About this file
This is a Questions and Answers document for RFQ N0018926QW012. The document addresses three key inquiries from offerors regarding proposal submission requirements and case complexity expectations.
The government clarified that Past Performance Information Forms must be counted toward the Volume I page limit and cannot be excluded as an appendix. Additionally, the government will accept Past Performance Report Forms completed by Contract Officers' Representatives (CORs) who are no longer employed by the federal government, accommodating situations where civil rights offices have been abolished and replacement personnel lack familiarity with the work. Regarding case complexity, the government anticipates that cases under this RFQ will be rated as moderate to complex in nature, which will factor into pricing determinations.

RFQ N0018926QW012
Question 1: Under Past Performance, if offerors are to utilize the Past Performance Information Sheet for 3 past contracts, that takes up 3 of the 10 pages. Would the government consider allowing offerors to put this section as an appendix that is not counted towards the 10 page count?
Answer: Past Performance Information Forms will count toward the Volume I page limit.
Question 2: Is it acceptable to the government to allow CORs who were recently Retired/RIFd to complete the Past Performance Report Forms or must they be currently working for the federal government? Some of the replacement COs/CORs do not understand the nature of the work as many civil rights offices were abolished.
Answer: The government will consider Past Performance Report Forms completed by CORs who are not currently working for the federal government.
Question 3: Would the government rate the cases as Basic, Moderate or Complex in nature?
That would determine how price is determined.
Answer: The government anticipates the cases will be moderate to complex.
