About this file
This is a Questions and Answers document addressing clarifications for Step Two submissions pertaining to a federal solicitation (N0018926RB003).
The document addresses five primary areas of inquiry. First, it clarifies subcontractor submission requirements, specifically regarding cost-reimbursement arrangements versus Time & Materials (T&M) and Fixed-Price (FFP) arrangements. The government directed offerors to refer to revisions made to Section L in Solicitation Amendment N0018926RB0030004 for clarification on whether subcontractors must submit sealed packages directly to the government to substantiate Direct Labor (DL) rates for cost-reimbursement arrangements. Second, the document addresses multiple questions regarding modifications to the provided Attachment 7 Pricing Spreadsheet, including whether offerors may deviate from the template, add or modify rows and columns, incorporate overhead (OH) and General & Administrative (G&A) percentages, account for subcontractor costs and Materials & Handling (M&H), modify escalation rate notations by option period, add hours columns, and represent subcontractor costs in the Quote Summary and Cost Build-up tabs. All spreadsheet modification questions were answered by referencing Section L revisions in Amendment N0018926RB0030004. Third, a request for a one-week deadline extension was addressed by reference to a revision in Block 9 of the same amendment. Fourth and fifth, questions regarding labor category row splitting for prime and subcontractor cost separation and specific instructions for subcontractor cost representation in the Cost Build-up tab were both directed to Section L revisions in Amendment N0018926RB0030004.

Questions and Answers Pertaining to Step Two
1. Question: Subcontractor information: Regarding the response to Question 59 in Attachment 06: “Questions and Answers,” which reads: “Subcontractor cost breakdowns, when provided, may be submitted as separate documentation within the Prime Quoter’s Volume II cost/price quote. The solicitation does not provide for subcontractors to submit cost or price information directly to the Government as a separate submission. Any subcontractor cost/price breakouts, if provided, may be submitted as separate documentation within the Prime Quoter’s Volume II submission package.”
a. Will the government please clarify their response to question 59 relating to the requirement of subcontractors to submit a sealed package? Based on the Section L of the solicitation, it appears a subcontractor on a cost-reimbursement basis would be required to submit a sealed package to the government to substantiate their DL rates proposed. Will the government confirm that the response to 59 is only for T&M and FFP arrangements with a subcontractor and that for cost-reimbursement arrangements, the subcontractor is required to submit a sealed package directly to the government? Here are the relevant instructions from Section L:
i. Section L, Pg 37 - To the extent that a quoter is quoting a subcontractor on a cost-reimbursement basis, the documentation substantiating the accuracy of the subcontractor's quoted direct labor rates is also requested.
ii. Section L, Pg 38 - (j) Any and all subcontracts identified in the non-cost quote shall be identified and priced in the cost quote. Subcontracts (regardless of dollar value) shall be adequately documented. Subcontractor cost breakdowns may be submitted separately.
Answer: See revisions made to Section L in Solicitation Amendment N0018926RB0030004.
2. Question: Attachment+07+-+Pricing+Spreadsheet+for+N0018926RB003Rev0001:
a. Can the offeror deviate from Attachment 7 and use their own cost spreadsheet?
b. Can the offeror modify rows and columns in the Attachment 7 cost spreadsheet?
i. For example, the spreadsheet provided only accounts for Fringe Cost in Option I to FAR 52.217-8 Option. Can columns be added to account for OH and G&A % and Costs to get to a fully burdened Labor Cost?
ii. The spreadsheet does not account for subcontractor cost. Can FTEs be broken out by Prime and Sub to show a single FTE per row and can columns be added to account for M&H?
iii. The spreadsheet lists “Option I Escalation rate Used:” for Option I only.
Can the contractor modify this to say the escalation rate used by each option period?
iv. Can a column be added for each Option period to show hours since FAR 52.217-8 Option will deviate from Column D given it is for 6 months?
v. The Quote summary tab only lists Direct Labor. Should subcontractor cost be included in Direct Labor or should a separate line be added to break out subcontractor and M&H costs?
vi. The Quote Summary tab and Cost Build-up don’t support the development of section B pricing pages. Can it be modified or replaced to support this development?
Answer: See revisions made to Section L in Solicitation Amendment N0018926RB0030004.
3. Question: Given that offerors have not yet been notified of their viability for Step Two submission, and considering the significant questions raised by amendment 0003 regarding subcontractor information requirements and the newly published Pricing Worksheet, will the Government please provide a one-week extension to the solicitation deadline to allow step-two viable offerors sufficient time to prepare a compliant response?
Answer: See revision to Block 9 of Solicitation Amendment N0018926RB0030004.
4. Question: Reference: Amendment 0003, Attachment 07 - Pricing Spreadsheet, "Cost Buildup" tab - Can vendors add rows to split labor categories with multiple FTEs, so that prime and subcontractor costs can be properly displayed, allocated, and calculated, if that one LCAT with multiple FTEs is being staffed by both the prime and a subcontract?
Answer: See revisions made to Section L in Solicitation Amendment N0018926RB0030004.
5. Question: Reference: Amendment 0003, Attachment 07 - Pricing Spreadsheet - How does government want subcontractor costs represented in the "Cost Buildup” tab of Attachment 07, as those specific instructions are not provided in the solicitation?
Answer: See revisions made to Section L in Solicitation Amendment N0018926RB0030004.
