About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the Naval Supply Fleet Logistics Center Norfolk on July 29, 2026. The amendment extends the response due date from August 3, 2026 to August 13, 2026 at 10:00 AM EST for solicitation N0018926QW257, which pertains to an Electronic Security System (ESS) procurement for Naval Submarine Support Facility (NSSF) New London.

The amendment includes three primary modifications: (1) addition of site visit information requiring vendors to register by August 3, 2026 for a mandatory site inspection on August 10, 2026 from 10:00 AM to 12:00 PM at NSSF New London in Groton, Connecticut, with vendors limited to two representatives and subject to security clearance verification; (2) addition of quote content requirements mandating vendors provide proof of LenelS2 Value-Added Reseller (VAR) certification and current Secret-level Facilities Clearance Level (FCL) verification via DCSA National Industrial Security System obtained no later than 30 days prior to solicitation issuance; and (3) removal of previous FCL proof/verification requirements at time of quote submission. The evaluation criteria specify that award will be based on price unless past performance information indicates otherwise, with ineligibility determinations for vendors lacking required LenelS2 VAR certification or current Secret FCL clearance. The amendment was signed by Contracting Officer Jessica Thompson on July 29, 2026.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

EVALUATION FOR AWARD

The Government will award on the basis of price unless the Contracting Officer is aware of past performance information related to the low-price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

The LenelS2 certification will be reviewed to verify the quoter is a Value-Added Reseller (VAR) of the OEM. If the quoter does not have a LenelS2 VAR certification, they will be ineligible for award.

The Facilities Clearance Level (FCL) submission will be reviewed to verify the quoter possesses the required security clearance. If the quoter does not have a current Secret FCL, the quoter is ineligible to receive the award.

Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

Award of the purchase order resulting from this Request for Quote (RFQ) will be made to the responsible vendor whose submission (quote) is full compliance with all other requirements set forth in the RFQ and all applicable Amendments will be awarded the purchase order. The Government reserves the right to judge which submissions show the required capability.
