About this file

This is a Questions and Answers document for federal contract solicitation N0018926QL143, issued by the Navy on May 20, 2026. The solicitation addresses transportation and towing services for two KVICHAK 40-foot utility boats, with pickup at Joint Expeditionary Base Little Creek, Virginia Beach, VA and delivery to Highlands, New Jersey. The boats have hull registry numbers UB14 (40WB0704) and UB22 (40WB0901), each weighing approximately 40,375 pounds with total transport weight of approximately 44,000 pounds including fuel (expected 80% fuel capacity of 480 gallons onboard). The vessels measure 40 feet by 13 feet, with a height of 15 feet from the bottom of the hull to lowered mast, and 17.5 feet when mast is not lowered. The boats must remain on Government-provided cradles during transport, which are certified and rated for over-the-road transport with designated tie-down points.

Pickup window is 0800-1100 hours and delivery window is 1200-1500 hours, with both boats expected to arrive together. The Government will provide cranes and qualified personnel for loading and unloading at both locations, with estimated 1-2 hours per facility and 4 hours total wait time allowance. Contractor is responsible for obtaining necessary transit permits and conducting route surveys; the Government does not anticipate police escort requirements but expects the contractor to determine escort vehicles as required by state permits. Contractor personnel will require DBIDS registration for base access (approximately 4 business days). The contractor is responsible for all liability insurance consistent with federal, state, and local Department of Transportation regulations; the Navy is self-insured. The crafts are valued at approximately $2.5 million, and the contractor should obtain appropriate cargo insurance coverage. Subcontracting is permitted provided requirements can be met. The solicitation is a brand-new requirement with no incumbent contractor.
