About this file
This is a Questions and Answers (Q&A) document from a federal contract procurement. The file addresses three inquiries from prospective contractors regarding a Navy contract opportunity.
The procurement will be awarded as an 8(a) contract through the OASIS+ vehicle, confirming that 8(a) certified small businesses are eligible to compete. The requirement involves General Clerk III services with a historical staffing level of 2,080 full-time equivalents (FTEs). Minimum qualifications for personnel are specified in the Performance Work Statement (PWS). In response to contractor concerns about penalty provisions for vehicle replacement delays outlined in PWS section 3.1.3, the Navy issued Amendment 0001 revising that language, indicating the agency's willingness to modify the requirement based on industry feedback regarding unusual penalty structures for this type of service.

Q&A
A1.Could you please confirm whether this requirement will be awarded through OASIS+ 8(a)? TSS is grandfathered as an 8(a) and eligible to compete under that vehicle; however, if this procurement is not issued through OASIS+ 8(a), we would not qualify as a small business under the listed NAICS code.
A1. Yes, this will be an 8a contract and it is being awarded through OASIS+.
Q2. Would you be able to provide historical labor categories, the number of FTEs, and minimum qualifications? This information would help us submit an accurate and realistic proposal. We want to ensure we do not underbid and inadvertently hinder the transition of incumbent personnel, should their retention be desired.
A2. Historical Labor Categories: General Clerk III; FTE 2080. For minimum qualification please see PWS
Q3. We have some concerns regarding the language related to penalties for delays in vehicle replacement. While we provide similar services for other customers, we have not encountered penalty provisions for vehicle replacement delays. Is this a requirement the Navy would consider revising or removing from the solicitation?
A3. See amendment 0001, revising the language in the PWS section 3.1.3.
