About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) dated July 7, 2026, issued by NAVSUP Fleet Logistics Center Norfolk to modify Solicitation N0018926QL235. The amendment updates Section 4.0 of the Statement of Work (SOW) with all other terms and conditions remaining unchanged.

The underlying contract pertains to the rigging and movement of large museum artifacts from outdoor pads to the interior of Building 54 at the Naval History and Heritage Command (NHHC) Collection Management Facility located at Defense Supply Center Richmond. The SOW requires a contractor to supply professionally trained specialists experienced in large museum artifact movement to relocate five specific artifacts: a Regulus Guided Missile (10,311 lbs.), an MK108 Rocket Launcher and Base (approximately 25,000 lbs.), a Steam Cutter (6,500 lbs.), a Gun Director MK 43 (7,500 lbs.), and a River Patrol Boat Mark II (32 feet long). The contractor must transport each object approximately 250 yards from the outdoor fenced pad to the indoor warehouse bay, navigating a slight ramp and three critical clearance thresholds, and fabricate custom skids/cradles for several objects requiring specialized support fixtures. Key requirements include submission of a comprehensive move plan detailing schedule, equipment, personnel roles, transit routes, and risk mitigation procedures for NHHC written approval prior to commencing operations; provision of professionally trained, licensed material handling equipment operators; acquisition and maintenance of insurance with a Standard and Poor's rating of "AAA" or better covering potential damage; and compliance with all U.S. Government, Department of Defense, Navy regulations, and NHHC policies regarding security, health, safety, and data protection. Work must begin within thirty calendar days of contract award, with the contractor responsible for all materials, equipment, staffing, travel expenses, and debris removal, while the Government provides facility access during normal business hours (M-F 0800-1530).
