About this file

This document contains question-and-answer responses from the NETSAFA International Training Center (NITC) Virtual Industry Day held on August 6, 2026. The responses address industry inquiries regarding evaluation criteria, staffing requirements, and acquisition strategy for an upcoming cost-plus fixed fee task order to be awarded through the unrestricted SeaPort NxG MAC vehicle.

Key findings from the Q&A responses indicate that the Government will not separately evaluate Key Personnel experience from corporate experience; however, Aviation Training Instructors and certified High-Risk Trainers are identified as mission-critical positions. The Government will consider non-Navy military training and international partner training as comparable when specific requirements are not listed in the Personnel Qualifications section of the PWS, though Foreign Military Sales experience is necessary for success. International military education and training program experience will be evaluated separately from general technical training experience. No anticipated changes to the draft PWS are expected based on industry feedback, no specific transition or subcontracting expectations are identified, and no particular labor categories are identified as difficult to recruit beyond the mission-critical instructor roles. The work will be performed primarily at NETSAFA facilities located at Naval Air Station Pensacola and Naval Air Station Whiting Field in Florida, with potential temporary requirements at CONUS and OCONUS locations.
