must receive a past performance rating of Acceptable or Neutral.
Award will not be made to a Contractor if a rating of Unacceptable is given on past performance.
Technically Acceptable/Unacceptable Ratings
Rating
Description
Acceptable
Based on offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)
Unacceptable
Offeror does not clearly meet the minimum requirements of the solicitation and has not provided all the required technical capability documentation set forth under this solicitation.
Note: In the case a Contractor without a record of past performance or for whom the information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the
Contractor may not be evaluated favorably or unfavorably on past performance (See FAR 15.305 (a)(2)(iv).
Past Performance – Acceptable
Contractor has relevant past performance, no monetary assessment for non-conforming services, no terminations for default, and has met contract requirements for timely delivery and customer service.
Past Performance – Unacceptable
Unacceptable: Monetary assessment for non-conforming services, terminations for default or cause, poor performance, such as untimely delivery or poor customer service.
Past Performance – Neutral
Unknown or no relevant past performance data available for evaluation.
The Government will not make award to a contractor that the Government evaluates as Unacceptable on Past
Performance. To be eligible for award, the Government must evaluate the Past Performance factor as either
Acceptable or Neutral.
The Government will give an Acceptable Past Performance rating to quotes where the offeror has relevant past performance, no monetary assessment for non-conforming services, no terminations for default, met contract requirements for timely delivery and customer service.
The Government will give a Neutral Past Performance rating to offerors that lack a record of relevant Past
Performance or for whom information on Past Performance is not available. In accordance with FAR 15.305 (a)(2), the Government will not evaluate such offerors favorably or unfavorably on Past Performance.
Offerors are reminded, however, that a quote that receives a Neutral on Past Performance may not represent the most advantageous quote to the Government and, thus, may be an unsuccessful quote. Accordingly, the Contracting
Officer reserves the right to determine that a higher-priced quote with an Acceptable rating on Past Performance may be more advantageous to the Government than a lower-priced quote with a Neutral rating on Past Performance.
Multiple Award:
Upon completion of the evaluation of the quotes, the Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government’s best interest to do so. The Government will solely determine the number of awards to be made based on all determining factors. The Government would make such multiple awards only to responsible offerors whose quotes are determined technically acceptable, with acceptable Past Performance and fair and reasonable pricing.
Future orders would be competed in accordance with FAR 16.505. Among the factors that the Navy may use in competing orders are price, ability to meet the delivery schedule, and past performance.
The Government may reject any or all quotes, is such action is in the best interest of the Government. The Government may waive informalities and minor irregularities in quotes received. The Government intends to evaluate quotes and award a contract(s) without discussions with offerors (except clarifications) as described in FAR 15.306(a)).
Therefore, the offeror’s initial quotes should contain the offeror’s best terms from a cost or price and technical standpoint.
The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of quotes that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotes.
