About this file

This is a Questions and Responses document for federal solicitation N0018926QL420, addressing five key inquiries from offerors regarding delivery schedules, documentation requirements, equipment specifications, and installation scope.

Schedule and Delivery Requirements: Services must commence prior to 30 September 2026, with offerors required to quote their earliest realistic delivery and installation schedule as part of their proposal. The resultant purchase order completion date will be determined based on the offeror's quoted completion date rather than a fixed government-imposed deadline. Documentation and Authorized Reseller Requirements: Authorized reseller/dealer letters must be sourced directly from the OEM manufacturer authorizing resale of conforming products; letters from authorized U.S. distributors do not satisfy this requirement. Equipment Specifications: The JBL Control 28-1 speaker will not be considered conforming to the explicit requirement for an "8-inch coaxial speaker" due to its discrete, non-coaxial two-way design where the 8-inch woofer and 1-inch tweeter are mounted separately on the baffle. True coaxial speakers, such as the JBL AWC82, feature the high-frequency driver physically mounted at the center of the low-frequency woofer, creating point-source acoustic output. Installation Infrastructure: No existing cable pathway is available between Room 125C equipment closet on the ground floor and second-floor gym areas; the government is open to surface-applied raceway and/or cable trays to meet cable distribution requirements, with new pathway installation within contractor scope.

Questions and Responses to Solicitation N0018926QL420

1. With quotes due September 17, along with the post-award site visit, field measurements, equipment procurement, base access for installers, installation, programming, and testing, that timeline looks very tight. Would the Government consider extending the installation completion date? If the September 30 date is firm, can offerors propose their earliest realistic delivery and installation schedule as part of the quote?

Response: Offerors shall quote their earliest realistic delivery and installation schedule as part of the quote. Services are required to commence prior to 30 September 2026 however, the completion date in the resultant purchase order will be determined based on the offerors quoted completion date.

2. Authorized reseller letters: SOW paragraph 3.3 requires "an authorized reseller / dealer letter from the OEM manufacturer" for all brand-name line items, while the Quote Content list in the 52.212-1 Addendum requests "Authorized Reseller/Distributor Letters." Will a letter from a manufacturer's authorized U.S. distributor, confirming the quoter is authorized to resell new, conforming product carrying the full OEM warranty, satisfy this requirement or must each letter be issued directly by the OEM?

Response: the authorized reseller / dealer letter will need to be sourced from the OEM manufacturer authorizing the resell of conforming products.

3. Delivery/installation date: SOW paragraph 2.2 states delivery and installation must occur by September 30, 2026, while the Delivery Schedule shows "Delivery Week Starting 30 Sep 2026." Please confirm whether installation must be fully complete by September 30, or whether equipment delivery by that date with installation completed immediately thereafter is acceptable (and if so, the required completion date).

Response: See response to question 1 above.

4. Item 7, second-floor JBL 8" coaxial speakers: Will the JBL Control 28-1 (8" two-way surface-mount loudspeaker with integral mounting system) be considered conforming to the "8 inch coaxial speaker" requirement, or does the Government require a coaxial-driver model (e.g., JBL AWC82)?

Response: No, the JBL Control 28-1 will not be considered conforming to a specification that explicitly requires an "8-inch coaxial speaker."

Key Differences & Non-Conformance Reasons

Driver Physical Configuration: The JBL Control 28-1 uses a discrete, non-coaxial two-way design where the 8" low-frequency woofer and 1" high-frequency tweeter are mounted separately on the baffle (spaced vertically).

Definition of Coaxial: A true coaxial speaker (such as the JBL AWC82) features the high-frequency driver physically mounted directly at the center of the low-frequency woofer. This creates a point-source acoustic output, eliminating phase alignment issues between separate drivers and providing symmetrical dispersion.

5. Please confirm whether an existing cable riser or pathway is available between the Room 125C equipment closet on the ground floor and the second-floor gym areas, and whether new pathway between the two levels is within the contractor's scope.

Response: There is not an existing pathway between Room 125C and the second floor gym areas. The government is open to a surface applied raceway and/or cable trays to meet the requirements for cable distribution.
