About this file

This is a Questions and Answers document for Solicitation N0018926QW333, a Navy procurement set aside 100% for SBA Certified Women-Owned Small Businesses (WOSB).

The Q&A addresses three key inquiries from potential bidders. First, regarding technician accreditation requirements, the government clarified that technical representative letters for the majority of equipment listed in the scope of work are acceptable, and holding accreditations for all equipment is not required. Second, the government confirmed that DBIDS badges are sufficient for facility access, and a formal security clearance is not necessary. Third, the government definitively stated that the 100% WOSB set-aside will not be adjusted to allow non-certified small businesses to compete, thereby restricting bidding eligibility to SBA-certified women-owned small business entities only.

Solicitation N0018926QW333 Questions and Answers

1.) Question: The solicitation calls out for accredited technicians for all equipment listed on the scope of work. We do hold technical representative letters for the majority of the equipment listed but not all. Will this be an issue or is a different accreditation needed?

Answer: No issue.

2.) Question: Our technicians all have DBIDS badges but we do not have a security clearance. Will DBIDS badges be sufficient for access?

Answer: Yes

3.) Question: We are interested in bidding this opportunity, however upon pulling the actual solicitation, we see it is a 100% set aside for a SBA Certified Women-Owned Small Business (WOSB) which we are not.

We are a small business but are not an SBA certified small business. Can the set aside be adjusted so our company can bid on this opportunity?

Answer: No, the set-aside will not be adjusted
