About this file
This is a Navy Installations Command (CNIC) instruction that establishes policy and responsibilities for the Shore Training Plan (STP) and Shore Training Continuum (STC) to maintain operational readiness of Navy shore installations.
The instruction applies to CNIC headquarters, regions, and installations and amplifies strategic guidance from the Optimized Fleet Response Plan (OFRP) to ensure shore-based training and readiness support fleet warfighting capability. The STP produces a consistent state of high shore readiness by providing base operating support services, surge capability for urgent fleet tasking, and crisis response and recovery operations. Training falls into three categories: Capability-Based (supporting Mission Essential Tasks and product/service delivery through exercises like CITADEL-series), Competency-Based (aligning individual and team performance with mission components through workforce development and rate training), and Compliance-Based (mandatory training for regulatory and awareness requirements). The instruction mandates a three-year training cycle with three phases: Basic Phase (force commander and individual-level training with building block approach from theory to certification), Integrated Phase (multi-unit training in challenging environments), and Sustainment Phase (maintaining proficiency through ongoing operations). CNIC N36 (Operations Training and Exercises) serves as process owner and maintains the Shore Training Manual (STM) as the primary authority for all shore training, exercises, and assessments. Key responsibilities are distributed across CNIC program directors, N1 (Total Force Manpower), N3 (Operations), N5 (Strategy and Future Shore Integrated Requirements), region commanders, and installation commanding officers. Installation commanding officers bear final responsibility for training and must implement the STP, manage resources, evaluate readiness, identify shortfalls, and continually self-assess integrated training for compliance and improvement.

1. Purpose. This instruction amplifies reference (a), providing primary strategic guidance, policy and responsibilities for sustainment of Shore operational readiness that sustains, supports and enables the Fleet, Fighter and Family.
2. Cancellation. CNICINST 3000.11.
3. Scope and Applicability. This instruction applies to Commander, Navy Installations Command (CNIC) headquarters (HQ), Regions and installations.
4. Guiding Principles
a. Strategic Alignment. Per reference (b), the Shore Training Plan (STP) is aligned with the Optimized Fleet Response Plan (OFRP) to ensure CNIC Shore training and readiness is sustained at levels corresponding to Fleet requirements. In contrast to the variable Fleet readiness levels discussed in the OFRP, the STP is designed to produce a consistent state of high Shore readiness by providing robust base operating support services, a surge capability to support additional urgent Fleet tasking and the capability to conduct crisis response and recovery operations.
b. Shore Training Continuum (STC). The STC is designed to ensure the Shore Enterprise provides continuous Fleet warfighting capability support and training readiness based upon mission requirements, available resources, and risk management. The Shore Enterprise supports Navy forces in their preparation for deployment and sustainment, and readiness of those forward deployed, as well as the sustainment and readiness of their families.

c. Installation Readiness. Peak readiness will be achieved by conducting high quality, targeted and mission focused training. This requires ongoing, all-hands efforts managed by program directors and the chain of command in support of installation training efforts. Final responsibility for training rests with the installation commanding officer.
d. Operationally Efficient. Training plans and events must strike a balance between mission, exercise, and assessment requirements, assessed outcomes and available resources, to ensure impact to workplace productivity or mission support services are minimized.
e. Measurable and Repeatable. Efficient training depends on effective planning that targets validated requirements. Standardized criteria will be utilized during assessments to support a process that is both measurable and repeatable.
5. Training Categories. Shore installation training falls into one of three broad categories.
a. Capability-Based. Supports the performance of Mission Essential Tasks (MET) and the delivery of product and service lines. This type of training is conducted in an integrated, team-based environment that utilizes Mission Essential Task List (METL) criteria to assess installation capabilities during exercises and real-world events. Examples include CITADEL-series, Command Assessment for Readiness and Training, and the Final Evaluation Problem.
b. Competency-Based. Aligns individual and team performance with mission, product, and service delivery components. This training is derived from community management models and develops technical, professional, and leadership competencies. Examples include workforce development and rate training.
c. Compliance-Based. Is mandated to meet specific requirements or provide awareness on general topics. This training is delivered as workforce annual training directed by the Secretary of the Navy (SECNAV), or as Chief of Naval Operations (CNO) directed general military training, executive order, federal statute, or Navy regulation. Examples include equal opportunity and suicide prevention training.
6. Training Phases. The installation training program must maintain a constant state of readiness by conducting training exercises and managing the program through a three-year cycle.
Installation training must occur continuously across all functional areas. Each phase of training is linked by building on the previous phase’s success. The Shore Enterprise will employ the following training phases:
a. Basic Phase. The basic phase focuses on completion of force commander, individual and unit level training requirements, schools, team training, unit level exercises, unit inspections, assessments, qualifications, and certifications. During the basic phase, a unit will develop its self-training capability and maximize individual skill development. Newly assigned personnel will normally use a basic phase event to develop skills needed to qualify for a watch station. The basic phase training strategy is a building block approach that begins with theory and fundamentals training, then transitions to individual and watch team operations training, allowing watch teams to hone basic skills to ultimately demonstrate a certification level of proficiency.
b. Integrated Phase. The goal of the integrated phase is to bring two or more units working together in challenging, multi-dimensional environments. This can be achieved using real-world events or training exercises. Integrated training may encompass similar units at one or more installations, or a much larger multi-echelon force across multiple Regions. This phase provides an opportunity for watch standers and organizations to build on individual and unit skills and conduct multi-unit training under high-stress, real-world threat conditions. The Integrated Phase may be adapted in order to provide targeted training to support emergent combatant commander requirements.
c. Sustainment Phase. Shore units are required to maintain high levels of readiness consistent with mission requirements and urgent tasking requests. Units in this phase must maintain individual, unit, and integrated proficiencies by using basic or integrated phase events to maintain proficiency.
7. STC Implementation. Installations will align their training, exercise and assessment efforts per the CNIC Shore Training Manual (STM), reference (c). The STM is the primary authority for Shore training, exercises and assessments to which all other related CNIC instructions will align.
a. Phase Transition. Material readiness and demonstrated proficiency drives the transition from one phase to the next. Each phase consists of training, evaluations and assessments that support the installation’s ability to achieve exit criteria in each phase.
b. Phase Sequencing. To achieve the required progress towards optimum readiness, each phase must support subsequent phases. Organizations will support the coordination and sequencing of these phases to ensure a successful outcome for the overall readiness effort. The goal is to build and maintain mission area proficiency across the Shore Enterprise through progressively complex individual unit and integrated level training events that measure performance in a standardized and repeatable manner.
8. Training Requirements. CNIC Operations Training and Exercises (N36) is the process owner for Shore operations training and exercise planning, execution, and assessments, and provides supporting requirements, per reference (c). The STM also provides guidance for training enablers such as the Navy Warfare Training System that are common to programs creating a single consolidated document for Shore Enterprise exercise and assessment requirements. Program specific requirements will support the Shore exercise process and align to the STM.
9. Roles and Responsibilities
a. CNIC will:
(1) Maintain and support the STP aligned to the OFRP per reference (b).
