About this file
This is Amendment 0006 to a Request for Quotation (RFQ) for Advanced Management Program (AMP) executive-level leader development services issued by the Naval Supply Systems Command (NSCS) Fleet Logistics Center Norfolk. The amendment, effective August 27, 2026, extends the response deadline from August 6, 2026 to August 31, 2026 at 9:00 A.M. ET and adjusts the period of performance for both contract line items: CLIN 0001 shifts from September 1, 2026–August 31, 2031 to September 15, 2026–September 14, 2031, and CLIN 0002 shifts from September 1, 2031–February 29, 2032 to September 15, 2031–March 14, 2032. The Government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price contract under FAR Part 12 and FAR Subpart 16.5 (commercial items procedures).
The amendment revises past performance and evaluation criteria to require that all contract references demonstrate completed performance of at least one executive-level leader development course/class by the solicitation closing date, with performance within five years of the closing date. The definition of "Magnitude" for evaluation purposes is revised to measure similarity between the number of students (estimated 25–30) and course duration (estimated 10 days) relative to past performance efforts. Quoters must submit three volumes: Volume I (Executive Level Leader Development Experience—10 pages maximum with supporting documentation), Volume II (Past Performance—5 pages per reference), and Volume III (Price—no page limit). The Government requests signed copies of the amendment and allows previously submitting quoters to submit revised Volume II submissions via email to the Contract Specialist. The contract specification document PWS AMP Revision 2 is deleted and replaced with PWS AMP Revision 3.

Miscellaneous text in this section has been modified to:
The Government intends to award a single award Indefinite Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12 and FAR Subpart 16.5.
The procedures of FAR Part 15 do not apply to this source selection. While not an all-inclusive list, some examples of FAR 15 requirements that do not apply are the competitive range determinations, formal evaluation plans, and formal evaluation documentation.
Award will be made to the quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation. The Government intends to evaluate quotes and award a contract based on initial quotes. Therefore, the quoter's initial quote should contain the quoter's best terms from a Staffing Approach, Past Performance, and Price standpoint. The Government may contact any or all of the quoters with questions concerning their quotes. The Government reserves the right to award a FFP contract to other than the lowest priced quote; award a FFP contract without exchanges; or award a FFP contract after exchanges, whichever is in the best interest of the Government.
QUESTIONS:
Quoters may submit questions regarding clarification of solicitation requirements directly to the Contract Specialist via email at Larissa.v.benoit.
civ@us.navy.mil and Nichole.e.stevens.civ@us.navy.mil. It is requested that all questions be received no later than three (3) days after the solicitation posting. Time may not permit responses to questions received after that date to be prepared and issued prior to the receipt of quotes. The Government reserves the right to not answer questions after the deadline.
INSTRUCTIONS FOR SUBMISSION OF QUOTES:

Lines shall, at a minimum, be selected as single-spaced in Microsoft Word with Microsoft Word Normal character spacing. Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldout will count as an equivalent number of 8 1/2" x 11" pages. The quoter is permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables and figures, compliance matrix, table of contents, tabs and dividers.

Only the documents received prior to the solicitation closing date and time will be evaluated.
3. Total email size must be less than 20MB or it will not be received.
Volume I: Factor I - Executive Level Leader Development Experience
The quoter must represent and demonstrate that the quoter has substantial experience providing executive-level leader development since May 11, 2023, and must provide adequate supporting documentation of that experience, as determined solely by the Government. The Government may request a quoter to provide additional documentation to support claimed experience providing executive-level leader development since May 11, 2023.
Submissions must be no longer than 10 pages and received no later than the closing date and time of the RFQ.
The supporting documentation will not count against the Volume I 10-page limit. The Government requests quoters to put supporting documentation in their Volume I. However, quotes may submit supporting documentation separate from their Volume I; if doing this, identify it as supporting documentation for your Factor I submission. The Government encourages quoters to read the answer to solicitation question #40. Quoters must submit supporting documentation. The Government will rate quoters that do not submit any documentation to support their claimed experience as "Unacceptable" for Factor I and that will make them ineligible for award.
Volume II: Factor II - Past Performance
To demonstrate its past performance, the quoter shall identify up to three (3) of its most relevant contracts performed within five (5) years of the solicitation closing date. Those contracts must also reflect completed performance of at least one executive-level leader development course/class by the closing date of the solicitation. The quoter shall provide a detailed explanation demonstrating the relevance of the contracts to the requirements of the solicitation. Quoters may submit a maximum of three (3) references.
For purposes of the past performance factor of this solicitation, a contract is defined as (i) a single contract that is not an indefinite-delivery/indefinite-quantity (IDIQ) contract, a blanket purchase agreement (BPA), or a Federal Supply Schedule (FSS) contract (also known as a GSA Schedule contract), (ii) a single delivery order (DO), task order (TO), technical direction letter (TDL), or technical area task (TAT) issued under an IDIQ contract, a BPA, or an FSS contract, or (iii) a combination of no more than three (3) DOs, TOs, TDLs, and/or TATs issued under an IDIQ contract, BPA, or FSS contract. Quoters shall not submit an IDIQ contract, BPA, or FSS contract as a reference.
Quoters may submit a maximum of three (3) DOs, TOs, TDLs, and/or TATs issued under an IDIQ contract, BPA, or FSS contract as one of the examples of past performance. Such a combination must also meet the requirements stated above: each individual example in the combination must have been performed within five (5) years of the solicitation closing date and demonstrate completed performance of at least one (1) executive-level leader development course/class by the solicitation closing date. If a combination of DOs, TOs, TDLs, and/or TATs is used as a past performance example, the quoter shall state the specific experience claimed, period of performance, and dollar value of each. A past performance example that does not provide the level of detail required may not be evaluated. Only one combination of DOs, TOs, TDLs, and/or TATs is permitted in the past performance submission.
If a proposed subcontractor's past performance is provided as an example of past performance, the percentage and type of work to be done by the proposed subcontractor on the solicitation requirement must be stated. A past performance example that does not detail clearly the percentage and types of work in the solicitation that the subcontractor is proposed to perform may not be evaluated.
If a past performance example in which the quoter or a proposed subcontractor served as a subcontractor is submitted, the past performance submission shall detail clearly the work that the quoter or proposed subcontractor performed and the magnitude (dollar value) of only that work. A past performance example that does not differentiate between the overall contract effort and the subcontractor effort may not be evaluated.
The past performance of proposed subcontractors that will be performing major or critical aspects of the solicitation will be considered as highly as the quoter's past performance.
Failure of quoters to provide the required information and level of specificity may result in the past performance example not being evaluated.
Regarding joint ventures, work done individually by a member of the joint venture and work done by the joint venture itself will be considered. Joint venture references must meet the requirements stated above: they must have been performed within five (5) years of the solicitation closing date and demonstrate completed performance of at least one (1) executive-level leader development course/class by the solicitation closing date. Additionally, if a joint venture member submits a past performance reference, the joint venture member shall detail clearly the work that it performed and the magnitude (dollar value) of only that work. A reference that does not differentiate between the overall contract effort and the joint venture member's effort may not be evaluated. The past performance of a joint venture member that will be performing major or critical aspects of the solicitation will be considered as highly as the joint venture's past performance.
The quoter shall complete a "Past Performance Information Form" for each reference submitted and shall include the completed form in Volume II.
The form is an attachment to the solicitation. The forms will count toward the Volume II page limit described above.
For each contract submitted, quoters shall include relevant contract documentation, such as the contract and the PWS, substantiating the work performed. A quoter may include CPARS reports in Volume II: Factor II and they will not count against its page limit. This contract documentation will not count against the Volume II page limitation. Unless exchanges are held with all quoters, failure to submit such substantiating documentation will result in that contract not being evaluated.
In addition to the information requested above, quoters shall contact their past performance references and request that each reference complete the
"Past Performance Report Form" also attached to the solicitation and email the completed survey form directly to Larissa Benoit at Larissa.v.benoit.
civ@us.navy.mil by the CLOSING DATE/DUE DATE OF THIS SOLICITATION. The Government reserves the right to consider Past Performance Report Forms received after the due date of the solicitation and to contact references for verification or additional information.
The Past Performance submission is limited to 5 pages per reference, including the Past Performance Information Form for the reference.
Volume III: Factor III - Price
Quoters shall provide completed RFQ documents and additional supporting documentation as described below:
a. A completed and signed Standard Form 1449, "Solicitation/Contract/Order for Commercial Items" and executed copy of any and all amendments (if applicable).
b. A completed pricing spreadsheet (Attachment 02 of the solicitation). Quoters are advised that the unit price that applies for a particular class is the unit price for the ordering period during which the class starts.
c. Unless completed in System for Award Management (SAM) website (https://www.sam.gov), the quoter shall complete the representations and certifications contained in the solicitation. If the vendor has completed all of the representations and certifications required by this solicitation in the SAM, then the vendor need not submit the hardcopy version of those documentation.
d. In the event any portion of the quote is written by anyone who is not a bona-fide employee of the firm submitting the quote, a certificate to this effect shall be furnished, which a responsible officer of the quoter shall sign. It shall also identify the person's name, employment capacity, the name of the person's firm, the relationship of that firm to the quoter, and the portion of the quote the person wrote.
e. Quoters responding to this solicitation are advised that, prior to award, the Government may request the submission of additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts etc. Failure to submit the requested information may result in disqualification of the submitted quote.
f. The quote shall be valid for 120 calendar days from RFQ closing date unless another time is specified in an amendment to the solicitation;
g. Oral quotes or proposals are not acceptable in response to this solicitation.
The completion and submission of the above items will constitute a quote and will indicate the quoter's unconditional assent to the terms and conditions of this RFQ and any attachments and/or exhibits hereto. Quoters objecting or taking exception to the terms and conditions of the RFQ may be determined to be ineligible for award.
All price and price supporting information shall be contained in the price quote. Quoters are responsible for submitting sufficient information to enable the Government to fully evaluate their price quote.
For informational purposes, NSCS anticipates the first course starting sometime in November 2026.
Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
The Government intends to award a single award Indefinite-Delivery, Indefinite Quantity (IDIQ) Firm-Fixed-Price (FFP) contract as a result of this solicitation in accordance with FAR 12 and FAR Subpart 16.5. Award will be made to the responsible quoter whose quote is most advantageous to the Government under the selection criteria set forth in this solicitation.
The Government intends to evaluate quotes and award based on initial quotes. Accordingly, the quoter should submit its most favorable terms from a Executive Level Leader Development Experience (ELLDE), past performance and price standpoint. The ELLDE factor is more important than the Past Performance factor, and each of them is more important than the Price factor. The Government reserves the right to award a FFP contract to other than the lowest priced quoter, award a FFP contract without exchanges or conduct exchanges if later determined by the PCO to be necessary and in the best interest of the Government.
All quotes will be reviewed for timeliness. Timely quotes will also be reviewed for compliance with the solicitation. If the quote is not compliant with the material terms of the solicitation, it may not be evaluated and the quoter will be notified that the quote is non-responsive and unacceptable.
The evaluation of quotes will be conducted as follows:
Initially, the quotes will be ranked according to price, from lowest to highest.
The Government will evaluate the lowest priced quoter first. If the lowest price quote is evaluated to have a Factor I - ELLDE rating of "Acceptable," the evaluation will proceed to Factor II - Past Performance. A quoter that receives an "Unacceptable" rating for Factor I will no longer be considered for award and no further evaluation will be conducted.
If the lowest price quote is evaluated to have a Past Performance Confidence Assessment rating of "Substantial Confidence," the evaluation will proceed to Factor III - Price. If the lowest price quote is evaluated not to have a Past Performance Confidence Assessment rating of "Substantial Confidence," then the evaluation process will continue in the same way in order of price from lowest to highest until a quote is evaluated to have "Acceptable" Staffing Approach ratings and a "Substantial Confidence" Past Performance Confidence Assessment rating.
At that time, the quoter's price will be evaluated for price reasonableness. If the pricing is found to be fair and reasonable, award shall be made to that quoter without further consideration of any other quoters. If it is determined that the price is not fair and reasonable, an integrated assessment best value award decision shall be made among all lower priced awardable quotes. If no quotes are rated with a Past Performance rating of "Substantial Confidence", the Contracting Officer shall make an integrated assessment best value award decision from among the awardable quoters.
1. Non-Price Quote Evaluation Criteria
The Non-Price quote is comprised of the following factors:
Factor I: Executive Level Leader Development Experience
For evaluating Factor I - Executive Level Leader Development Experience, the Government will use the adjectival ratings and descriptions in the Executive Level Leader Development Experience Ratings Table below and will not consider experience before May 11, 2023.
For the purposes of this evaluation, "executive-level leader development" is defined as structured training and educational programs designed to enhance the strategic leadership, decision-making, and management capabilities of senior personnel.
Executive Level Leader Development Experience Ratings Table
Ra tin g
Description
Ac ce pta ble
The quoter has represented and demonstrated that the quoter has substantial experience providing executive-level leader development since May 11, 2023, and has provided adequate supporting documentation of that experience.
Un acc ept abl e
The quoter has not represented or demonstrated that the quoter has substantial experience providing executive-level leader development since May 11, 2023, or has not provided adequate supporting documentation of substantial experience providing executive-level leader development since May 11, 2023.
A quoter that received an "Unacceptable" rating for Factor I is not eligible for award, and the Government will not further consider or evaluate its quote.
Factor II: Past Performance
The past performance evaluation factor assesses the degree of confidence the Government has in a quoter's ability to meet the solicitation's requirements based on the quality of a demonstrated record of recent and relevant performance. There are three aspects to the past performance evaluation: recency, relevancy, and quality. These are combined to establish a single performance confidence assessment rating for each quoter.
: Recency is the first aspect of the past performance evaluation and is the time period during which past performance Past Performance Recency references are considered relevant. Recency is critical to establishing the relevancy of past performance information. For purposes of this solicitation, recent past performance is within the past five years prior to the solicitation closing date. Performance outside of this stated period will not be considered for evaluation purposes.
: Regarding relevancy, each past performance reference in the quoter's Past Performance submission will be evaluated to Past Performance Relevancy determine its individual scope and magnitude relative to the instant requirement. The following definitions apply to this evaluation:
Scope: Experience in the areas described in the PWS.
Magnitude: The measure of the similarity between the number of students in a course/class and the number of days of the course/class, and the estimated number of 25-30 students in each Advanced Management Program (AMP) course/class and the 10-day length of each AMP course/class (Reference PWS 5.10 and 6.11).
The relevancy rating assigned from the below Past Performance Relevancy Descriptions will be considered in determining the weight to be given to that reference in the overall Past Performance Confidence Assessment. References determined to be "Not Relevant" will not be further considered.
Similarly, in determining the rating for the past performance factor, past performance of greater relevancy will have more influence on the past performance confidence assessment than past performance of lesser relevance.
Past Performance Relevancy Descriptions Table
Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort this solicitation requires.
Past Performance Quality: The third aspect of the past performance evaluation is to establish the overall quality of the quoter's past performance. The Government will review all past performance information collected and determine the quality of the quoter's performance, including general trends and usefulness of the information, and will incorporated this into the past performance confidence assessment. The quality of performance for a past performance reference that has no relevance to the instant requirement will not be considered in the overall assessment of past performance confidence.
In order to evaluate Past Performance, the Government may also utilize existing data sources, including the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), the Electronic Subcontract Reporting System (eSRS), or other databases; communication with points of contact in the quoter's customer's organization, which could include private sector requirements and contracts personnel, Administrative Contracting Officers, Defense Contract Management Agency (DCMA) personnel, Procuring Contracting Officers, Contracting Officer's Representatives, and other Government activity requirements personnel. The Government may verify past performance information. The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews, and existing data sources. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government. This information will be used for the evaluation of past performance.
The overall assigned rating for past performance will be the Past Performance Confidence Assessment Past Performance Confidence Assessment:
rating, defined in the table below. The assignment of this rating will be based on the overall quality of the aggregated recent and relevant past performance and will consider the source of the information, the context of the data, and general trends in the quoter's performance. Evaluation will focus only on work already performed. Work yet-to-be performed will not be considered.
If the quoter's aggregated past performance is determined to be not relevant as defined in the solicitation, then the quality of the quoter's past performance will not be evaluated through a confidence assessment and past performance factor will be rated as "Neutral Confidence".
If a quoter's aggregate past performance is determined to be relevant, then each past performance reference in the quoter's past performance submission that contributed to the determination of aggregate relevance (i.e., each reference that is rated at least somewhat relevant) will be evaluated to determine the quality of the quoter's performance of/for that reference. The quality of performance of/for contract references that are rated not relevant is not evaluated even when the overall past performance is found to be relevant.
In the case of quoters for which there is no information on past contract performance or where past contract performance information is not available, the quoter may not be evaluated favorably or unfavorably on the past performance factor. In this case, the quoter's past performance is unknown and assigned a past performance confidence assessment rating of "Neutral Confidence". Although a quoter that lacks recent, relevant past performance may not be rated favorably or unfavorably with regard to past performance, the Government may determine that a "Substantial Confidence" or "Satisfactory Confidence" past performance rating provides better value to the Government than a "Neutral Confidence" past performance rating.
The past performance factor evaluation and past performance confidence assessment rating is separate and distinct from the Contracting Officer's responsibility determination. The assessment of the quoter's past performance will be used as a means of evaluating the relative capability of the quoter and other competitors to successfully meet the requirements of the solicitation.
Past Performance Confidence Assessment Ratings Table
Rating Description
Substanti al Confid ence
Based on the quoter's recent/relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfact ory Conf idence
Based on the quoter's recent/relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Neutral Confiden ce
No recent/relevant performance record is available or the quoter's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The quoter may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confiden ce
Based on the quoter's recent/relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.
No Confi dence
Based on the quoter's recent/relevant performance record, the Government has no expectation that the quoter will be able to successfully perform the required effort.
Factor III: Price Quote Evaluation Criteria
The quoter's quoted price will be evaluated based on price reasonableness. The evaluation may include, but is not limited to, price comparison with other quoters and comparison with Independent Government Estimates (IGE).
Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit additional information or data to support price reasonableness, such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price lists with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quotation.
The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. The Government may conduct a price realism analysis on quotes received and may reject a quote for unrealistic prices.
Although price is not the most important evaluation factor, it has the potential to become more significant during the evaluation process. The degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a quote's price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all quoters are determined to have submitted equal, or virtually equal, non-price quotes, price could become the factor in determining which quoter shall receive the award.
